Public Hearing Held on: World Health Organisation “Health 2020” European Region Policy – in all Policies and Serbia

Today, the National Assembly House hosted a public hearing on: World Health Organisation “Health 2020” European Region Policy – in all Policies and Serbia, organised by the Committee on Health and the Family.

Opening the public hearing, the Chairman of the Committee on Health and the Family Dr Paja Momcilov said that the WHO “Health 2020” document would be adopted in the coming months and would inform the health care policy of the European region in said period. It is important for Serbia to discuss the document and mobilize the public to readily welcome its adoption and successfully apply the set goals, stressed Dr Momcilov.
The Head of the World Health Organisation Office in Serbia Dr Dorit Mitzan Kaluski presented the basic elements of the WHO’s new health care policy for the European region “Health 2020” to the assembly. Dr Kaluski said that the document aimed to improve health care and public well-being by reducing inequality in the approach to health care and to ensure the sustainability of a health care system centering on people. Dr Kaluski also presented the priorities of the new health care policy for the European region.
Minister of Health Prof. Dr Zoran Stankovic commended the idea of adopting the WHO “Health 2020” document which meant taking care of health via all state policies since without a concentrated approach by the Government and the society as a whole there can be no adequate response to the challenges faced by the health care system. It is important to adjust the goals and measures on the national level to European strategies, stressed Minister Stankovic.
The Deputy Chairman of the Committee on Health and the Family Dr Simo Vukovic opined that the value of the document lay in the strategic inter-sector approach and well-defined goals, and that it was up to the Committee to take the steps necessary to strengthen its control role in pursuing health care policies, as well as further develop its representative role by communicating with the citizens, civil sector and academic community. In addition, adoption of new systemic health care laws, control over their implementation, as well as the assessment of the effects of the health care policy are tasks the National Assembly and the Committee on Health and the Family should tackle, stated Dr Vukovic.
The Director of the Institute for Public Health of Serbia “Dr Milan Jovanovic-Batut” Dr Tanja Knezevic presented the basic demographic and healthcare indicators of the situation in Serbia, while the representative of the Republic Health Insurance Fund of Serbia Petar Stajkovic spoke of the role the Fund played in Serbia’s health care system and the challenges it faced.
The President of the Serbian Health Council Dr Dragan Delic drew the participants’ attention to the authority’s role in pursuing the WHO “Health 2020” European region policy. The representatives of the Diabetes Association of Serbia, Serbian Medical Society, national medical associations-chambers also took part in the public hearing, presenting the role of patients’ associations, professional organisations and national medical associations in the pursuance of the “Health 2020” policy in Serbia.
In the continuation of the public hearing, the representative of the “Club Health” association and editor of the “Healthoscope” web portal spoke of the role the media played in educating the public and keeping it informed on the situation and policies in the national health care system, while the representative of the organisation “Doctors against Corruption” spoke of the “Health 2020” document from the perspective of the non-governmental sector.
