Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 30 March 2010, starting at 10 a.m.


The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 30 March 2010, starting at 10 a.m.

Before commencing the proceedings, deputies Dragan Todorovic and Nada Kolundzija exercised their right under article 235 of the Rules of Procedure and requested information and explanations from governmental institutions.

Based on the Republic Electoral Commission’s Report and the Administrative Committee’s proposal, the National Assembly noted the verification of the term of office of deputy Stevica Spajic, elected from the For European Serbia – Boris Tadic electoral list.

By a majority of deputy votes, the National Assembly decided to conduct a joint discussion in principle on items 2, 3, 4 and 5 on the agenda; joint discussion in principle on items 6 and 7 on the agenda; joint discussion in principle and unified discussion on items 8 through 14 and 84 through 90 on the agenda; joint discussion in principle and unified discussion on items 15, 16, 17, 19, 20, 61 and 62 on the agenda; joint discussion in principle and unified discussion on items 18, 80, 81, 82 and 83 on the agenda; joint discussion in principle and unified discussion on items 21, 59 and 60 on the agenda; joint unified discussion on items 22 through 30 on the agenda. In addition, the National Assembly shall conduct a joint unified discussion on items 31 through 44; joint unified discussion on items 45 through 58, as well as a joint unified discussion on items 63 through 79 on the agenda.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted the grammar school students from Ruski Krstur who viewed part of the sitting from the gallery of the Great Hall.

On the second day of work, 31 March, the National Assembly conducted a discussion in principle on the Bill amending and modifying the Refugee Law.

First Deputy Prime Minister, Deputy Prime Minister and Minister of Interior Ivica Dacic elaborated the proposed amendments and modifications to the Refugee Law.

By the end of the day the National Assembly had completed the discussion in principle on the Bill amending and modifying the Refugee Law.


On the third day of work, 7 April, the National Assembly conducted and concluded a joint discussion in principle on items 2, 3, 4 and 5 on the agenda for the session.

The Bills were presented to the deputies by Deputy Prime Minister and Minister of Economy and Regional Development M.Sc. Mladjan Dinkic, representative of the submitters.

In the afternoon part of the proceedings, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic reprimanded deputy Igor Becic.


On the fourth day of work, 8 April, the National Assembly continued the session by a joint discussion in principle on the Bill on Protection from Exposure to Tobacco Smoke and the Bill on Medicines and Medical Devices.

Before moving on to the agenda, deputies Miroslav Markicevic, Dragan Todorovic, Dragan Sormaz and Zoran Ostojic exercised their right under article 235 of the Rules of Procedure and requested information and explanations from governmental institutions.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic reminded the deputies that today, 8 April, was International Roma Day and congratulated all Serbian citizens of Roma nationality on the holiday on the behalf of the deputies and herself.

In the morning part of the proceedings, Minister of Health Tomica Milosavljevic presented the Bill on Protection from Exposure to Tobacco Smoke and the Bill on Medicines and Medical Devices to the deputies.

By the end of the day the deputies had concluded the joint discussion in principle on the two Bills.

On the fifth day of work, 9 April, the National Assembly conducted a joint discussion in principle and a unified discussion on 14 Bills from the field of agriculture, forestry and water management (items 8 through 14 and 84 through 90 on the agenda).

Elaborating the Bills on Forests, on Water, on Recognition of Agricultural Plant Varieties, on Beer, amending and modifying the Law on Veterinary Practice, on Organic Production and on Advisory and Expert Services in the Field of Agriculture, Minister of Agriculture, Forestry and Water Management Sasa Dragin said that their adoption would systemically regulate and complete these fields. He also elaborated the seven international treaties from the field of agriculture, forestry and water management.

In the morning part of the proceedings, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic denied deputy Tomislav Nikolic the floor for the remainder of the current session for using inappropriate expressions at the sitting of 7 April.

By the end of the day the National Assembly had concluded the joint discussion in principle and unified discussion on the Bills.

