First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013

The Speaker of the National Assembly of the Republic of Serbia, Dr Nebojsa Stefanovic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013, for Tuesday, 1 October 2013, starting at 10 am.


The First Sitting of the Second Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the Academic Choir “Collegium musicum” of the Belgrade Faculty of Music Arts.

The National Assembly adopted the following agenda:

1. Building Legalisation Bill, submitted by the Government,
2. Bill on Mediation in Real Estate Transactions and Rental, submitted by the Government,
3. Bill on Export and Import of Dual-Purpose Goods, submitted by the Government,
4. Bill amending and modifying the Electronic Trading Law, submitted by the Government,
5. Bill amending and modifying the Law on Protection of Competition, submitted by the Government,
6. Bill on the Confirmation of the Information and Communication Technology Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government,
7. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Morocco on Reciprocal Stimulation and Protection of Investments, submitted by the Government,
8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco on the Establishment of Mixed Commission for Trade, Economic and Science and Technology Cooperation, submitted by the Government,
9. Bill on the Confirmation of the Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption, submitted by the Government,
10. Bill on the Confirmation of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence, submitted by the Government,
11. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Canada, submitted by the Government,
12. Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Grand Duchy of Luxembourg, submitted by the Government,
13. Proposal of the Decision on the election of President of the Supreme Court of Cassation, submitted by the High Judicial Council,
14. Proposal of the Decision on the election of President of the Administrative Court, submitted by the High Judicial Council,
15. Proposal of the Decision on the election of President of the Commercial Appellate Court, submitted by the High Judicial Council,
16. Proposal of the Decision on the election of President of the High Misdemeanour Court, submitted by the High Judicial Council,
17. Proposal of the Decision on the election of President of the Appellate Court in Belgrade, submitted by the High Judicial Council,

21. Proposal of the Decision amending the Decision on the Number and Election of National Assembly Deputy Speakers, submitted by National Assembly Speaker Dr Nebojsa Stefanovic,
22. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Dr Nebojsa Stefanovic,
23. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia (SPS) Parliamentary Group,
24. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group,
25. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Dr Nebojsa Stefanovic.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and single debate on items 2, 3, 4, 5, 6, 7 and 8 on the agenda for the sitting, a joint single debate on items 9, 10, 11 and 12 on the agenda, a joint single debate on items 13, 14, 15, 16, 17, 18, 19 and 20 on the agenda and a joint single debate on items 21, 22, 23, 24 and 25 on the proposed agenda.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Slobodan Samardzic, Zaharije Trnavcevic, Aleksandar Jugovic, Olena Papuga, Bojan Djuric, Dr Janko Veselinovic and Milanka Jevtovic Vukojicic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced a debate in principle on the Building Legalisation Bill. The Bill was elaborated by Minister of Construction and Urban Planning Velimir Ilic.

The National Assembly conducted the debate on the Building Legalisation Bill for the remainder of the day.

On the second day of the proceedings, 2 October, the National Assembly continued and concluded the debate in principle on the Building Legalisation Bill.


On the third day of the proceedings, 10 October, the National Assembly conducted a joint debate in principle and single debate on items 2, 3, 4, 5, 6, 7 and 8 on the agenda for the sitting.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Nebojsa Zelenovic, Zika Gojkovic, Zlata Djeric, Bojan Djuric, Sasa Milenic, Milica Radovic, Sasa Dujovic, Borisav Kovacevic, Srdjan Milivojevic and Ljubica Mrdakovic Todorovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Deputy Prime Minister and Minister of Foreign and Internal Trade and Telecommunications Rasim Ljajic provided rationale about two of the bills – on Mediation in Real Estate Transactions and Rental and on Export and Import of Dual-Purpose Goods, proceeding to explain the proposed amendments and modifications to the Electronic Trading Law and the Law on Protection of Competition, as well as the three bills on the ratification of agreements between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan and the Kingdom of Morocco.

