Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 23 November 2021, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Shaip Kamberi, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Republic of Serbia 2022 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2022 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2022 Financial Plan, submitted by the Government;
  2. Bill amending and modifying the Budget System Law, submitted by the Government;
  3. Bill amending the Corporate Income Tax Law, submitted by the Government;
  4. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
  5. Bill amending the Law on Taxes on Use, Possession and Carrying of Goods, submitted by the Government;
  6. Bill amending and modifying the Property Taxes Law, submitted by the Government;
  7. Bill amending and modifying the Law on Compulsory Social Insurance Contributions, submitted by the Government;
  8. Bill on Budget Inspection, submitted by the Government;
  9. Bill amending and modifying the Law on Expropriation, submitted by the Government;
  10. Bill amending and modifying the Customs Law, submitted by the Government;
  11. Bill on the Republic of Serbia 2020 Budget Final Financial Statement, submitted by the Government;
  12. Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government;
  13. Bill amending and modifying the Law on Agriculture and Rural Development, submitted by the Government;
  14. Bill on the regulation of obligations of the Republic of Serbia toward the International Monetary Fund on the basis of the use of funds of general allocation of special drawing rights, approved by the decision of the International Monetary Fund Board of Governors of 2 August 2021, submitted by the Government;
  15. Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main ("KfW") and the Republic of Serbia represented by the Minister of Finance ("Borrower") for the Programme - Integrated Solid Waste Management Phase I, submitted by the Government;
  16. Proposal of the Decision on the dismissal of members of the National Council for Culture, submitted by the Culture and Information Committee, and
  17. Proposal of members of the National Council for Culture, submitted by the Culture and Information Committee.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 2 to 15 and a joint single debate on items 16 and 17 on the agenda.

The National Assembly proceeded to commence a debate in principle on item 1 on the agenda, the Republic of Serbia 2022 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2022 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2022 Financial Plan.

The Republic of Serbia 2022 Budget Bill with accompanying decision proposals was presented by the Prime Minister of the Republic of Serbia, Ana Brnabic.

Following the debate, National Assembly Deputy Speaker Dr Vladimir Orlic reminded the MPs of Article 87, paragraph 5 of the National Assembly Rules of Procedure, according to which Voting Day on a bill may be set immediately after the debate on said bill is completed, and proceeded to set Thursday, 23 November 2021, as Voting Day on item 1 on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6 pm.

Voting Day on item 1 on the agenda

On Voting Day, 23 November 2021, by majority vote, the National Assembly passed the Republic of Serbia 2022 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2022 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2022 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2022 Financial Plan.

On the second day of the proceedings, 24 November 2021, the National Assembly commenced the joint debate in principle and single debate on items 2 to 15 on the agenda, presented by Minister of Agriculture, Forestry and Water Management Branislav Nedimovic.

By the end of the day the National Assembly concluded the joint debate in principle and single debate on items 2 to 15 on the agenda.

On the third day of the proceedings, 26 November 2021, the National Assembly commenced the joint single debate on items 16 and 17 on the agenda – the Proposal of the Decision on the dismissal of members of the National Council for Culture, submitted by the Culture and Information Committee, and the Proposal of members of the National Council for Culture, submitted by the Culture and Information Committee.

The decision proposals were presented by Deputy Prime Minister and Minister of Culture and Information Maja Gojkovic and the Chairperson of the Culture and Information Committee Sandra Bozic.

Having completed the joint single debate on items 16 and 17 on the agenda, the National Assembly went on to complete a debate in detail on items 4, 5, 6, 7 and 9 on the agenda – the Bill amending and modifying the Personal Income Tax Law, Bill amending the Law on Taxes on Use, Possession and Carrying of Goods, Bill amending and modifying the Property Taxes Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions and the Bill amending and modifying the Law on Expropriation.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic, set Friday, 26 November 2021, as Voting Day on items 2 to 17 on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6 pm.

On Voting Day, 26 November 2021, the National Assembly passed the Bill amending and modifying the Budget System Law, Bill amending the Corporate Income Tax Law, Bill amending and modifying the Personal Income Tax Law, Bill amending the Law on Taxes on Use, Possession and Carrying of Goods, Bill amending and modifying the Property Taxes Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions, Bill on Budget Inspection, Bill amending and modifying the Law on Expropriation, Bill amending and modifying the Customs Law, Bill on the Republic of Serbia 2020 Budget Final Financial Statement, Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, and the Bill amending and modifying the Law on Agriculture and Rural Development.

The National Assembly also passed the Bill on the regulation of obligations of the Republic of Serbia toward the International Monetary Fund on the basis of the use of funds of general allocation of special drawing rights, approved by the decision of the International Monetary Fund Board of Governors of 2 August 2021, and the Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main ("KfW") and the Republic of Serbia represented by the Minister of Finance ("Borrower") for the Programme - Integrated Solid Waste Management Phase I.

The National Assembly went on to adopt the Proposal of the Decision on the dismissal of members of the National Council for Culture and the Proposal of members of the National Council for Culture, electing Zoran Vapa, Zeljko Markovic, Goran Vasic, Dr Vladimir Pistalo, Nebojsa Kundacina, Dr Nevena Dakovic, academician Ivan Jevtic, academician Zlata Bojovic, Dr Isidora Bjelakovic, Andras Urban and Dr Suzana Kujundzic Ostojic

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic, concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
