PACE Co-Rapporteurs Meet with Chairman and Members of the Committee on Constitutional and Legislative Issues

The Chairman and members of the Committee on Constitutional and Legislative Issues met with Samad Seyidov and Maria Guzenina, co-rapporteurs of the Parliamentary Assembly of the Council of Europe Monitoring Committee, currently in visit to Serbia.


Committee Chairman Djordje Komlenski briefed the co-rapporteurs on the Committee’s scope of activity saying that its key task is the alignment of laws with the Constitution and legislation of the Republic of Serbia. He drew attention to the problem the judiciary is faced with as result of the encroachment on the independence of courts in 2009. The consequences of said period have mostly been overcome and we expect the High Judicial Council to take the initiative to ensure the independence and autonomy of the judicial office and boost the quality of the judges’ work, said Komlenski.

He stressed that the Serbian Government is ready to continue to conduct reform in line with EU standards, mainly for the sake of improving the lives of the Serbian citizens, as well as in the interest of Serbia’s EU accession.

MP Vesna Markovic then proceeded to inform the co-rapporteurs that the Committee enjoys excellent cooperation with the non-governmental sector which gives some very constructive suggestions to all the open negotiation chapters. She also said that in 2008 the National Assembly passed the Stabilisation and Association Agreement, which came into force five years later in 2013.

The co-rapporteurs of the Parliamentary Assembly of the Council of Europe Monitoring Committee were interested in the judiciary reform and whether there is a degree of consensus in the Parliament as regards the reform of the Constitution of the Republic of Serbia. They also noted that Serbia has made visible progress on the path to the EU, as evidenced by the opening of chapters 23 and 24 concerning judiciary reform, justice, freedom and security.
