The Chairperson of the National Assembly of the Republic of Serbia convened the Fourth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2003 for Wednesday 19 February, beginning at 10 a.m.

The request for holding the sitting was submitted by a group of 109 Deputies, who had set the following agenda:

1. Proposal of a Decision on the Formation of a Commission for the Preparation of an Act on the manner and procedure of making changes to the Constitution of the Republic of Serbia, submitted by Deputy Bojan Pajtic.

2. Concessions Bill, submitted by the Government of the Republic of Serbia.

The Chairperson of the National Assembly informed the Deputies that the Prime

Minister, Deputy Prime Minister, the Secretary of the Government of Serbia and the Secretary of the Republic Secretariat for Legislative Affairs had been invited to attend the session.

The Proposal of a Decision on the Formation of a Commission for the Preparation of an Act on the manner and procedure of making changes to the Constitution of the Republic of Serbia was presented to the Deputies by its submitter, Deputy Bojan Pajtic.

Upon the conclusion of debate on this item, in the afternoon, the Deputies commenced to debate the Concessions Bill. The National Assembly was addressed by Goran Pitic, Minister for Foreign Economic Relations, as representative of the submitter.

On the second day of work (20 February) the Deputies completed debate in principle and debate on amendments submitted to the Concessions Bill. Before concluding the debate, the Chairperson of the National Assembly set the Voting Day - Tuesday 25 February, after the session at which deputies to the Assembly of Serbia and Montenegro are to be elected.

On Voting Day (25 February), the National Assembly adopted the Proposal of a Decision on the Formation of a Commission for the Preparation of an Act on the manner and procedure of making changes to the Constitution of the Republic of Serbia, while the Concessions Act as a whole did not get the support of the majority of Deputies present.
