Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Thursday, 4 December, starting at 10 am.


The National Assembly set the following agenda:

1. Bill amending and modifying the Law on Planning and Construction, submitted by the Government;
2. Bill on the Confirmation of the Loan Agreement (Urgent Flood Recovery Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
3. Bill on the Confirmation of the Guarantee Agreement (Project - Transition from analogue to digital signal) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
4. Bill on the Confirmation of the European Convention for the Protection of the Audiovisual Heritage, submitted by the Government;
5. Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and the Holy See in the field of Higher Education, submitted by the Government;
6. Proposal of the Decision on the Rules for the conduction of the public competition for the selection of candidates for Radio Television Serbia Public Media Institution Programme Board members, submitted by a group of 13 MPs;
7. Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
8. Proposal of the Decision on the election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending;
9. Proposal of the Decision modifying the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
10. Proposal of the Decision on the dismissal of a National Education Council member, submitted by the Committee on Education, Science, Technological Development and the Information Society

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Branka Karavidic, Saip Kamberi, Zika Gojkovic, Aida Corovic, Novica Toncev and Zoran Babic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly Speaker greeted, on the behalf of the MPs and herself, the students of the Third Belgrade Grammar School who watched part of the proceedings from the gallery of the Grand Hall.

The National Assembly accepted the proposal of MP Prof. Dr Marko Atlagic to complete a joint single debate on items 2, 3, 4, and 5 on the agenda and a joint single debate on items 6, 7, 8 and 9 on the agenda for the sitting.

Before recess, the National Assembly commenced a debate in principle on the first item on the agenda - Bill amending and modifying the Law on Planning and Construction, elaborated, on the behalf of the submitter, by Prof Dr Zorana Mihajlovic, Deputy Prime Minister and Minister of Construction, Transport and Infrastructure.
The National Assembly conducted and, by the end of the day, concluded the debate in principle on the Bill amending and modifying the Law on Planning and Construction.

On the second day of the proceedings, 5 December, the National Assembly conducted and concluded a joint single debate on items 2, 3, 4 and 5 on the agenda - Bill on the Confirmation of the Loan Agreement (Urgent Flood Recovery Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Guarantee Agreement (Project - Transition from analogue to digital signal) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the European Convention for the Protection of the Audiovisual Heritage and the Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and the Holy See in the field of Higher Education.

On the behalf of the submitter, the bills were elaborated by Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic, Minister of Culture and Media Ivan Tasovac and Minister of Education, Science and Technological Development Dr Srdjan Verbic.

The National Assembly went on to commence and conclude a joint single debate on items 6, 7, 8 and 9 on the agenda - Proposal of the Decision on the Rules for the conduction of the public competition for the selection of candidates for Radio Television Serbia Public Media Institution Programme Board members, Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, Proposal of the Decision on the election of a member of the Council of the Governor of the National Bank of Serbia and the Proposal of the Decision modifying the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.

The National Assembly also completed a single debate on the Proposal of the Decision on the dismissal of a National Education Council member.

On the third day of the proceedings, 8 December, the National Assembly conducted and concluded the debate in detail on item 1 on the agenda – the Bill amending and modifying the Law on Planning and Construction.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Konstantin Arsenovic set Monday, 8 December 2014, as Voting Day on all the items on the agenda for the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 5 pm.

Voting Day

On Voting Day, 8 December, by a majority vote, the National Assembly passed the Bill amending and modifying the Law on Planning and Construction.

By a majority vote, the National Assembly also adopted the Bill on the Confirmation of the Loan Agreement (Urgent Flood Recovery Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Guarantee Agreement (Project - Transition from analogue to digital signal) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the European Convention for the Protection of the Audiovisual Heritage and the Bill on the Confirmation of the Cooperation Agreement between the Republic of Serbia and the Holy See in the field of Higher Education.

The National Assembly then proceeded to adopt the Proposal of the Decision on the Rules for the conduction of the public competition for the selection of candidates for Radio Television Serbia Public Media Institution Programme Board members, submitted by a group of 13 MPs, Proposal of the Decision amending and modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, Proposal of the Decision on the election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending, Proposal of the Decision modifying the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic and the Proposal of the Decision on the dismissal of a National Education Council member, submitted by the Committee on Education, Science, Technological Development and the Information Society.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