On the sixth day of work, 13 April, the National Assembly conducted a joint discussion in principle and a unified discussion on items 15, 16, 17, 19, 21, 61 and 62 on the agenda.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Miroslav Markicevic, Riza Halimi, Dragan Sormaz, Predrag Mijatovic, Dragan Todorovic and Jovan Damjanovic requested information and explanations, under article 235 paragraph 2 of the National Assembly Rules of Procedure.

On the behalf of the submitters, the Bills were elaborated by Nabojsa Bradic, Minister of Culture and Slobodan Milosavljevic, Minister of Trade and Services.

By the end of the day the National Assembly had concluded the joint discussion in principle and unified discussion on the Bill amending and modifying the Law on General Constitutional Procedures, Bill amending and modifying the Law on Official Use of Languages and Scripts, Bill amending and modifying the Act on Publication of Laws and other Enactments and on Publication of the Official Gazette of the Republic of Serbia, Bill amending and modifying the Law on Postal Services, Proposal of the Decision on Proclaiming the Old and Rare Book of Extreme Importance, Bill on the Confirmation of the Convention for the Safeguarding of the Intangible Cultural Heritage and the Bill on the Confirmation of the Council of Europe Framework Convention on the Value of Cultural Heritage for Society.

On the seventh day of work, 14 April, the National Assembly conducted and completed a joint discussion in principle and a unified discussion on items 18, 80, 81, 82 and 83 on the agenda.

The Bills were presented to the deputies by Minister of Telecommunications and Information Society Jasna Matic, representative of the submitters.

In the afternoon part of the proceedings, the National Assembly conducted a joint discussion in principle and a unified discussion on items 21, 59 and 60 on the agenda.

On the behalf of the submitters, the Bills were elaborated by Minister of Trade and Services Slobodan Milosavljevic.

By the end of the day, the National Assembly had concluded the joint discussion in principle and unified discussion on the Bill on Central Registry for Mandatory Social Security, Bill on the Confirmation of the International Labour Organisation Convention 183 on maternity protection and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on social security.

On the eighth day of work, 15 April, on the occasion of the Day of Mourning, before continuing the discussion on the agenda the deputies honoured Polish President Lech Kaczynski, the high ranking state dignitaries and Polish citizens who died in the plane crash by a minute of silence.

Before moving on to the discussion on the agenda, deputies Slobodan Maras, Zeljko Tomic, Miroslav Markicevic, Dragan Todorovic and Nada Kolundzija exercised their right under article 235 of the Rules of Procedure and requested information and explanations from various state institutions.

During the day, the National Assembly conducted a joint unified discussion on items 22 through 30 on the agenda, a joint unified discussion on items 31 through 44 on the agenda and a joint unified discussion on items 45 through 58 on the agenda.

The Bills were elaborated for the deputies by Minister of Defense Dragan Sutanovac and Minister of Finance Diana Dragutinovic.

On the ninth day of work, 16 April, the National Assembly conducted and concluded a joint unified discussion on the Bills confirming 17 international treaties, protocols and conventions covering various fields viz. the Bills on the Confirmation of: the Agreement between the Republic of Serbia and the Regional Environmental Centre for Central and Eastern Europe on the legal status of the Regional Environmental Centre for Central and Eastern Europe in the Republic of Serbia, the Cooperation Agreement between the Federal Government of the Federal Republic of Yugoslavia and the European Centre for Medium–Range Weather Forecasts (ECMWF), the Protocol on Strategic Environmental Assessment to the Convention on Environmental Impact Assessment in a Transboundary Context, the International Convention on Civic Liability for Oil Pollution Damage, the International Convention on the Control of Harmful Anti-fouling Systems on Ships, the Protocol of 1997 to amend the International Convention for the Prevention of Pollution from Ships of 1973, as modified by the Protocol of 1978, related thereto and the Protocol of 3 June 1999 for the Modification of the Convention concerning International Carriage by Rail (COTIF) of 9 May 1980 (1999 Protocol) and the Convention concerning International Carriage by Rail (COTIF) of 9 May 1980 version of the Protocol of Modification of 3 June 1999.

