Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009

At the request of 127 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, for Monday, 1 June 2009, starting at 10 a.



At the request of 127 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, for Monday, 1 June 2009, starting at 10 a.m.

The National Assembly adopted the following agenda:

1. The Bill granting guarantee by the Republic of Serbia in favour of “Societe Generale”, Paris, France under the debt of Public Enterprise “Serbian Roads”,

2. The Bill granting guarantee by the Republic of Serbia in favour of Unicredit Bank Serbia a.d. Belgrade under the debt of Public Enterprise “Serbian Roads” and

3. The Bill amending and modifying the Personal Income Tax Law.

At the beginning of the proceedings, the National Assembly accepted the proposal that the first two items on the agenda be considered in a joint discussion in principle. Gordana Comic, the chairperson, stated that by these Bills the Republic of Serbia grants guarantees in favour of “Societe Generale”, Paris, France under the debt of Public Enterprise “Serbian Roads” in the amount of 100 million EUR and in favour of Unicredit Bank Serbia a.d. Belgrade in the amount of 75 million EUR, also under the debt of Public Enterprise “Serbian Roads”. The loan funds shall be used to settle the debts of the enterprise towards the building constructors. According to her, the Government submitted the Bills under urgent procedure so that the loan funds could be used as soon as possible.

In the discussion in principle, the deputies made various objections to the Bills. Minister of Finance Diana Dragutinovic said that the Loan Guarantee Contracts shall be forwarded to the deputies, and Minister of Infrastructure Milutin Mrkonjic stressed that drawing funds from said loans will increase the liquidity of Serbian economy by infusing the financial flows with additional 175 million EUR.

During the day the National Assembly completed the joint discussion in principle on the two Bills.

In the afternoon, the National Assembly conducted a discussion in principle on the Bill amending and modifying the Personal Income Tax Law. Elaborating the modifications, Minister of Finance Diana Dragutinovic stressed that they increase the recognised amount of costs for certain copyright works when establishing the tax base, i.e. equalise the treatment of all royalties, no matter whether their holders are employed or not.

The National Assembly completed the discussion in principle on the Bill amending and modifying the Personal Income Tax Law, which the Government had also submitted under urgent procedure.

After the deputies have received answers to their questions from Government representatives on 2 June, Day to respond to deputies’ questions regarding a current issue, the National Assembly shall continue work according to the agenda for Sixth Extraordinary Session in 2009.

On the second day of work, 3 June, the National Assembly continued the Sixth Extraordinary Session in 2009 by discussing the particulars of the Bill granting guarantee by the Republic of Serbia in favour of “Societe Generale”, Paris, France under the debt of Public Enterprise “Serbian Roads”, the Bill granting guarantee by the Republic of Serbia in favour of Unicredit Bank Serbia a.d. Belgrade under the debt of Public Enterprise “Serbian Roads” and the Bill amending and modifying the Personal Income Tax Law.

In the morning part of the session, the National Assembly completed the discussion on the particulars of all the items on the agenda.

Since the National Assembly had competed the discussion in principle and detail on all the items on the agenda, the National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic set Tuesday, 9 June, as Voting Day on the items on the agenda for the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, beginning at 10 a.m.


Voting Day

Having completed the discussion on all the items on the agenda for the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, on Voting Day, 9 June, the National Assembly adopted the Bill granting guaranty by the Republic of Serbia in favour of “Societe Generale”, Paris, France under the debt of Public Enterprise “Serbian Roads”, the Bill granting guaranty by the Republic of Serbia in favour of Unicredit Bank Serbia a.d. Belgrade under the debt of Public Enterprise “Serbian Roads” by 128 votes and the Bill amending and modifying the Personal Income Tax Law by 127 votes.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009.
