Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Thursday, 4 September 2014, starting at 10 am.


The request to hold the Ninth Extraordinary Session set the following agenda:

1. Bill amending and modifying the Law on Higher Education, submitted by the Government;

2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the participation of the Republic of Serbia in the European Union programme Horizon 2020 - Framework Programmefor Research and Innovation (2014-2020), submitted by the Government;

3. Bill amending and modifying the Law on Civil Servants, submitted by the Government;

4. Bill amending and modifying the Law on Salaries of Civil Servants and Employees, submitted by the Government;

5. Bill amending the Law on Salaries in State Authorities and Public Services, submitted by the Government;

6. Bill amending and modifying the Law on State Administration, submitted by the Government;

7. Bill modifying the Law on Health Insurance, submitted by the Government;

8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on Exchange and Mutual Protection of Classified Data, submitted by the Government;

9. Bill on the Confirmation of the Security Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina, submitted by the Government;

10. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Exchange and Mutual Protection of Classified Data, submitted by the Government;

11. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Czech Republic on Exchange and Mutual Protection of Classified Data, submitted by the Government;

12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the United States of America concerning security measures for the protection of classified military data, submitted by the Government;

13. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Hungary, submitted by the Government;

14. Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Republic of Serbia and the Republic of Tunisia, submitted by the Government;

15. Bill on the Confirmation of Universal Postal Union Acts, submitted by the Government;

16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy on Mutual Regulation of International Road Transport of Passengers and Goods, submitted by the Government;

17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Transport of Passengers and Goods in International Road Transport, submitted by the Government;

18. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Montenegro in the context of European Union Accession, submitted by the Government;

19. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the United Nations Educational, Scientific and Cultural Organization (UNESCO) regarding the establishment of the Centre for Water for Sustainable Development and Adaptation to Climate Change as Category 2 Centre under the patronage of UNESCO, submitted by the Government;

20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Swiss Federal Council on Paid Employment of Family Members of Staff of Diplomatic Missions, ConsularRepresentative Offices and Standing Missions at International Organisations, submitted by the Government;

21. Bill on the Confirmation of the Original Convention (1975) establishing the European Centre for Medium-Range Weather Forecasts, Original Protocol on the Privileges and Immunities of the European Centre for Medium-Range Weather Forecasts, Protocol amending the Convention establishing the European Centre for Medium-Range Weather Forecasts and the Protocol on the Privileges and Immunities of the European Centre for Medium-Range Weather Forecasts and the Convention establishing the European Centre for Medium-Range Weather Forecasts and Protocol on the Privileges and Immunities of the European Centre for Medium-Range Weather Forecasts, submitted by the Government;

22. Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;

23. Bill on the Confirmation of the Loan Agreement (Deposit Insurance Agency Support Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;

24. Proposal of the Decision on the use and participation of Serbian Army personnel in multinational operations in United Nations peace operation in the Central African Republic (MINUSCA) and European Union military operation in the Central African Republic (EUFOR RCA) in 2014, submitted by the Government;

25. Proposal of the Decision granting consent to the Decision amending and modifying the National Employment Service 2014 Financial Plan, submitted by the Government.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda, joint debate in principle on items 3, 4, 5 and 6 on the agenda and a joint single debate on items 8 - 25 on the agenda for the session.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Riza Halimi, Dragan Jovanovic, Marko Djurisic, Dr Slobodan Gvozdenovic and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly also noted the resignation tendered to the post of Republic Electoral Commission member by Srdjan Smiljanic.

The National Assembly proceeded to commence the joint debate in principle and single debate on items 1 and 2 on the agenda, elaborated, on the behalf of the submitter, by Minister of Education, Science and Technological Development Dr Srdjan Verbic.

The National Assembly conducted and, by the end of the day, concluded the joint debate in principle and single debate on the Bill amending and modifying the Law on Higher Education and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the participation of the Republic of Serbia in the European Union programme Horizon 2020 - Framework Programmefor Research and Innovation (2014-2020).

