Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Tuesday, 21 October, starting 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olgica Batic, Riza Halimi, Dr Muamer Bacevac, Dr Janko Veselinovic, MA Zlata Djeric, MA Aleksandra Jerkov and Zoran Babic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1.Bill amending and modifying the Law on the Privatisation Agency, submitted by the Government;

2.Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatization Process, submitted by the Government;

3.Bill amending and modifying the Law on Investment Funds, submitted by the Government;

4.Bill on Determining Public Interest and Special Procedures of Expropriation and Acquisition of Documentation for the Realisation of the Construction of the 400 kV Electrical Power Transmission System “Trans-Balkan Corridor – Stage One”, submitted by the Government;

5.Proposal for the Appointment of National Assembly Deputy Secretary General, submitted by Jana Ljubicic, National Assembly Secretary General and

6.National Preventive Mechanism against Torture 2013 Activity Report, submitted by the Ombudsman, accompanied by the conclusion proposals of the Committee on Human and Minority Rights and Gender Equality, Committee on the Judiciary, Public Administration and Local Self-Government and the Committee on the Rights of the Child of 20 October 2014.

The National Assembly accepted the proposal of MP Prof. Dr Vladimir Marinkovic to complete a joint debate in principle on items 1, 2, 3 and 4 on the agenda.

Before recess, the National Assembly commenced the joint debate in principle on the Bill amending and modifying the Law on the Privatisation Agency, Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatization Process, Bill amending and modifying the Law on Investment Funds and the Bill on Determining Public Interest and Special Procedures of Expropriation and Acquisition of Documentation for the Realisation of the Construction of the 400 kV Electrical Power Transmission System “Trans-Balkan Corridor – Stage One”.

The bills listed as items 1, 2 and 3 on the agenda were elaborated, on the behalf of the submitter, by Minister of Economy Zeljko Sertic, while the Bill listed as item 4 was elaborated, on the behalf of the submitter, by Minister of Mining and Energy Aleksandar Antic.

After recess, the National Assembly continued and concluded the joint debate in principle on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 22 October, the National Assembly commenced and completed a single debate on the Proposal for the Appointment of National Assembly Deputy Secretary General, submitted by Jana Ljubicic, National Assembly Secretary General.

The National Assembly went on to commence and complete a debate on the National Preventive Mechanism against Torture 2013 Activity Report, submitted by the Ombudsman, accompanied by the conclusion proposals of the Committee on Human and Minority Rights and Gender Equality, Committee on the Judiciary, Public Administration and Local Self-Government and the Committee on the Rights of the Child of 20 October 2014.

On the third day of the proceedings, 23 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Olgica Batic, Nada Lazic, Dragan Jovanovic, Marko Djurisic, Balsa Bozovic and Milovan Drecun, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced a debate in detail on item 1 on the agenda - Bill amending and modifying the Law on the Privatisation Agency.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Dragan Djilas, before the expiry of the term he was elected for, on the day he tendered his resignation.

After recess, the National Assembly concluded the debate in detail on item 1 on the agenda - Bill amending and modifying the Law on the Privatisation Agency.

The National Assembly commenced and completed a debate in detail on item 2 on the agenda - Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatization Process.

By the end of the day, the National Assembly had also completed a debate in detail on items 3 and 4 on the agenda - Bill amending and modifying the Law on Investment Funds and Bill on Determining Public Interest and Special Procedures of Expropriation and Acquisition of Documentation for the Realisation of the Construction of the 400 kV Electrical Power Transmission System “Trans-Balkan Corridor – Stage One”.

As the National Assembly had completed the debate on the all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Thursday, 23 October 2014, as Voting Day on all the items on the agenda for the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 4.50 pm.

Voting Day

On Voting Day, 23 October, by a majority of MPs’ votes, the National Assembly passed the Bill amending and modifying the Law on the Privatisation Agency, Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatization Process, Bill amending and modifying the Law on Investment Funds and the Bill on Determining Public Interest and Special Procedures of Expropriation and Acquisition of Documentation for the Realisation of the Construction of the 400 kV Electrical Power Transmission System “Trans-Balkan Corridor – Stage One”, submitted by the Government.

By a majority of MP’s votes, the National Assembly appointed Branko Marinkovic, Bachelor of Laws from Belgrade, National Assembly Deputy Secretary General.

By majority vote, the National Assembly also adopted the Conclusion Proposal of the Committee on Human and Minority Rights and Gender Equality, Committee on the Judiciary, Public Administration and Local Self-Government and the Committee on the Rights of the Child of 20 October 2014 on the National Preventive Mechanism against Torture 2013 Activity Report, submitted by the Ombudsman.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