In addition, the National Assembly considered the Bills on the Confirmation of: the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on border control in railway transport, the European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR 2007), the European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN), the Protocol of 2005 to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation, the Budapest Convention on the Contract for the Carriage of Goodsby Inland Waterways (CMNI), the Agreement on Foundation Cooperation Trans-European Railway (TER), the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on international transport of passengers and goods by road, the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Hungary on international combined transport of goods and logistics services, the Agreement between the Government of the Republic of Serbia and the Government of the Islamic Republic of Iran on international transport of passengers and goods by road and the Agreement between the Government of the Republic of Serbia and the Swiss Federal Council on transport of passengers and goods by road.

In the morning part of the proceedings, the National Assembly conducted and concluded a joint unified discussion on the Proposal of the Decision on the formation of a Working Group for the drafting of Bills for the purpose of creating formal legal conditions enabling authorities to act on reports of disappearances of newborn babies from maternity wards, submitted by deputy Prof. Dr Slavica Djukic-Dejanovic.

In the afternoon, the National Assembly concluded a unified discussion on the Proposal of the Decision on the election of Equality Protection Commissioner, submitted by the Constitutional Issues Committee. Then it went on to complete a discussion on the Proposal of the Decision amending and modifying the Decision on the election of members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Deputy Group and the Proposal of the Decision amending the Decision on the election of members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Deputy Group For European Serbia.

On the tenth day of work, 19 April, the National Assembly completed a discussion on the particulars of the Bill amending and modifying the Refugee Law.

In the afternoon part of the sitting, the National Assembly commenced a discussion on the particulars of the Bill amending and modifying the Law on Regional Development.

On the eleventh day, 20 April, before moving on to the agenda, deputies Nebojsa Randjelovic, Miroslav Markicevic, Zeljko Tomic, Dragan Todorovic and Nada Kolundzija exercised their right under article 235 of the Rules of Procedure and requested information and explanations from governmental institutions.

In the morning part of the proceedings, the National Assembly completed a discussion on the particulars on the Bill on Regional Development.

In the afternoon part of the proceedings, the National Assembly completed a discussion on the particulars on the Bill amending and modifying the Law on the Right to Free Shares and Monetary Compensation Exercised by Citizens Within the Process of Privatisation and the Bill amending and modifying the Law on the Privatisation Agency.

On the twelfth day of work, 21 April, the National Assembly completed a discussion on the particulars on the Metrology Bill and the Bill on Protection from Exposure to Tobacco Smoke.

On the thirteenth day of work, 26 April, the National Assembly continued and completed the discussion on the particulars on the Bill on Medicines and Medical Devices.

The National Assembly completed a discussion on the particulars on the Bills on Forests, on Water, on Recognition of Agricultural Plant Varieties and on Beer, and commenced a discussion on the amendments to the Bill amending and modifying the Law on Veterinary Practice.

The Chair Gordana Comic informed the deputies that part of the sitting was viewed by the attendants of the Belgrade Fund for Political Excellence seminar, young adults from Vrsac, Kragujevac, Sabac, Novi Sad, Belgrade, Loznica, Nis, Topola and Stara Pazova.

On the fourteenth day of work, 27 April, the heads i.e. authorised representatives of the Deputy Groups Nikola Krpic, Slobodan Samardzic, Miroslav Markicevic and Petar Jojic exercised their right to pose questions i.e. request information or explanations, under article 235 of the Rules of Procedure.

In the morning part of the sitting the National Assembly concluded the discussion on the particulars on the Bill amending and modifying the Law on Veterinary Practice and completed a discussion on the particulars on the Bill on Organic Production and the Bill on Advisory and Expert Services in the Field of Agriculture.

The National Assembly went on to adopt the Proposal of the Decision on the formation of a Working Group for the drafting of Bills for the purpose of creating formal legal conditions enabling authorities to act on reports of disappearances of newborn babies from maternity wards.

By a majority of votes, the National Assembly elected Nevena Petrusic Equality Protection Commissioner.

By a majority of votes, the National Assembly adopted the Proposal of the Decision amending and modifying the Decision on the election of members of the Committees of the National Assembly of the Republic of Serbia, and the Proposal of the Decision amending the Decision on the election of members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, concluded the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2010.
