Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017, for Thursday, 18 May, at 10 am.


Before moving on to the agenda, the heads i.e. authorized representatives of the parliamentary groups, MPs Slavisa Ristic, Bosko Obradovic, Miroslav Aleksic, Balsa Bozovic, Marjana Maras, Prof. Dr Vojislav Seselj, Marijan Risticevic, Sasa Radulovic and Prof. Dr Ljubisa Stojmirovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to adopt the following agenda:

  1. Bill amending the Law on Deposit Insurance, submitted by the Government;
  2. Bill amending the Law on the Deposit Insurance Agency, submitted by the Government;
  3. Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Project “Modernization of the Ash Disposal System of Thermal Power Plant Nikola Tesla A”), submitted by the Government;
  4. Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of “Elektromreza Srbije” Joint Stock Company (Regional programme of energy efficiency in the transmission system), submitted by the Government;
  5. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group;
  6. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic.
The National Assembly accepted the proposal of MP Maja Gojkovic to complete a joint debate in principle and single debate on all items on the agenda.

The National Assembly proceeded to conduct the joint debate in principle and single debate on all items on the agenda. On the behalf of the submitter, the bills were presented by Minister of Finance Dr Dusan Vujovic and Minister of Energy Aleksandar Antic.

The MPs conducted the joint debate in principle and single debate on all items on the agenda for the remainder of the workday.

On the second day of the proceedings the National Assembly continued and by the end of the workday concluded the joint debate in principle and single debate on all items on the agenda. The proceedings were attended by representatives of the submitter Minister of Finance Dr Dusan Vujovic and Minister of Energy Aleksandar Antic.

On the third day of the proceedings the National Assembly completed a debate in detail on the Bill amending the Law on Deposit Insurance and the Bill amending the Law on the Deposit Insurance Agency.

The MPs went on to commence a debate in detail on the Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Project “Modernization of the Ash Disposal System of Thermal Power Plant Nikola Tesla A.

On the fourth day of the proceedings, 23 May, before moving on to the agenda, the heads i.e. authorized representatives of the parliamentary groups, MPs Milija Miletic, Djordje Vukadinovic, Cedomir Jovanovic, Balsa Bozovic, Sasa Radulovic, Srdjan Nogo, Prof. Dr Vojislav Seselj and Dr Radoslav Jovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to continue and conclude the debate in detail on the Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Project “Modernization of the Ash Disposal System of Thermal Power Plant Nikola Tesla A”).

The MPs the proceeded to conduct and conclude a debate in detail on the Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of “Elektromreza Srbije” Joint Stock Company (Regional programme of energy efficiency in the transmission system).

Having completed the debate in principle and in detail on all the items on the agenda of the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017, the Chair, National Assembly Deputy Speaker Djordje Milicevic set Tuesday, 23 May 2017, as Voting Day on all the items on the agenda, starting at 5 pm.

Voting Day

On Voting Day, by majority vote, the National Assembly passed the Bill amending the Law on Deposit Insurance, Bill amending the Law on the Deposit Insurance Agency, Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of Electric Power Industry of Serbia Public Enterprise, Belgrade (Project “Modernization of the Ash Disposal System of Thermal Power Plant Nikola Tesla A”), and the Bill Granting Guarantee by the Republic of Serbia in favour of German Development Bank KfW, Frankfurt-am-Main, to settle the debt of “Elektromreza Srbije” Joint Stock Company (Regional programme of energy efficiency in the transmission system), submitted by the Government;

The MPs also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group, and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017.