On the fourth day of the proceedings, 16 October, the National Assembly continued and concluded the joint debate in principle and single debate on items 2, 3, 4, 5, 6, 7 and 8 on the agenda for the sitting.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Milos Jovanovic, before the expiry of the term he was elected for, on the day he tendered his resignation.

The Chair, National Assembly Deputy Speaker Gordana Comic, informed the MPs that the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013 will be adjourned in order to hold the Seventh Special Sitting of the National Assembly in 2013, in the course of which the National Assembly will be addressed by the President of the Republic of Croatia Ivo Josipovic.

On the fifth day of the proceedings, 17 October, the National Assembly commenced a joint single debate on items 9, 10, 11 and 12 on the agenda.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Members of Parliament Dr Neven Cveticanin, Milica Vojic Markovic, Djordje Stojsic, Judita Popovic, Zoran Kasalovic, Prof. Dr Janko Veselinovic and Radmilo Kostic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Representative of the submitter, Deputy Prime Minister and Minister of Labour, Employment and Social Policy Dr Jovan Krkobabic provided rationale for the Bill on the Confirmation of the Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption, Bill on the Confirmation of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Canada and the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Grand Duchy of Luxembourg.

After recess, based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Marko Milutinovic, elected from the DEMOCRATIC PARTY OF SERBIA - VOJISLAV KOSTUNICA Electoral List, who then proceeded to take the oath of office.

The National Assembly conducted the joint single debate on items 9, 10, 11 and 12 on the agenda for the remainder of the day.

On the sixth day of the proceedings, 22 October, the National Assembly continued the joint single debate on items 9, 10, 11 and 12 on the agenda.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Olgica Batic, Kenan Hajdarevic, Dr Slobodan Samardzic, Nebojsa Zelenovic, Prof. Dr Snezana Bogosavljevic Boskovic, Prof. Dr Dusan Milisavljevic and Dr Dragomir Karic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the Chair, National Assembly Deputy Speaker Vesna Kovac, concluded the joint single debate.

After recess, on the joint single debate on the decision proposals listed as items 13 to 20 on the agenda, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic informed the MPs that Miroljub Tomic, Vice President of the High Judicial Council, is in attendance on the behalf of the submitters.

For the remainder of the day, the National Assembly conducted the joint single debate on the Proposal of the Decision on the election of President of the Supreme Court of Cassation, Proposal of the Decision on the election of President of the Administrative Court, Proposal of the Decision on the election of President of the Commercial Appellate Court, Proposal of the Decision on the election of President of the High Misdemeanour Court, Proposal of the Decision on the election of President of the Appellate Court in Belgrade, Proposal of the Decision on the election of President of the Appellate Court in Nis, Proposal of the Decision on the election of President of the Appellate Court in Kragujevac, and the Proposal of the Decision on the election of judges elected to judicial office for the first time.

On the seventh day of the proceedings, 23 October, the National Assembly continued and concluded the joint single debate on the decision proposals listed as items 13 to 20 on the agenda.

The National Assembly also completed a joint single debate on the decision proposals listed as items 21, 22 and 23 on the agenda and a joint single debate on the decision proposals listed as items 24 and 25 on the agenda.

After recess, the National Assembly commenced and for the remainder of the day conducted a debate in detail on the Building Legalisation Bill.

The Chair, National Assembly Deputy Speaker Vesna Kovac greeted, on the behalf of the MPs and herself, the students and professors of PTT high school who watched part of the sitting from the gallery of the Grand Hall.

On the eighth day of the sitting, 24 October, the National Assembly continued the debate in detail on the Building Legalisation Bill.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Konstantin Arsenovic, Snezana Stojanovic Plavsic, Kenan Hajdarevic, Nebojsa Zelenovic, Milos Aligrudic, Stefana Miladinovic, Srdjan Milivojevic, Zoran Ostojic and Miodrag Linta requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Nedjo Jovanovic, before the expiry of the term he was elected for, on the day he tendered his resignation.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic greeted, on the behalf of the MPs and himself, the senior students of the High School of Economics and Trade from Pristina, relocated to Laplje Selo, who watched part of the sitting from the gallery of the Grand Hall.

