First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025 for Tuesday, 7 October 2025, starting at 10 am.


The sitting was opened to the sounds of the national anthem of the Republic of Serbia, performed by the mixed choir of the Artistic Ensemble of the Ministry of Defence “Stanislav Binicki”.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Ahmedin Skrijelj, Stefan Krkobabic, Prof. Dr Slobodan Cvejic, Dr Borislav Antonijevic, Nenad Milojicic, Prof. Dr Mitar Kovac, Nebojsa Bakarec and Djordje Mitrovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

At the proposal of MP Ana Brnabic the National Assembly accepted, by majority vote, to complete a joint debate in principle on items 1 to 8, joint single debate on items 9 to 39 and joint single debate on items 40 to 48 on the agenda.

The National Assembly accepted the proposal of MP Ana Brnabic to complete a debate in detail on items 1 to 8 the agenda immediately after the completion of the debate in principle on the same bills.

Before moving on to the agenda, the Chair, National Assembly Deputy Speaker Marina Ragus noted the termination of the term of office of MP Dr Tijana Peric Diligenski based on her resignation to the post of MP and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues.

Pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the MP’s term of office before the expiry of the term she was elected for, on the day of her resignation.

The sitting is attended by all the members of the Government of the Republic of Serbia headed by Prime Minister Djuro Macut. The MPs were addressed, on behalf of the submitter, by Minister of Construction, Transport and Infrastructure Aleksandra Sofronijevic, Minister of Justice Nenad Vujic, Minister of Agriculture, Forestry and Water Management Dragan Glamocic and First Deputy Prime Minister and Minister of Finance Sinisa Mali.

The National Assembly then commenced the joint debate in principle on items 1 to 8 on the agenda.

For the remainder of the day, the National Assembly conducted the joint debate in principle on items 1 to 8 on the agenda.

On the second day of the proceedings, 8 October 2025, the National Assembly continued and for the remainder of the day conducted the joint debate in principle on items 1 to 8 on the agenda.

In the course of the proceedings, based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Petar Boskovic, after which the newly-elected MP took the oath of office.

On the third day of the proceedings, 9 October 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Slobodan Petrovic, Stefan Krkobabic, Aleksandar Pavic, Sonja Pernat, Jovan Janjic, Bojan Torbica, Bogdan Radovanovic, Prof. Dr Snezana Rakic, Dusan Nikezic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the joint debate in principle on items 1 to 8 on the agenda.

By the end of the day the National Assembly had completed the joint debate in principle and commenced the debate in detail on the Bill on Special Conditions for Recording and Registration of Rights to Real Estate.

On the fourth day of the proceedings, 14 October 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Stanojevic, Aleksandar Pavic, Petar Boskovic, doc. Dr Rastislav Dinic, Elvira Kovacs, Ivana Rokvic, Bojan Torbica, Marinika Tepic and Dr Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the debate in detail on the Bill on Special Conditions for Recording and Registration of Rights to Real Estate.

By the end of the day the National Assembly had completed the debate in detail on the Bill on Special Conditions for Recording and Registration of Rights to Real Estate and commenced the debate in detail on the Bill amending and modifying the Law on Planning and Construction.

On the fifth day of the proceedings, 15 October 2025, the MPs continued and completed the debate in detail on the Bill amending and modifying the Law on Planning and Construction, and also completed a debate in detail on the Bill amending and modifying the Law on State Survey and Cadastre, Bill amending the Law on Enforcement and Security, Bill on Information Security, and the Bill amending and modifying the Law on Court Fees.

The National Assembly commenced the debate in detail on the Bill amending and modifying the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO BELGRADE 2027.

On the sixth day of the proceedings, 16 October 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Ahmedin Skrijelj, Slavica Radovanovic, Dr Borislav Antonijevic, Stefan Krkobabic, Dragan Stanojevic, Petar Boskovic, Doc. Dr Biljana Djordjevic, Uros Djokic, Jelena Spiric and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on the Bill amending and modifying the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO BELGRADE 2027 and the Bill on Seeds and Planting Material of Agricultural and Ornamental Plants.

The MPs went on to open a joint single debate on items 9 to 39 on the agenda.

On the seventh day of the proceedings, 20 October 2025, the National Assembly continued the joint single debate on items 9 to 39 on the agenda.

By the end of the day, the National Assembly concluded the joint single debate on items 9 to 39 on the agenda and commenced the joint single debate on items 40 to 47 on the agenda.

On the eighth day of the proceedings, 21 October 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Muamer Bacevac, Mgr Akos Ujhelyi, Dr Branimir Nestorovic, Bojan Torbica, Ilo Mihajlovski, Branko Pavlovic, Sonja Pernat, Dr Tatijana Markovic-Topalovic, Robert Kozma, Milos Parandilovic, Jelena Spiric and Aleksandar Mirkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day the National Assembly concluded the joint single debate on items 40 to 47 on the agenda, as well as the joint single debate on item 48 on the agenda.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, National Assembly Speaker Ana Brnabic set Wednesday, 22 October 2025, as Voting Day on all the items on the agenda of the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 10 am.

On Voting Day, 22 October 2025, the National Assembly adopted the bills listed as items 1 to 8 on the agenda: Bill on Special Conditions for Recording and Registration of Rights to Real Estate, Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Law on State Survey and Cadastre, Bill amending the Law on Enforcement and Security, Bill on Information Security, Bill amending and modifying the Law on Court Fees, Bill amending and modifying the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO BELGRADE 2027, and the Bill on Seeds and Planting Material of Agricultural and Ornamental Plants, all submitted by the Government.

On Voting Day, the National Assembly also adopted the Proposal of the Decision on the election of members of the Council of the Republic of Serbia Energy Agency, submitted by the Government, as well as the Proposal of the Decision on the Dismissal Member of the Governing Board of the National Entity for Accreditation and Quality Assurance in Higher Education, Proposal of the Decision on the Dismissal of Member of the National Council for Higher Education, Proposal of the Decision on the Dismissal Member of the Governing Board of the National Entity for Accreditation and Quality Assurance in Higher Education, and the Proposal of the Decision on the Dismissal Member of the Governing Board of the National Entity for Accreditation and Quality Assurance in Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society.

On Voting Day, the MPs also adopted the decision proposals amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group, Social Democratic Party of Serbia Parliamentary Group, WE – VOICE FROM THE PEOPLE Parliamentary Group and the IVICA DACIC - Socialist Party of Serbia Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Marina Ragus concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2025.
