On the second day of the proceedings, 24 March, before moving on to the agenda, National Assembly Speaker Ivica Dacic asked the MPs for a minute of silence to honour the victims of the NATO aggression against the former Federal Republic of Yugoslavia that began on this day in 1999.
The National Assembly went on to commence and by the end of the day conclude a debate on the Bill on the Confirmation of the Decision No 1/2019 of the ECAA Joint Committee of 31 July 2019 replacing Annex I to the ECAA Agreement between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (Pursuant to UN Security Council Resolution 1244 of 10 June 1999) on the establishment of a European Common Aviation Area, submitted by the Government.
The Bill was presented by Tomislav Momirovic, Minister of Construction, Transport and Infrastructure, as representative of the submitter.
On the third day of the proceedings, 25 March 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Jasmina Karanac, Djordje Milicevic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly went on to commence a joint single debate on the Proposal of the Decision on the Election of Deputy Commissioner for Information of Public Importance and Personal Data Protection – for Personal Data Protection, submitted by the Commissioner for Information of Public Importance, and Personal Data Protection, and the Proposal of the Decision on the election of judge to judicial office for the first time, submitted by the High Judicial Council.
Item 3 on the agenda was presented by Milan Marinovic, Commissioner for Information of Public Importance, and Personal Data Protection, as representative of the submitter, while item 4 on the agenda was presented by Ivan Jovanovic, elective member of the High Judicial Council.
For the remainder of the day the National Assembly conducted and completed the joint single debate on items 3 and 4 on the agenda.
As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 25 March 2021, as Voting Day on all the items on the agenda of the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 7.06 pm.
Voting Day
On Voting Day, 25 March 2021, the National Assembly adopted the Bill on the Confirmation of the Loan Agreement (Rural Broadband Rollout Project) between the Republic of Serbia and the European Bank for Reconstruction and Development and the Bill on the Confirmation of the Decision No 1/2019 of the ECAA Joint Committee of 31 July 2019 replacing Annex I to the ECAA Agreement between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (Pursuant to UN Security Council Resolution 1244 of 10 June 1999) on the establishment of a European Common Aviation Area, submitted by the Government.
The MPs also passed, by majority vote, the Proposal of the Decision on the Election of Deputy Commissioner for Information of Public Importance and Personal Data Protection – for Personal Data Protection, submitted by the Commissioner for Information of Public Importance, and elected Sanja Unkovic to the post.
The National Assembly also adopted by majority vote the Proposal of the Decision on the election of judge to judicial office for the first time, submitted by the High Judicial Council.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
