Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Monday, 3 November, starting at 10 am.


The National Assembly set the following agenda:

1. Bill amending and modifying the Law on Public Notary Service, submitted by the Government;
2. Bill amending and modifying the Law on Real Estate Trade, submitted by the Government;
3. Bill amending the Law on Health Insurance, submitted by the Government;
4. Bill on Medical Documentation and Records, submitted by the Government;
5. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group;
6. Proposal of the Decision on the Appointment of Chairperson and Deputy Chairperson of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
7. Bill amending and modifying the Law on Financing Political Activities, submitted by a group of 128 MPs of the Serbian Progressive Party Parliamentary Group.

The National Assembly accepted the proposal of MP Dr Aleksandra Tomic to complete a joint debate in principle on items 1 and 2 on the agenda, joint debate in principle on items 3 and 4 on the agenda and a joint single debate on the decision proposals listed as items 5 and 6 on the agenda for the sitting.

The National Assembly accepted the proposal of MP Dr Aleksandra Tomic to complete a debate in detail on the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade immediately after the completion of the debate in principle on the bills.

Before recess, the National Assembly commenced the joint debate in principle on items 1 and 2 on the agenda - the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade.

On the behalf of the submitter, the bills were elaborated by Minister of Justice Nikola Selakovic.

The National Assembly conducted and, by the end of the day, completed the joint debate in principle on the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade.

On the second day of the proceedings, 4 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Dr Branko Djurovic, Ivan Karic, Dr Ljubisa Stojmirovic and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a joint debate in principle on items 3 and 4 on the agenda – the Bill amending the Law on Health Insurance and the Bill on Medical Documentation and Records.

On the behalf of the submitter, the bills were elaborated by Minister of Health Dr Zlatibor Loncar.

The National Assembly went on to complete the joint debate in principle on the Bill amending the Law on Health Insurance and the Bill on Medical Documentation and Records.

By the end of the day the National Assembly had also completed a joint single debate on the decision proposals listed as items 5 and 6 on the agenda – the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group and the Proposal of the Decision on the Appointment of Chairperson and Deputy Chairperson of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

On the third day of the proceedings, 5 November, the National Assembly commenced and, by the end of the day, concluded the a debate in detail on items 1 and 2 on the agenda – the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade.

On the behalf of the National Assembly and herself, the National Assembly Speaker greeted the students of the University of Kragujevac Faculty of Law who watched part of the National Assembly sitting from the gallery of the Grand Hall.

As the National Assembly had concluded the debate in principle and in detail on items 1 and 2 on the agenda, the Chair, National Assembly Speaker Maja Gojkovic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Speaker Maja Gojkovic set Wednesday, 5 November 2014, as Voting Day on items 1 and 2 on the agenda – the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade, starting at 1.50 pm.

Voting Day

On Voting Day, 5 November, by a majority vote, the National Assembly passed the Bill amending and modifying the Law on Public Notary Service and the Bill amending and modifying the Law on Real Estate Trade.

On the fourth day of the proceedings, 6 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jovanovic, MA Aleksandra Jerkov and Zoran Babic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a joint debate in principle on the Bill amending and modifying the Law on Financing Political Activities, submitted by a group of 128 MPs of the Serbian Progressive Party Parliamentary Group.

The Bill was elaborated by representative of the submitters MP Zoran Babic.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Bojan Ziric, before the expiry of the term he was elected for, on the day he tendered his resignation.

By the end of the day the National Assembly had completed the joint debate in principle on the Bill amending and modifying the Law on Financing Political Activities.

On the fifth day of the proceedings, 7 November, the National Assembly commenced and concluded a debate in detail on item 3 on the agenda – the Bill amending the Law on Health Insurance.

The National Assembly went on to conduct and conclude a debate in detail on item 4 on the agenda - the Bill on Medical Documentation and Records.

On the sixth day of the proceedings, 8 November, the National Assembly commenced and, by the end of the day, concluded a debate in detail on the Bill amending and modifying the Law on Financing Political Activities, submitted by a group of 128 MPs of the Serbian Progressive Party Parliamentary Group.

Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Ana Filipovic, elected from the ALEKSANDAR VUCIC – FUTURE WE BELIEVE IN (Serbian Progressive Party, Social Democratic Party of Serbia, New Serbia, Serbian Renewal Movement, Socialist Movement) Electoral List who then proceeded to take the oath of office.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, and considering that it had already voted on items 1 and 2, the Chair, National Assembly Deputy Speaker MA Igor Becic set Saturday, 8 November 2014, as Voting Day on the items 3, 4, 5, 6 and 7 on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 4 pm.

Voting Day

On Voting Day, 8 November, by a majority vote, the National Assembly passed the Bill amending the Law on Health Insurance and the Bill on Medical Documentation and Records, submitted by the Government.

The National Assembly also passed the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and the Proposal of the Decision on the Appointment of Chairperson and Deputy Chairperson of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

By a majority of MPs’ votes, the National Assembly adopted the Bill amending and modifying the Law on Financing Political Activities, submitted by a group of 128 MPs of the Serbian Progressive Party Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker MA Igor Becic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
