Fourth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2004

The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Fourth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2004 for 11 a.


The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Fourth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2004 for 11 a.m. on Tuesday 2 November.

The National Assembly adopted the following agenda for the session:

1. The Litigation Bill, submitted by the Government of the Republic of Serbia;
2. The Administrative Proceedings Bill, submitted by the Government of the Republic of Serbia;
3. The Sanitary Inspection Bill, submitted by the Government of the Republic of Serbia;
4. The Bill on the Protection of Population from Infectious Diseases, submitted by the Government of the Republic of Serbia;
5. The Bill on the Social and Economic Council, submitted by the Government of the Republic of Serbia;
6. The Industrial Dispute Arbitration Bill, submitted by the Government of the Republic of Serbia;
7. The Bill Modifying the Publishing Act, submitted by the Government of the Republic of Serbia;
8. The Postal Services Bill, submitted by the Government of the Republic of Serbia;
9. The Electronic Signature Bill, submitted by the Government of the Republic of Serbia;
10. The Public Agencies Bill, submitted by the Government of the Republic of Serbia;
11. The Government Bill, submitted by the Government of the Republic of Serbia;
12. The Bill on the Citizenship of the Republic of Serbia, submitted by the Government of the Republic of Serbia;
13. The Tourism Bill, submitted by the Government of the Republic of Serbia;
14. The Bill on Forest Tree Seed Material, submitted by the Government of the Republic of Serbia;
15. The Bill on the Prevention of Substance Abuse in Sports, submitted by the Government of the Republic of Serbia;
16. Termination of office or dismissal of certain judicial officials;
17. Articles of Association of the National Bank of Serbia, submitted by the National Bank of Serbia;
18. The 2003 Annual Report of the Securities and Exchange Commission with the associated Business Report and Auditor’s Report, submitted by the Securities and Exchange Commission;
19. The 2004 Financial Plan of the Securities and Exchange Commission, submitted by the Securities and Exchange Commission;
20. Proposals of Decisions Amending and Modifying the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia, submitted by the chairman of the G17 Plus deputies' group and the chairman of the Serbian Renewal Movement – New Serbia deputies' group, and
21. The Commercial Associations Bill, submitted by the Government of the Republic of Serbia.

On the first day of the sitting, the National Assembly held a joint discussion on the Litigation Bill and the Administrative Proceedings Bill, and commenced discussing the particulars of the Litigation Bill.

On the second day of the sitting (3 November), the National Assembly continued discussing the particulars of the Litigation Bill.

On the third day of the sitting (4 November), the National Assembly discussed the particulars of the Litigation Bill. In the afternoon part of the session, the deputies commenced debating amendments submitted to the Administrative Proceedings Bill.

On the morning part of the fourth day’s session (5 November), the deputies discussed the particulars of the Administrative Proceedings Bill.

In the afternoon part of the day’s session, the National Assembly started joint debate in principle on the Sanitary Inspection Bill and the Bill on the Protection of Population from Infectious Diseases. The Bills were presented by the Minister of Health, Tomica Milosavljevic.

On the fifth day of the session (8 November), the National Assembly discussed the Sanitary Inspection Bill and the Bill on the Protection of Population from Infectious Diseases in principle and in particular.

In the afternoon part of the day’s work, the National Assembly commenced joint debate in principle on the Bill on the Social and Economic Council and the Industrial Dispute Arbitration Bill.

On the sixth day of the session (9 November), the National Assembly concluded joint debate in principle on the Bill on the Social and Economic Council and the Industrial Dispute Arbitration Bill.

The Assembly then went on to discuss the particulars of the Bill on the Social and Economic Council, and began debating the particulars of the Industrial Dispute Arbitration Bill.

On the seventh day of the session (10 November), the National Assembly continued discussing the particulars of the Industrial Dispute Arbitration Bill.

On the eighth day of the session (11 November), the National Assembly continued discussing the particulars of the Industrial Dispute Arbitration Bill.

The Chairman of the National Assembly, Predrag Markovic, informed the deputies that the Government of the Republic of Serbia had withdrawn from procedure the Government Bill, the Public Agencies Bill, the Bill on the Citizenship of the Republic of Serbia, the Postal Services Bill, the Tourism Bill, the Electronic Signature Bill, the Forest Tree Seed Material Bill, and the Bill Modifying the Publishing Act.

On the session’s ninth day (12 November), the National Assembly concluded discussing the particulars of the Industrial Dispute Arbitration Bill.

The Assembly then went on to discuss Decisions on the termination of office or dismissal of judicial officials, as well as the Decision Amending and Modifying the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia.

The Chairman, Predrag Markovic, informed the deputies that the Articles of Association of the National Bank of Serbia, the 2003 Annual Report of the Securities and Exchange Commission with the associated Business Report and Auditor’s Report, and the 2004 Financial Plan of the Securities and Exchange Commission had been withdrawn from procedure by their submitters.

After the mid-day recess, the National Assembly commenced discussion of the Commercial Associations Bill in principle.

On the session’s tenth day (13 November), the National Assembly concluded discussion of the Commercial Associations Bill in principle and in particular.

The Chairman of the National Assembly, Predrag Markovic, called the Voting Day session for 2 p.m. on Monday 15 November. The Assembly is to vote on all items of the agenda discussed both in principle and in particular.

On Voting Day (15 November), the National Assembly adopted, in their entirety, the Litigation Bill, the Administrative Proceedings Bill, the Sanitary Inspection Bill, the Bill on the Protection of Population from Infectious Diseases, the Bill on the Social and Economic Council, the Industrial Dispute Arbitration Bill and the Commercial Associations Bill.

As the National Assembly had adopted proposals of decisions on the termination of office and dismissal of judicial officials, as well as the Decision Amending and Modifying the Decision on the Election of Members of Committees of the National Assembly of the Republic of Serbia, the Chairman of the Assembly, Predrag Markovic, concluded the Fourth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2004.
