Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 128 deputies, the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 7 June 2011, starting at 10 a.m.


The request to hold the extraordinary session specified the following agenda:

1.The Bill on Financing Political Activities, submitted by the Government and

2.The Bill amending the Excise Tax Law, submitted by the Government.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Riza Halimi, Jovan Palalic, Marija Bugarcic, Jovan Damjanovic, Velimir Ilic, Jorgovanka Tabakovic, Boris Aleksic and Nenad Canak requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded a debate in principle on the Bill on Financing Political Activities elaborated by Minister of Human and Minority Rights, Public Administration and Local Self-Government Milan Markovic, representative of the submitter.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that part of the sitting was being observed from the gallery of the Grand Hall of the National Assembly House, by a group of students and teachers of the Leskovac Grammar School and greeted them on the behalf of the deputies.

On the second day of work, 8 June, the National Assembly conducted and concluded a debate in principle on the Bill amending the Excise Tax Law. The Bill was elaborated by Minister without Portfolio Sulejman Ugljanin.

In the course of work, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted the members of the Petrovac Women’s Association from Backi Petrovac who viewed part of the session from the gallery of the Grand Hall.

At the beginning of the third day of work, 9 June, the heads i.e. authorised representatives of the parliamentary groups Predrag Mijatovic, Milan Lapcevic, Zoran Ostojic, Nemanja Sarovic and Miroslav Markicevic exercised their right to ask questions i.e. request information or explanations in line with article 286 of the Rules of Procedure.

The National Assembly conducted a debate in detail on the Bill on Financing Political Activities.

The Chair, National Assembly Deputy Speaker Nikola Novakovic, on the behalf of the deputies and himself, greeted a group of students of the Rijeka Faculty of Law, as well as the students of the International University Department in Pancevo who viewed part of the session from the gallery of the Grand Hall.

Before recess, the Chair, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic greeted a group of students of the Singidunum Faculty of Economy in Belgrade, who attended part of the National Assembly session.

After recess, the National Assembly concluded the debate in detail on the Bill on Financing Political Activities. For the remainder of the day the National Assembly conducted and concluded a debate in detail on the Bill amending the Excise Tax Law.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Deputy Speaker Gordana Comic set Tuesday, 14 June 2011, as Voting Day on all the items on the agenda for the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, starting at 10 a.m.

Voting Day

On Voting Day, 14 June, the National Assembly adopted the Bill on Financing Political Activities and the Bill amending the Excise Tax Law.

The National Assembly ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the provisions of the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on both items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
