Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009, for Tuesday, 24 November 2009, starting at 10 a.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009, for Tuesday, 24 November 2009, starting at 10 a.m.

The National Assembly adopted the following agenda:

1. The Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina, submitted by the Government of the Republic of Serbia and

2. The Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina, submitted by the Committee on Constitutional Issues.

At the beginning of the sitting, the National Assembly Speaker informed the deputies that part of the sitting was being viewed from the gallery of the Great Hall by a group of students of the Belgrade Faculty of Political Sciences.

Before commencing discussion on the agenda, the heads i.e. authorised representatives of the Deputy Groups, Miroslav Markicevic, Dragan Todorovic, Tomislav Nikolic and Zoran Ostojic requested information and explanations from relevant institutions, under article 235 of the Rules of Procedure.

Elaborating the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina, Prime Minister Mirko Cvetkovic said that its preparation was guided by three basic principles – the need to expand Vojvodina’s existing jurisdiction, ensuring that all the proposed solutions adhere to the Constitution of the Republic of Serbia and the consistent implementation of the process of decentralisation of the Republic of Serbia and the concept of provincial autonomy without elements of statehood. Stressing that the jurisdiction of AP Vojvodina can be divided into two groups – original and entrusted jurisdiction, the Prime Minister added that the proposed solutions grant Vojvodina jurisdiction in managing issues of provincial importance, and that proprietary issues and the funding of the jurisdiction would be regulated by special laws within the planned systemic solutions. At the end of his address, Cvetkovic urged the deputies to endorse the Bill.

In the morning part of the session, the deputies commenced a discussion in principle on the Bill. Vlatko Ratkovic, Legislative Committee rapporteur, said that the Bill was fully harmonised with the Constitution and legal system of the Republic of Serbia.

In the afternoon, the Chair, National Assembly Deputy Speaker Gordana Comic reprimanded deputies Velimir Ilic and Dragan Todorovic.

By the end of the day, the National Assembly had concluded the discussion in principle on the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina.

Before commencing discussion on the agenda on the second day, 25 November, the deputies were addressed by the Chair, Gordana Comic, National Assembly Deputy Speaker, who informed them that the sitting was viewed from the gallery of the Great Hall of the National Assembly House by representatives of the Kragujevac Faculty of Law Students’ Association. She also informed the deputies that ten years ago to the day, the United Nations instituted the International Day for the Elimination of Violence against Women. The National Assembly responded to the invitation of the Inter-Parliamentary Union, the oldest international parliamentary organisation, to give its contribution to raising awareness on the severity of this problem and the need for everyone’s participation in the fight against violence against women. In that context, today’s sitting of the Gender Equality Committee was dedicated to the fight against violence against women, stressed the Chair and invited the deputies to lead by example and show determination to eradicate this great social problem.

The National Assembly went on to commence a joint discussion on the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina, submitted by the Committee on Constitutional Issues of the National Assembly of the Republic of Serbia. The Chairperson of the Committee on Constitutional Issues and National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic, addressed the deputies as the authorised representative.

During the sitting, the Chair, National Assembly Deputy Speaker Gordana Comic reprimanded deputies Tomislav Nikolic, Vjerica Radeta, Natasa Jovanovic and Aleksandar Martinovic, who was issued a second reprimand as well.

On the third day, 26 November, the National Assembly continued the joint discussion on the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina.

Before commencing discussion on the agenda, deputies Dragan Todorovic, Zlata Djeric, Radojko Obradovic and Jorgovanka Tabakovic requested information and explanations from the representatives of relevant bodies and organisations regarding issues within their purview, under article 235 of the Rules of Procedure of the National Assembly of the Republic of Serbia.

During the joint discussion on the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina, the Chair, National Assembly Deputy Speaker Gordana Comic denied the floor to deputy Alaksandar Martinovic for violating the order at the National Assembly sitting and then expelled deputy Gordana Pop-Lazic from the sitting.

The Chair informed the National Assembly that part of the sitting was being viewed from the gallery of the Great Hall of the National Assembly House by a delegation of the Chinese Association for International Understanding.

In the morning part of the proceedings the deputies completed the joint discussion on the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina and commenced the discussion on the particulars of the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina.

The Chair informed the deputies that between 4 and 7 p.m., in line with article 200 of the National Assembly Rules of Procedure, the work according to the agenda shall be stopped to allow the deputies to pose parliamentary questions to the Government in the presence of the members of the Government of the Republic of Serbia.

On the Fourth day, 27 November, the National Assembly continued discussing the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina in detail.

At the beginning of the sitting, on the behalf of the Serbian Radical Party Deputy Group, deputy Sulejman Spaho congratulated Eid ul-Adha (Kurban Bajram) to all Muslim believers.

For the remainder of the day, the National Assembly conducted the discussion on the particulars of the Bill.

On the fifth day, 30 November, the National Assembly concluded the discussion on the particulars of the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina.

The Chair, National Assembly Deputy Speaker Gordana Comic informed the deputies that the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic designated 30 November as Voting Day on the items on the agenda for the sitting, starting at 1:40 p.m.

She also informed the deputies that the Fifth Sitting of the Second Regular Session of the National Assembly would start after the completion of the voting.

Voting Day

On Voting Day, 30 November, the deputies voted in principle and on the particulars on the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina and on the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina.

The National Assembly adopted the Bill on Determining the Jurisdiction of the Autonomous Province of Vojvodina in its entirety, by 138 deputies’ votes, and the Proposal of the Decision on granting prior consent to the Proposed Statute of the Autonomous Province of Vojvodina by 137 votes.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009.
