Roundtable on ‘The Role of the Parliament and the of Division of Powers Principle’ opened

As part of the Joint initiative to support parliamentary institutions in Serbia and Montenegro, implemented by the Parliamentary Assembly of the Council of Europe, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, the Advisor to the Delegation of the European Commission in Belgrade, David Hudson, and the Special Representative of the Secretary General of the Council of Europe and Head of the CoE’s Belgrade Office, Stefano Valenti, today opened a roundtable on ‘The Role of the Parliament and the Division of Powers Principle’ in Belgrade’s Sava Centre.


As part of the Joint initiative to support parliamentary institutions in Serbia and Montenegro, implemented by the Parliamentary Assembly of the Council of Europe, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, the Advisor to the Delegation of the European Commission in Belgrade, David Hudson, and the Special Representative of the Secretary General of the Council of Europe and Head of the CoE’s Belgrade Office, Stefano Valenti, today opened a roundtable on ‘The Role of the Parliament and the Division of Powers Principle’ in Belgrade’s Sava Centre.

In his keynote address, Mr Markovic said that the institution of the National Assembly had always played a vital role in building the Serbian nation, but that the Assembly’s role had changed over the past two centuries. Mr Markovic also stressed that the Assembly should secure its full independence, and finally take its rightful place in the division of powers system – primarily by adopting a new National Assembly Act.

In his speech, Mr Markovic also emphasised the paradox where the National Assembly inspires a low level of public trust, while at the same time spending the least money, and working long hours. Markovic underlined the need for all Assembly departments and personnel, including the deputies, to do their best so that this paradox may be overcome.

Finally, The Chairman of the National Assembly reminded the roundtable participants of the paramount importance of implementing legislation; nearly all roundtable participants reiterated this view in their speeches.