As the National Assembly had concluded the debate on the first two items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Speaker Maja Gojkovic set Thursday, 4 September 2014, as Voting Day on item 2 on the agenda - Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the participation of the Republic of Serbia in the European Union programme Horizon 2020 - Framework Programmefor Research and Innovation (2014-2020), starting at 5.40 pm.

Voting Day

On Voting Day, 4 September, the National Assembly passed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the participation of the Republic of Serbia in the European Union programme Horizon 2020 - Framework Programmefor Research and Innovation (2014-2020), by a majority vote.

On the second day of the proceedings, 5 September, the National Assembly commenced a joint debate in principle on items 3, 4, 5 and 6 on the agenda i.e. the Bill amending and modifying the Law on Civil Servants, Bill amending and modifying the Law on Salaries of Civil Servants and Employees, Bill amending the Law on Salaries in State Authorities and Public Services and the Bill amending and modifying the Law on State Administration.

The bills were elaborated by Deputy Prime Minister and Minister of Public Administration and Local Self-Government Dr Kori Udovicki.

The National Assembly noted that Gordana Stamenic had tendered a resignation to the post of National Assembly Secretary General.

After recess, the National Assembly concluded the joint debate in principle on items 3, 4, 5 and 6 on the agenda.

On the third day of the proceedings, 8 September, the National Assembly commenced a joint debate in principle on the Bill modifying the Law on Health Insurance, submitted by the Government.

The Bill was elaborated by Minister of Health Dr Zlatibor Loncar.

Before recess, the National Assembly conducted and concluded the joint debate in principle on the Bill modifying the Law on Health Insurance.

After recess, the National Assembly conducted and concluded a joint single debate on items 8 to 25 on the agenda for the session.

The proposed documents were elaborated, on the behalf of the submitter, by Minister of Defence Bratislav Gasic.

As the National Assembly had completed the joint single debate on items 8 to 25 on the agenda for the session, the Chair, National Assembly Speaker Maja Gojkovic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Speaker Maja Gojkovic set Monday, 8 September 2014, as Voting Day on items 8 to 25 on the agenda, starting at 8.25 pm.

By a majority vote, the National Assembly also passed the Proposal of the Decision on the use and participation of Serbian Army personnel in multinational operations in United Nations peace operation in the Central African Republic (MINUSCA) and European Union military operation in the Central African Republic (EUFOR RCA) in 2014 and the Proposal of the Decision granting consent to the Decision amending and modifying the National Employment Service 2014 Financial Plan.

On the fourth day of the proceedings, 9 September, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Higher Education.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Dr Janko Veselinovic, Dubravka Filipovski, Gordana Comic and Vladimir Djukanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had concluded the debate in detail on the Bill amending and modifying the Law on Higher Education

On the fifth day of the proceedings, 10 September, the National Assembly commenced and by the end of the day concluded a debate in detail on the Bill amending and modifying the Law on Civil Servants, Bill amending and modifying the Law on Salaries of Civil Servants and Employees, Bill amending the Law on Salaries in State Authorities and Public Services and the Bill amending and modifying the Law on State Administration.

The National Assembly also completed a debate in detail on the Bill modifying the Law on Health Insurance.

As the National Assembly had concluded the debate in principle and in detail, National Assembly Deputy Speaker Igor Becic set Wednesday, 10 September 2014, as Voting Day on items 1, 3, 4, 5, 6 and 7 on the agenda for the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 4.45 pm.

Voting Day

On Voting Day, 10 September, by a majority of votes, the National Assembly passed the Bill amending and modifying the Law on Higher Education.

The National Assembly also passed, by a majority vote, the Bill amending and modifying the Law on Civil Servants, Bill amending and modifying the Law on Salaries of Civil Servants and Employees, Bill amending the Law on Salaries in State Authorities and Public Services and the Bill amending and modifying the Law on State Administration.

By a majority of MPs’ votes, the National Assembly also passed the Bill modifying the Law on Health Insurance.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Igor Becic concluded the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
