Security Services Control Committee in Supervisory Visit to Security Information Agency and Military Security Agency Regional Centres in Kraljevo

The members of the Security Services Control Committee of the National Assembly of the Republic of Serbia conducted a supervisory visit to the Security Information Agency and Military Security Agency regional centres in Kraljevo on 30 January 2018.


The Committee delegation was headed by Committee Chairman MA Igor Becic and comprised Committee members Dragan Sormaz and Marija Obradovic, as well as Committee deputy members Zvonimir Djokic and Jasmina Obradovic.

In line with its duties as stipulated by the Law on the Bases Regulating Security Services of the Republic of Serbia, National Assembly Rules of Procedure and the Committee Decision regulating the manner in which the Committee conducts direct supervision of the security services’ work, the Committee delegation supervised the legality of the Security Information Agency and Military Security Agency regional centres’ work.

The Committee delegation focused on the latest developments in the region. On the occasion, the Committee delegation was briefed on the security services’ investigation efforts into recent events of importance for the security of the Republic of Serbia, including those on the territory of the southern province. Based on the insight into the services’ activities and the information gained from its personnel the Committee delegation concluded that the security services’ are working in full capacity on the investigation of said developments.

In the course of the supervisory visit to the Security Information Agency Centre, using random sample method, the Committee delegation gained full insight into documentation and supervised the legality of the implementation of special procedures and measures outlined in the Law on the Security Information Agency, and the implementation of special evidentiary actions in accordance with the Criminal Procedure Code. The Committee delegation focused its inspection on the implementation of special measures and special evidentiary actions concerning the documentation of the criminal offenses. The Committee found that the Security Information Agency had acted in line with the law and procedure.

The Committee delegation also focused on examining the situation, technical readiness and talking with the Security Information Agency Centre personnel. The Committee delegation toured the offices of the recently renovated Centre and was pleased by the improved working conditions.

The Committee delegation also analysed the Centre’s organizational structure from the aspect of the security challenges, risks and threats the Ministry of Defence, Serbian Armed Forces, and the security system are exposed to and inspected the legality of the Centre’s work.

In the course of the supervisory visit to the Military Security Agency Centre, the Committee delegation examined the legality of the implementation of special procedures and measures outlined in the Law on the Military Security Agency, as well as the implementation of special evidentiary actions in accordance with the Criminal Procedure Code. The Committee delegation was given direct insight into documentation on finalized cases and ascertained that the personnel of the Military Security Agency Centre acted professionally, in line with the legally prescribed procedures and that there had been no irregularities.

The personnel of the Security Information Agency and Military Security Agency regional centres in Kraljevo demonstrated a constructive and open approach during the Committee’s supervisory visit. The delegation concluded that the current security situation in the region requires a higher degree of engagement and cooperation between all the security services of the Republic of Serbia to ensure the safety of its citizens. The Committee delegation ascertained that the personnel acted professionally, in line with the lawful procedures.

This will be the first in a series of planned supervisory visits to the security service centres in 2018 which the Security Services Control Committee is to realise so as to supervise the constitutionality and legality of the security services’ work, as well as supervise the legality of the implementation of special procedures and measures for the collection of confidential data.
