Seventh Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Seventh Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 12 May, then had it postponed for Wednesday, 13 May, because the Government of the Republic of Serbia withdrew from Assembly procedure the Bill on Anti-Hail Protection, which was proposed to be item 1 on the agenda.


The National Assembly Speaker also reminded the MPs that the Government had withdrawn from procedure the Bill on Textbooks, which was proposed to be item 2 on the agenda.

The National Assembly established the following agenda for the Seventh sitting:

1. Bill amending and modifying the Law on Legal Protection of Industrial Design, submitted by the Government;
2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Mutual Recognition and Equivalence of Public Documents on Attained Education and Academic Titles, submitted by the Government;
3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Public Documents on Attained Education and Professional, Academic and Scientific Titles, submitted by the Government;
4. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group;
5. Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

The National Assembly then commenced a joint debate in principle and single debate on the Bill amending and modifying the Law on Legal Protection of Industrial Design, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Mutual Recognition and Equivalence of Public Documents on Attained Education and Academic Titles and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Public Documents on Attained Education and Professional, Academic and Scientific Titles.

On the behalf of the submitter, the bills were elaborated by Minister of Education, Science and Technological Development Dr Srdjan Verbic.

In the course of the sitting, the Chair, National Assembly Deputy Speaker MA Igor Becic, greeted, on the behalf of the MPs and himself, the members of the Zemun Youth Club who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

On the second day of the proceedings, 15 May, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Legal Protection of Industrial Design.

As the National Assembly had completed a debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Friday, 15 May 2015, as Voting Day on all the items on the agenda for the Seventh Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 12.20 pm.

Voting Day

On Voting Day, 15 May, the National Assembly passed the Bill amending and modifying the Law on Legal Protection of Industrial Design, by majority vote.

By majority vote, the National Assembly also passed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Mutual Recognition and Equivalence of Public Documents on Attained Education and Academic Titles and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Public Documents on Attained Education and Professional, Academic and Scientific Titles.

On Voting Day, the National Assembly also adopted the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and the Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Seventh Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015.
