Public Hearing on “Climate Change as a Reality in Serbia and the EU – Challenges, Responses, Possibilities”

The National Assembly House hosted the seventh public hearing organised by the Environmental Protection Committee, dedicated to climate change in Serbia and the EU.


The public hearing was opened by Environmental Protection Committee Deputy Chairman Ivan Karic who highlighted the importance of the topic both in the world and the Western Balkans region.
Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic said that the Republic of Serbia has been member of the United Nations Framework Convention on Climate Change (UNFCCC) since 2001, and Kyoto Protocol since 2008. The UN Framework Convention defined reduction of greenhouse gas emissions as the chief goal and the Kyoto Protocol established the manner in which this is to be achieved in the period 2008-2012. Since the obligations from the Kyoto Protocol have expired, the talks on the new obligations for the period after 2012 began in 2007 and are still underway. The objective is to adopt the new agreement at the 21st conference of the UN Framework Convention member states, scheduled to take place toward the end of the year in Paris, said Snezana Bogosavljevic Boskovic. With the help of EU donations and in cooperation with other relevant institutions, the Ministry of Agriculture and Environmental Protection prepared a proposal of possible greenhouse gas emission reductions in the upcoming period, viz. to 2030. The reduction estimates will be more precise after additional analyses, after which they will be forwarded to the Government of the Republic of Serbia for further discussion and adoption, said the Minister of Agriculture and Environmental Protection. She said that the greenhouse gas emission effects in 2013 were 3.5% lower than in 2010. For the needs of Serbia’s first updated two-year report for the UNFCCC, the Ministry completed inventories in cooperation with the Environmental Protection Agency, realised through the use of the funds from the Global Environmental Fund and with the help of the United Nations Development Programme (UNDP) Serbia.
Danijela Bozanic, Head of the Climate Change Section at the Ministry of Agriculture and Environmental Protection said that Serbia’s obligations related to the UN Framework Convention on Climate Change concern reporting i.e. adaptation to the new climate conditions via the National Report and updated two-year report, and harmonisation of national and EU legislation. She presented the gas emission estimates, pointing out that the energy sector is the chief source of greenhouse effects in Serbia.
UNDP Serbia representative Steliana Nedera said that the organisation she represents is helping the Republic of Serbia address climate change via various projects and development of national capacities, offering support in international talks as well as financial support.
In the continuation of the public hearing, Deputy Minister of Environmental Protection and Spatial Planning of the Republic of Macedonia Stevo Temelkovski briefed the participants on Macedonia’s strategic framework, stating that the Government, in cooperation with the National Council for Sustainable Development, had presented an inventory of greenhouse gases, climate scenario and climate change mitigation and adaptation measures.
The assembly was also addressed by Ben Martin, representative of the Climate Parliament, who explained that his team is a global network of legislative bodies raising parliamentarians’ awareness of climate change, networking and assisting the realisation of campaigns and projects.
Assistant Director of the Hydrometeorological Service of Serbia Goran Pejanovic, Davor Skrlec of the European Parliament, Director of the Environmental Protection Agency Filip Radovic, Prof. Dr Dragoljub Todic of the Institute for International Politics and Economics and Zvezdan Kalmar of the Centre for Sustainable Development and Environment also spoke at the public hearing.
MPs Nada Lazic and Gordana Comic had an active role in the public hearing, as did representatives of civil society.
