Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, for Wednesday, 18 February, starting at 10 am.


The request to hold the Seventh Extraordinary Session set the following agenda:

1. Bill on Weapons and Ammunition, submitted by the Government,
2. Bill amending and modifying the Law on Fire Protection, submitted by the Government,
3. Bill on the Confirmation of the Readmission Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, , submitted by the Government,
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Cooperation in Combating Crime, submitted by the Government,
5. Bill on the Confirmation of the Memorandum of Understanding on the Institutional Framework of the Disaster Preparedness and Prevention Initiative for South Eastern Europe (2013), , submitted by the Government,
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Cooperation and Mutual Assistance in Case of Disaster, submitted by the Government,
7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Jasa Tomic (Republic of Serbia) and Foeni (Romania) on the Serbia-Romania State Border, submitted by the Government,
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Vrbica (Republic of Serbia) and Valkani (Romania) on the Serbia-Romania State Border, submitted by the Government,
9. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Nakovo (Republic of Serbia) and Lunga (Romania) on the Serbia-Romania State Border, submitted by the Government.

The National Assembly accepted the proposal of MP Mira Petrovic to complete a joint debate in principle and single debate on all the items on the agenda for the session.

Before moving on to the agenda, the National Assembly Speaker greeted Mr Branko Miladinovic, Tamara’s father, on the behalf of the MPs and herself.

Minister of Interior Dr Nebojsa Stefanovic provided the rationale for the bills on the behalf of the submitter. The session was also attended by Milorad Todorovic, Secretary of the Ministry of Interior, Predrag Maric, Assistant Minister of Interior and Chief of the Ministry of Interior Emergency Situations Sector, Zorica Loncar Kasalica, Head of the Ministry of Interior Administrative Directorate, Ivan Zarev, Head of the Preventive Protection Directorate at the Ministry of Interior Emergency Situations Sector, and Miljko Simovic, Assistant Head of the Ministry of Interior Administrative Directorate.

The National Assembly proceeded to commence the joint debate in principle and single debate on all the items on the agenda for the session.

For the remainder of the day the National Assembly conducted and then concluded the joint debate in principle and single debate on all the items on the agenda for the session.

On the second day of the proceedings, 20 February, the National Assembly commenced a debate in detail on the Bill Weapons and Ammunition and the Bill amending and modifying the Law on Fire Protection.

By the end of the day the National Assembly had concluded the debate in detail on all the items on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Friday, 20 February, as Voting Day on all the items on the agenda for the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 4 pm.

Voting Day

On Voting Day, 20 February, by majority vote, the National Assembly passed the Bill on Weapons and Ammunition and the Bill amending and modifying the Law on Fire Protection.

The National Assembly also passed the Bill on the Confirmation of the Readmission Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Cooperation in Combating Crime and the Bill on the Confirmation of the Memorandum of Understanding on the Institutional Framework of the Disaster Preparedness and Prevention Initiative for South Eastern Europe (2013).

By majority vote, the MPs also adopted the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Cooperation and Mutual Assistance in Case of Disaster, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Jasa Tomic (Republic of Serbia) and Foeni (Romania) on the Serbia-Romania State Border, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Vrbica (Republic of Serbia) and Valkani (Romania) on the Serbia-Romania State Border and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Nakovo (Republic of Serbia) and Lunga (Romania) on the Serbia-Romania State Border.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
