Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009

The Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, convenedby the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovicat the request 122 deputies, began on Tuesday, 10 February, at 10 a. m. The Request to hold the session set the following agenda:1. The Proposal of the Decision amending and modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, submitted by 129 deputies.



The Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009, convenedby the Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovicat the request 122 deputies, began on Tuesday, 10 February, at 10 a.m.

The Request to hold the session set the following agenda:

1. The Proposal of the Decision amending and modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, submitted by 129 deputies.

After the unified discussion was opened, the deputies of the opposition deputy groups at the National Assembly complained of violations of the Rules of Procedure requesting that all the deputies be briefed on the amendments submitted to the Proposal of the Decision amending and modifying the Rules of Procedure of the National Assembly of the Republic of Serbia, and that the representative of the submitters and relevant assembly committees speak out about them.

In the continuation, deputy Nada Kolundzija, representative of the submitters, outlined the Decision Proposal. She stressed that solutions reached by the working groups tasked with drafting the Rules of Procedure and the National Assembly Act were taken into consideration in the drafting of the Proposal of the Decision amending and modifying the Rules of Procedure. Considering that the working groups will continue their work, the proposed amendments and modifications will enable the National Assembly to function more efficiently until the Rules of Procedure and the National Assembly Act are passed. The Proposal does not infringe on any rights, especially not the opposition’s rights, it prevents the misuse of those rights, it specifies what is and what is not a violation of procedure, it introduces a rationalisation of time and expenses when passing laws and regulates the National Assembly’s representative function.

For the rest of the day the deputies continued to complain of violations of the National Assembly Rules of Procedure.

On the second day, 11 February, the National Assembly continued work by debating the Proposal of the Decision amending and modifying the National Assembly Rules of Procedure. The Chairperson, National Assembly Deputy Speaker Gordana Comic, greeted a group of Belgrade University students who attended the National Assembly session.

The deputies from opposition deputy groups continued to complain of violations of the Rules of Procedure. Serbian Radical Party deputies demanded that the Administrative Committee sitting be continued, requesting that the issue of the disputable mandates of three deputies who moved from the Serbian Radical Party into the Serbian Progressive Party be resolved first.

For the rest of the day, the deputies complained of violations of the National Assembly Rules of Procedure and blocked the discussion on the modifications to the Rules of Procedure.

The National Assembly continues work on Thursday, 12 February, starting at 10 a.m.


The National Assembly did not begin the debate on the only item on the agenda, i.e. the Proposal of the Decision amending and modifying the National Assembly Rules of Procedure, on the third day of work, 12 February, either.

The deputies from opposition deputy groups continued to complain of violations of the Rules of Procedure. Serbian Radical Party deputies repeated their demands that the Administrative Committee sitting be continued, and the issue of the disputable mandates of three deputies who moved from the Serbian Radical Party into the Serbian Progressive Party be resolved.

For the rest of the day, the deputies complained of violations of the National Assembly Rules of Procedure and blocked the discussion on the modifications to the Rules of Procedure.

The National Assembly continued the Fourth Extraordinary Session on Friday, 13 February. At the beginning of the proceedings the deputies complained of violations of the Rules of Procedure, so a break was called.

Following the break, the National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic, informed the deputies that she had decided to order deputy Srboljub Zivanovic to leave the National Assembly sitting, under article 108 paragraph 2 of the National Assembly Rules of Procedure, for physical assault on deputy Igor Becic, on 12 February at the National Assembly building.

The National Assembly Speaker informed the deputies that she also decided to reprimand deputy Velimir Ilic, under article 106 paragraph 1 alinea 6 of the National Assembly Rules of Procedure, for his disturbing address at the National Assembly sitting on 12 February, as well as to deputy Nenad Canak, under the same article of the National Assembly Rules of Procedure, for the insulting expression addressed to deputy Velimir Ilic.

In the afternoon, the deputies continued work according to the agenda, i.e. discussed the Proposal of the Decision amending and modifying the Rules of Procedure of the National Assembly of the Republic of Serbia.

By the end of the day, the National Assembly had completed the unified discussion on the Decision Proposal, and the Chairperson, Nikola Novakovic, set Tuesday, 17 February, as Voting Day on the only item on the agenda of the Fourth Extraordinary Session of the National Assembly in 2009.

On Voting Day, 17 February, having completed the unified discussion on the only item on the agenda, the National Assembly adopted the Proposal of the Decision amending and modifying the National Assembly Rules of Procedure of, by a majority of votes (127).

The deputies ruled by a majority of votes that there are strongly justified reasons for the decision to come into force earlier than on the eighth day from its publication in the Official Gazette of the Republic of Serbia.

On Voting Day, the National Assembly also deliberated on the violations of the rules of Procedure pointed out by the deputies during the session and ruled that the articles of the Rules of Procedure had not been violated in any of the instances.

Since the National Assembly had completed the discussion on the only item on the agenda for the session, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, concluded the Fourth Extraordinary Session of the National Assembly of the Republic of Serbia in 2009.
