Second Sitting of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 8 February 2021, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction considered the Social Card Bill, submitted by the Government, in principle.


Biljana Zekavica of the Ministry of Labour, Employment, Veteran and Social Affairs said that the Bill is a step forward in ensuring the efficiency of social welfare system and a more just allocation of social benefits and services. The goal is to use the budget, allocated for material support and services in the social welfare system, more rationally and to provide a comprehensive insight into the material status of its beneficiaries. The establishment of the Social Card register will facilitate better channelling of social benefits, said the Ministry representative. She added that the first phase of development has been completed, which includes connecting and consolidating the data in the possession of the competent Ministry, while the next phase is to cover connecting with relevant data systems of other state administration bodies and institutions at the local level.

In the ensuing discussion, the Committee members emphasised the importance of adopting the proposed system law, both for employees and beneficiaries of the social welfare system. The importance of connecting and consolidating data with other relevant state bodies and institutions was especially emphasised in the context of digitalisation of public administration.

Following the debate, the Committee members unanimously accepted the Social Card Bill in principle.

The Committee went on to establish a Working Group for civic petitions and proposals.

The sitting was chaired by Committee Chairman Radovan Tvrdisic, and attended by the following Committee members and deputy members: Josip Broz, Dr Uri Emee, Vesna Knezevic, MA Danijela Vujicic, Biljana Jakovljevic, Prof. Dr Dragoljub Ackovic, Branimir Spasic, Vesna Krisanov, Nenad Krstic, Ana Carapic, Milanka Jevtovic Vukojicic, Vladimir Grahovac, Smilja Tisma, Milenka Subic and Haji Milorad Stosic.
