Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2013

At the request of 141 MPs, National Assembly Deputy Speaker Vesna Kovac convened the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, for Tuesday, 25 June 2013, starting at 2 pm.


The request to hold the extraordinary session specifies the following agenda:

1. Ombudsman’s 2012 Regular Annual Report, submitted by the Ombudsman, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 8 May 2013, Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 24 May 2013, Conclusion Proposal of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction of 29 May 2013 and the Conclusion Proposal of the Committee on the Rights of the Child of 31 May 2013,
2. Commissioner for Protection of Equality 2012 Regular Annual Report, submitted by the Commissioner for Protection of Equality, accompanied by the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 24 May 2013 and the Conclusion Proposal of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction of 29 May 2013,
3. Report on the implementation of the Law on Free Access to Information of Public Importance and Personal Data Protection Law in 2012, submitted by the Commissioner for Information of Public Importance and Personal Data Protection, accompanied by the Conclusion Proposal of the Culture and Information Committee of 24 June 2013 and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 24 June 2013,
4. State Audit Institution 2012 Activity Report, submitted by the State Audit Institution, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending of 19 June 2013,
5. Anti-Corruption Agency 2012 Annual Activity Report, submitted by the Anti-Corruption Agency, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 24 June 2013,
6. National Judiciary Reform Strategy Proposal for the period 2013-2018, submitted by the Government,
7. National Anti-Corruption Strategy Proposal in the Republic of Serbia for the period 2013 to 2018, submitted by the Government,
8. Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, submitted by the Democratic Party of Serbia – Vojislav Kostunica Parliamentary Group,
9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zika Gojkovic, Gorica Gajic, Bojan Djuric and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

On the second day of the proceedings, 26 June, by a majority of votes, the National Assembly accepted the proposal of MP Zoran Babic, to complete a joint single debate on items 1, 2 and 3 on the agenda, joint single debate on items 4 and 5 on the agenda, joint single debate on items 6 and 7 on the agenda and a joint single debate on items 8 and 9 on the agenda for the session.

By the end of the day, the National Assembly had conducted and concluded a joint single debate on items 1, 2 and 3 on the agenda, and the reports listed as items 1 and 2 on the agenda were elaborated by Ombudsman Sasa Jankovic and Commissioner for Protection of Equality Nevena Petrusic.

At the beginning of the third day of the proceedings, 27 June, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Miroslav Markicevic, Milica Vojic Markovic, Kenan Hajdarevic, Aleksandar Senic and Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct and, by the end of the day, conclude the joint single debate on the State Audit Institution 2012 Activity Report, submitted by the State Audit Institution, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending of 19 June 2013, and the Anti-Corruption Agency 2012 Annual Activity Report, submitted by the Anti-Corruption Agency, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 24 June 2013. The State Audit Institution Activity Report was presented by the President of the SAI, Radoslav Sretenovic, while Tatjana Babic, Director of the Anti-Corruption Agency, presented the Agency’s Activity Report.

On the fourth day of the proceedings, 28 June, the National Assembly continued the session with a single debate on the National Judiciary Reform Strategy Proposal for the period 2013-2018 and the National Anti-Corruption Strategy Proposal in the Republic of Serbia for the period 2013 to 2018.
The proposed strategies were presented to the Committee members by Nikola Selakovic, Minister of Justice and Public Administration, on the behalf of the submitter.
By the end of the day, the National Assembly had completed the joint single debate on items 6 and 7on the agenda, as well as a joint single debate on the Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, submitted by the Democratic Party of Serbia – Vojislav Kostunica Parliamentary Group, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, i.e. items 8 and 9 on the agenda for the session.
As the National Assembly had completed the debate on all the items on the agenda for the session, the National Assembly Speaker, Dr Nebojsa Stefanovic, set Monday, 1 July 2013, as Voting Day on the items on the agenda for the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2013, starting at 11 am.

Voting Day

On Voting Day, 1 July, by a majority of votes, the National Assembly adopted the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 8 May 2013, Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 24 May 2013, Conclusion Proposal of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction of 29 May 2013 and the Conclusion Proposal of the Committee on the Rights of the Child of 31 May 2013, on the reviewed Ombudsman’s 2012 Regular Annual Report.

By a majority of MPs’ votes, the National Assembly also adopted the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality of 24 May 2013 and the Conclusion Proposal of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction of 29 May 2013, on the reviewed Commissioner for Protection of Equality 2012 Regular Annual Report.

The MPs also adopted the Conclusion Proposal of the Culture and Information Committee of 24 June 2013 and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 24 June 2013, on the reviewed Report on the implementation of the Law on Free Access to Information of Public Importance and Personal Data Protection Law in 2012. The National Assembly also adopted the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending of 19 June 2013, on the reviewed State Audit Institution 2012 Activity Report, and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government of 24 June 2013, on the reviewed Anti-Corruption Agency 2012 Annual Activity Report.

On Voting Day, the National Assembly also adopted the National Judiciary Reform Strategy Proposal for the period 2013-2018, and the National Anti-Corruption Strategy Proposal in the Republic of Serbia for the period 2013 to 2018.

The MPs also adopted the Proposal of the Decision on the Dismissal and Appointment of a Substitute Member of the Republic Electoral Commission, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Nebojsa Stefanovic concluded the Seventh Extraordinary Session of the National Assembly of the Republic of Serbia in 2013.
