Ninth Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Ninth Special Sitting of the National Assembly of the Republic of Serbia in its 11th legislature for Wednesday, 28 June 2017, with one item on the agenda - election of the Government and oath taking by the Prime Minister and members of the Government.


The National Assembly Speaker informed the MPs that, in line with article 90, paragraph 1, of the National Assembly Rules of Procedure, in addition to the MPs and candidates for Prime Minister and Government members, today’s sitting would also be attended by the representatives of Serbian state bodies and the diplomatic corps in the Republic of Serbia. The National Assembly Speaker greeted them on the behalf of the MPs and herself.

The Prime Minister designate presented the programme and proposed the composition of the Government to the National Assembly.

Prime Minister designate Ana Brnabic nominated the following for members of the Government of the Republic of Serbia: for First Deputy Prime Minister and Minister of Foreign Affairs Ivica Dacic, for Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic, for Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, for Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic, for Minister of Finance Dr Dusan Vujovic, for Minister of Economy Goran Knezevic, for Minister of Agriculture, Forestry and Water Management Branislav Nedimovic, for Minister of Environmental Protection Goran Trivan, for Minister of Mining and Energy Aleksandar Antic, for Minister of Justice Nela Kuburovic, for Minister of Public Administration and Local Self-Government Branko Ruzic, for Minister of Defence Aleksandar Vulin, for Minister for European Integration Jadranka Joksimovic, for Minister of Education, Science and Technological Development Mladen Sarcevic, for Minister of Health Dr Zlatibor Loncar, for Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic, for Minister of Youth and Sport Vanja Udovicic, for Minister of Culture and the Media Vladan Vukosavljevic, and for ministers without portfolio Prof. Dr Slavica Djukic Dejanovic, Milan Krkobabic, and Dr Nenad Popovic.
The National Assembly proceeded to discuss the only item on the agenda.

On the second day of the proceedings, 29 June, before moving onto the agenda, the heads i.e. authorized representatives of the parliamentary groups, MPs MA Aleksandra Jerkov, Marinika Tepic, Miljan Damjanovic, Srdjan Nogo, Marko Djurisic, Milija Miletic, Sasa Radulovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to continue the discussion on the only item on the agenda - election of the Government and oath taking by the Prime Minister and members of the Government.

By the end of the day the National Assembly completed the discussion on the Prime Minister designate’s programme and the composition of the Government.

As the National Assembly had completed the debate the only item on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Thursday, 29 June 2017, as Voting Day on the Government’s programme, the Prime Minister and members of the Government, starting at 6:25 pm.

Voting Day

On Voting Day, 29 June 2017, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government by roll call. By the majority of 157 MPs’ votes, the National Assembly adopted the Government’s programme and elected Ana Brnabic Prime Minister of the Republic of Serbia and the members of the Government in the proposed composition.

National Assembly Speaker Maja Gojkovic congratulated the Prime Minister, her deputies and the ministers on being elected and wished them success.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

Oath Taking by the Prime Minister and Members of the Government

Following the election, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading the text of the oath as stipulated by law and then signed the text of the oath.

National Assembly Speaker Maja Gojkovic informed the MPs that the oath taking ceremony was attended by Serbian President Aleksandar Vucic, the Speaker of the Assembly of AP Vojvodina, Speaker of the Assembly of the City of Belgrade and Mayor of Belgrade, representatives of the judiciary, Serbian state bodies, directors of the Serbian government offices, representatives of the Serbian Armed Forces, police, independent regulatory bodies, traditional churches and religious communities, Serbian Academy of Sciences and Art, rectors of universities founded by the Republic of Serbia, his royal highness prince Aleksandar Karadjordjevic and wife, as well as the heads of diplomatic missions and international organisation in the Republic of Serbia.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Maja Gojkovic concluded the Ninth Special Sitting of the National Assembly of the Republic of Serbia in the 11th legislature.
