First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016 for Tuesday, 4 October 2016, starting at 10 am.


The Second Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by choir Rozanov from Djurdjevo.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Bosko Obradovic, Miroslav Aleksic, Slavisa Ristic, Cedomir Jovanovic, MA Aleksandra Jerkov, Aleksandar Stevanovic and Prof. Dr Vojislav Seselj, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill amending the Law on Financing Local Self-Governments, submitted by the Government;
  2. Proposal of the Decision on the Election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council on 9 September 2016;
  3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council on 16 March 2016;
  4. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council on 4 April 2016;
  5. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council on 24 June 2016;
  6. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council on 29 July 2016;
  7. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council on 19 September 2016;
  8. Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
  9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by Dveri Parliamentary Group;
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group; and
  12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party - SDA Sandzak Parliamentary Group.

The National Assembly accepted, by majority vote, the proposal of MP MA Igor Becic to complete a joint single debate on items 2 to 11 on the agenda for the sitting.

The National Assembly then proceeded to note the termination of the term of office of MPs Ivica Dacic, Aleksandar Antic, Prof. Dr Slavica Djukic Dejanovic, Milan Krkobabic, Goran Knezevic, Zivko Vrcelj, Gordana Predic and Andreja Mladenovic, before the expiry of the term they were elected for.

The National Assembly went on to commence a debate in principle on the Bill amending the Law on Financing Local Self-Governments, elaborated on the behalf of the submitter by Minister of Public Administration and Local Self-Government Ana Brnabic.

The National Assembly completed the debate in principle on the Bill by the end of the day.

On the second day of the proceedings, 5 October, the National Assembly continued the debate in principle on the Bill amending the Law on Financing Local Self-Governments.

In the course of the day, the National Assembly completed the debate in principle on the Bill amending the Law on Financing Local Self-Governments and commenced the joint single debate on items 2 to 11 on the agenda for the sitting.

On the third day of the proceedings, 6 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Bosko Obradovic, Marko Djurisic, Nenad Milic, Balsa Bozovic, Marijan Risticevic, Milan Lapcevic, Aleksandar Stevanovic, Prof. Dr Vojislav Seselj, Josip Broz and Krsto Janjusevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the joint single debate on items 2 to 11 on the agenda for the sitting.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27, paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Vesna Ivkovic, Nedjo Jovanovic, Jelena Vujic Obradovic and Milisav Petronijevic from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, and Studenka Kovacevic, Radoslav Jovic, Mladen Lukic, Vera Paunovic and Dr Predrag Jelenkovic from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING. The National Assembly Speaker Maja Gojkovic wished the newly-elected MPs success.

The National Assembly went on to complete the joint single debate on items 2 to 11 on the agenda and single debate on item 12.

After recess, the National Assembly also completed a debate in detail on the Bill amending the Law on Financing Local Self-Governments.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic, set Friday, 7 October 2016, as Voting Day on all the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 11 am.

Voting Day

On Voting Day, 7 October, by majority vote, the National Assembly passed the Bill amending the Law on Financing Local Self-Governments, submitted by the Government, Proposal of the Decision on the Election of Deputy Public Prosecutor, submitted by the State Prosecutorial Council on 9 September 2016, and the decision proposals on the election of judges to judicial office for the first time submitted by the High Judicial Council on 16 March 2016, 4 April 2016, 24 June 2016, 29 July 2016 and 19 September 2016.

The MPs also adopted the Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by Dveri Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, as well as the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Liberal Democratic Party - SDA Sandzak Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016.
