By a majority of votes, the National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on the Bill amending and modifying the Insurance Law and the Proposal of Authentic Interpretation of Article 22, Paragraph 1, Item 1 and Article 29, Paragraph 5 of the Law on Public Enterprises.

Minister of Finance Lazar Krstic provided the opening remarks on the Bill amending and modifying the Insurance Law.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic, greeted a group of Belgrade University students who were watching part of the sitting from the gallery of the Grand Hall, on the behalf of the MPs and himself. The Chair also greeted a group of children without parental care and their caregivers, participants of the final programme of a social inclusion project, who also watched part of the sitting from the gallery of the Grand Hall.

In the morning part of the proceedings the National Assembly commenced, and by the end of the proceedings, concluded a joint debate in principle and single debate on items 1 and 2 on the agenda for the sitting.

The National Assembly went on to conduct and conclude a debate on the Proposal of the Decision on the Election of Member of the Commission for the Control of the Execution of Criminal Sanctions.

On the second day of the proceedings, 26 December, the National Assembly conducted a debate in detail on the Bill amending and modifying the Insurance Law.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Jugovic, Riza Halimi, Milica Vojic Markovic, Petar Kuntic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly concluded the debate in detail on the Bill amending and modifying the Insurance Law.

The National Assembly went on to include into the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013, by urgent procedure, the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group, Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

As the National Assembly had concluded the debate in principle and single debate on items 1 and 2 on the agenda for the sitting, single debate on item 3 on the agenda for the sitting and single debate on items 4, 5 and 6 on the agenda for the sitting, the Chair, National Assembly Speaker Dr Nebojsa Stefanovic, set Thursday, 26 December 2013, as Voting Day on the items on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013, starting at 8.30 pm.

Voting Day

On Voting Day, 26 December, by a majority of MPs’ votes, the National Assembly passed the Bill amending and modifying the Insurance Law.

By a majority of MPs’ votes, the National Assembly adopted the Proposal of Authentic Interpretation of Article 22, Paragraph 1, Item 1 and Article 29, Paragraph 5 of the Law on Public Enterprises, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly and the Proposal of the Decision on the Election of Member of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly.

By a majority vote, the National Assembly also passed the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group, Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the New Serbia Parliamentary Group and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Nebojsa Stefanovic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013.

The completion of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013 was followed by the performance of the national anthem “God of Justice” by Academic Choir “Obilic” led by conductor Darinka Matic Marovic.
