Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015

National Assembly Speaker Maja Gojkovic convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, for Wednesday, 18 March 2015, starting at 10 am.


The National Assembly set the following agenda:

1. Bill on Restrictions on Disposal of Property with the Aim of Preventing Terrorism, submitted by the Government;
2. Bill amending and modifying the Customs Law, submitted by the Government;
3. Bill on the Confirmation of the 15,000,000 EUR Loan Agreement between KfW, Frankfurt-am-Main and the Republic of Serbia for project “Energy Efficiency in Public Buildings”, submitted by the Government;
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Assistance in the Prevention, Investigation and Suppressions of Customs Offences, submitted by the Government;
5. Bill on Use of Guide Dogs, submitted by the Government;
6. Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the Republic of France, submitted by the Government;
7. Proposal for the election of Anti-Corruption Agency Board member, submitted by the Government;
8. Proposal of the Decision on the Termination of Office of President of Pancevo Basic Court, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

The National Assembly accepted the proposal of Member of Parliament Prof. Dr Vladimir Marinkovic to complete a joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda and a joint debate in principle and single debate on items 5 and 6 on the agenda for the sitting.

The National Assembly then commenced the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda - Bill on Restrictions on Disposal of Property with the Aim of Preventing Terrorism, Bill amending and modifying the Customs Law, Bill on the Confirmation of the 15,000,000 EUR Loan Agreement between KfW, Frankfurt-am-Main and the Republic of Serbia for project “Energy Efficiency in Public Buildings”, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Assistance in the Prevention, Investigation and Suppressions of Customs Offences.

Representative of the submitter, Minister of Finance Dr Dusan Vujovic, provided the rationale for the bills.

On the behalf of the MPs and himself, the Chair, National Assembly Deputy Speaker MA Igor Becic, greeted the students of the First School of Economics from Belgrade who followed part of the National Assembly sitting from the gallery of the Grand Hall.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 19 March, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Gordana Comic, Enis Imamovic, Djordje Stojsic, Dr Blagoje Bradic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a joint debate in principle and single debate on items 5 and 6 on the agenda – the Bill on Use of Guide Dogs and the Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the Republic of France, submitted by the Government.

Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin provided the rationale for the bills.

By the end of the day’s proceedings, the National Assembly had concluded the joint debate in principle and single debate on items 5 and 6 on the agenda for the sitting. The National Assembly also completed a debate on the Proposal for the election of Anti-Corruption Agency Board member, submitted by the Government, and the Proposal of the Decision on the Termination of Office of President of Pancevo Basic Court, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

On the third day of the proceedings, 20 March, the National Assembly completed a debate in detail on the Bill on Restrictions on Disposal of Property with the Aim of Preventing Terrorism and the Bill amending and modifying the Customs Law.

After recess, the MPs conducted a debate in detail on the Bill on Use of Guide Dogs.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Friday, 20 March 2015, as Voting Day on all the items on the agenda for the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 3 pm.

Voting Day

On Voting Day, 20 March, by majority vote, the National Assembly passed the Bill on Restrictions on Disposal of Property with the Aim of Preventing Terrorism and the Bill amending and modifying the Customs Law.

The MPs the proceeded to pass the Bill on the Confirmation of the 15,000,000 EUR Loan Agreement between KfW, Frankfurt-am-Main and the Republic of Serbia for project “Energy Efficiency in Public Buildings” and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Assistance in the Prevention, Investigation and Suppressions of Customs Offences.

The National Assembly also adopted the Bill on Use of Guide Dogs, Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the Republic of France, Proposal for the election of Anti-Corruption Agency Board member, submitted by the Government and the Proposal of the Decision on the Termination of Office of President of Pancevo Basic Court, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Maja Gojkovic concluded the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
