Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, for Tuesday, 16 June, starting at 10 am.


Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Nedjo Jovanovic, Miroslav Markicevic, Aleksandar Cotric, Dr Muamer Bacevac, Branka Karavidic, Balsa Bozovic and Zarko Micin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the Ninth Extraordinary Session specified the following agenda:

1. Bill on Anti-Hail Protection,
2. Bill on Flammable and Combustible Liquids and Flammable Gases,
3. Bill amending and modifying the Law on Ministries,
4. Bill on the Confirmation of the Military-Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation,
5. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus,
6. Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2015,
7. Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2015, and
8. Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement (School Modernisation Programme) between the Republic of Serbia and the European Investment Bank, submitted by the Government.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on items 1, 2 and 3 on the agenda and joint single debate on items 4, 5, 6 and 7 on the agenda.

The National Assembly then commenced the joint debate in principle on the Bill on Anti-Hail Protection, Bill on Flammable and Combustible Liquids and Flammable Gases and the Bill amending and modifying the Law on Ministries.

On the behalf of the submitter, the bills were elaborated by Minister of Interior Dr Nebojsa Stefanovic.

By the end of the day, the National Assembly had concluded the joint debate in principle on items 1, 2 and 3 on the agenda.

On the second day of the proceedings, 17 June, the MPs commenced a joint single debate on the Bill on the Confirmation of the Military-Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus, Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2015 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2015.

The bills were elaborated by Minister of Defence Bratislav Gasic as representative of the submitter.

By the end of the day, the National Assembly had concluded the joint single debate on items 4, 5, 6 and 7 on the agenda.

On the third day of the proceedings, 18 June, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olgica Batic, Nevena Stojanovic, Balsa Bozovic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and, by the end of the day, completed a joint single debate on the Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement (School Modernisation Programme) between the Republic of Serbia and the European Investment Bank. The Bill was elaborated by Minister of Education, Science and Technological Development Dr Srdjan Verbic as representative of the submitter.

On the fourth day of the proceedings, 19 June, the National Assembly commenced a debate in detail on item 1 on the agenda - Bill on Anti-Hail Protection.

The session was attended by Minister of Interior Dr Nebojsa Stefanovic.

The National Assembly then went on to complete a debate in detail on items 2 and 3 on the agenda.

As the National Assembly had completed the debate all the other items on the agenda for the Ninth Extraordinary Session, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic set Friday, 19 June 2015, as Voting Day on all the items on the agenda for the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 5 pm.

Voting Day

On Voting Day, 19 June, the National Assembly passed the Bill on Anti-Hail Protection, Bill on Flammable and Combustible Liquids and Flammable Gases, Bill amending and modifying the Law on Ministries, Bill on the Confirmation of the Military-Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation and the Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus.

By majority vote, the MPs also adopted the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2015, Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2015, as well as the Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement (School Modernisation Programme) between the Republic of Serbia and the European Investment Bank.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