In the afternoon part of the proceedings, the Chair, National Assembly Deputy Speaker Vesna Kovac concluded the debate in detail on the Building Legalisation Bill.

On the ninth day of the sitting, 29 October, the National Assembly commenced and proceeded to conduct a debate in detail on the Bill on Mediation in Real Estate Transactions and Rental, Bill on Export and Import of Dual-Purpose Goods, Bill amending and modifying the Electronic Trading Law and the Bill amending and modifying the Law on Protection of Competition.

Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Snezana Paunovic, elected from the IVICA DACIC - SOCIALIST PARTY OF SERBIA (SPS), PARTY OF UNITED PENSIONERS OF SERBIA (PUPS), UNITED SERBIA (US) Electoral List, who then proceeded to take the oath of office.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Sasa Milenic, Djordje Stojsic, Mirko Cikiriz, Kenan Hajdarevic, Milan Lapcevic, Vesna Jovicki, Dubravka Filipovski, Srdjan Mikovic and Marijan Risticevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had concluded the debate in detail on the Bill on Mediation in Real Estate Transactions and Rental, Bill on Export and Import of Dual-Purpose Goods, Bill amending and modifying the Electronic Trading Law and the Bill amending and modifying the Law on Protection of Competition.

On the tenth day of the sitting, 31 October, as the National Assembly had concluded the debate on all the items on the agenda, National Assembly Speaker Dr Nebojsa Stefanovic set Thursday, 31 October 2013, as Voting Day on all the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013, starting at 11.25 am.

On Voting Day, 31 October, by a majority of votes of all the MPs, the National Assembly adopted the Building Legalisation Bill, Bill on Mediation in Real Estate Transactions and Rental, Bill on Export and Import of Dual-Purpose Goods, Bill amending and modifying the Electronic Trading Law and the Bill amending and modifying the Law on Protection of Competition.

By a majority of votes of all the MPs, the National Assembly passed the Bill on the Confirmation of the Information and Communication Technology Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Morocco on Reciprocal Stimulation and Protection of Investments, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco on the Establishment of Mixed Commission for Trade, Economic and Science and Technology Cooperation, Bill on the Confirmation of the Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption, Bill on the Confirmation of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence, Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and Canada and the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Grand Duchy of Luxembourg.

By a majority of votes, the National Assembly adopted the Proposal of the Decision on the election of President of the Supreme Court of Cassation, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the Administrative Court, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the Commercial Appellate Court, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the High Misdemeanour Court, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the Appellate Court in Belgrade, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the Appellate Court in Nis, submitted by the High Judicial Council, Proposal of the Decision on the election of President of the Appellate Court in Kragujevac, submitted by the High Judicial Council, and the Proposal of the Decision on the election of judges elected to judicial office for the first time, submitted by the High Judicial Council. National Assembly Speaker Dr Nebojsa Stefanovic congratulated the judges on being elected and wished them success.

By a majority of votes of all the MPs, the National Assembly also adopted the Proposal of the Decision amending the Decision on the Number and Election of National Assembly Deputy Speakers, submitted by National Assembly Speaker Dr Nebojsa Stefanovic, Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Dr Nebojsa Stefanovic, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia (SPS) Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia Parliamentary Group, and the Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Dr Nebojsa Stefanovic.

In the course of the voting on the items on the agenda, National Assembly Speaker Dr Nebojsa Stefanovic greeted, on the behalf of the MPs and himself, a group of students of the First and Fifteenth Belgrade High School, representatives of the Association of Women Breast Cancer Patients “Let’s Be together” and students of the Belgrade Faculty of Political Sciences, who observed part of the sitting from the gallery of the Grand Hall.


On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the First Sitting of the Second Regular Session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Dr Nebojsa Stefanovic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2013.
