Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Wednesday, 15 December 2010, starting at 2 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Wednesday, 15 December 2010, starting at 2 p.m.

The National Assembly adopted the following agenda:

1. The Bill amending and modifying the Law on Salaries of Civil Servants and State Employees, submitted by the Government;

2. The Bill amending and modifying the Health Care Law, submitted by the Government;

3. The Bill amending the Law on Chambers of Health Care Workers, submitted by the Government;

4. The Bill on Controlled Psychoactive Substances, submitted by the Government;

5. The Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia, submitted by the Government;

6. The Bill on the Confirmation of the European Convention on the Non-Applicability of Statutory Limitation to Crimes against Humanity and War Crimes, submitted by the Government;

7. The Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina amending and modifying the Agreement between Serbia and Montenegro and Bosnia and Herzegovina on Legal Aid in Civil and Criminal Matters, submitted by the Government;

8. The Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina amending and modifying the Agreement between Serbia and Montenegro and Bosnia and Herzegovina on Mutual Execution of Court Rulings in Criminal Matters, submitted by the Government;

9. The Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Croatia, submitted by the Government;

10. The Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Swiss Confederation, submitted by the Government;

11. The Bill on the Confirmation of the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, adopted in 1974, and the Protocol of 2002 to amend the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, adopted in 1974, submitted by the Government;

12. The Proposal of the Decision amending the Decision on the election of Committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Deputy Group.

By a majority of votes, the National Assembly decided to conduct a joint discussion in principle on items 2, 3 and 4 on the agenda, and a joint unified discussion on items 5 through 11 on the agenda for the session.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic invited the deputies to attend the commemoration of the death of former member of parliament Branislav Kovacevic – Cole from Kragujevac, held in the Small Hall of the National Assembly House.

For the remainder of the day the National Assembly conducted and concluded the joint discussion in principle on the Bill amending and modifying the Law on Salaries of Civil Servants and State Employees, elaborated by Milan Markovic, Minister of Public Administration and Local Self-Government.


On the second day of work, 16 December, the National Assembly continued the session with a joint debate in principle on the Bills amending and modifying the Health Care Law, amending the Law on Chambers of Health Care Workers and on Controlled Psychoactive Substances

Before commencing the proceedings, deputies Dragan Todorovic, Milan Dimitrijevic and Zoran Babic requested information and explanations in line with article 286 of the Rules of Procedure.

The Bills were elaborated by Minister of Health Tomica Milosavljevic.

By the end of the day, the National Assembly had completed the joint debate in principle on items 2, 3 and 4 on the agenda for the session.

On the third day of work, 17 December, the National Assembly continued the session with a joint unified discussion on items 5 through 11 on the agenda.

By the end of the day, the National Assembly had completed the joint unified discussion on the seven Bills on the confirmation of interstate and international documents.

The National Assembly completed a unified debate on the Proposal of the Decision amending the Decision on the election of Committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Deputy Group.

On the fourth day of work, 20 December, the National Assembly conducted a discussion on the particulars on the Bill amending and modifying the Law on Salaries of Civil Servants and State Employees, Bill amending and modifying the Health Care Law, Bill amending the Law on Chambers of Health Care Workers and the Bill on Controlled Psychoactive Substances.

At the proposal of the Administrative Committee, the National Assembly noted the termination of the term of office of deputy Jasmina Milosevic, elected from the Socialist Party of Serbia (SPS) – Party of United Pensioners of Serbia (PUPS) – United Serbia (US) electoral list, before the expiration of the term she was elected to. Also at the proposal of the Administrative Committee, the National Assembly ascertained the existence of sufficient grounds to verify the term of office of deputy Dejan Pisarevic, elected from the Socialist Party of Serbia (SPS) – Party of United Pensioners of Serbia (PUPS) – United Serbia (US) electoral list.

By the end of the day, the National Assembly had concluded the discussion on the particulars on the four Bills.

As the National Assembly had completed the discussion in principle and on the particulars on all the items on the agenda, National Assembly Deputy Speaker Gordana Comic set Wednesday, 22 December, as Voting Day on the items on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly in 2010, starting at 2 p.m.

On Voting Day, 22 December, by a majority of votes, the National Assembly adopted the Bill amending and modifying the Law on Salaries of Civil Servants and State Employees, Bill amending and modifying the Health Care Law, Bill amending the Law on Chambers of Health Care Workers, Bill on Controlled Psychoactive Substances, Bill on the Confirmation of the Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia, Bill on the Confirmation of the European Convention on the Non-Applicability of Statutory Limitation to Crimes against Humanity and War Crimes, Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina amending and modifying the Agreement between Serbia and Montenegro and Bosnia and Herzegovina on Legal Aid in Civil and Criminal Matters, Bill on the Confirmation of the Agreement between the Republic of Serbia and Bosnia and Herzegovina amending and modifying the Agreement between Serbia and Montenegro and Bosnia and Herzegovina on Mutual Execution of Court Rulings in Criminal Matters, Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Croatia, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Swiss Confederation, Bill on the Confirmation of the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, adopted in 1974, and the Protocol of 2002 to amend the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, adopted in 1974 and the Proposal of the Decision amending the Decision on the election of Committee members of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party Deputy Group.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010.
