First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Monday, 4 October 2010, starting at 10 a.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Monday, 4 October 2010, starting at 10 a.m.

The National Assembly set the following agenda:

1. The Bill amending and modifying the Budget System Law, submitted by the Government;

2. The Bill on Accreditation, submitted by the Government;

3. The Bill on Consumer Protection, submitted by the Government;

4. The Bill on Air Transportation, submitted by the Government;

5. The Bill on Inland Waterway Navigation and Ports, submitted by the Government;

6. The Proposal of the Decision on the Election of President and members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, submitted by the Government;

7. The Candidate List for President of the Commission for the Protection of Competition, submitted by the Committee on Trade and Tourism;

8. The Candidate List for Council members of the Commission for the Protection of Competition, submitted by the Committee on Trade and Tourism.

By a majority of votes, the National Assembly decided to conduct a joint discussion in principle on items 2 and 3 on the agenda, joint discussion in principle on items 4 and 5 on the agenda and joint discussion in principle on items 6, 7 and 8 on the agenda.

In the morning part of the session, the National Assembly commenced a joint discussion in principle on the Bill amending and modifying the Budget System Law. On the behalf of the submitters, the proposed amendments and modifications were elaborated by Minister of Finance Dr Diana Dragutinovic.

In the afternoon, the National Assembly concluded the joint discussion in principle on the first item on the agenda.

The National Assembly went on to commence a joint discussion in principle on the Bill on Accreditation and the Bill on Consumer Protection. The Bills were elaborated by Minister of Health Tomica Milosavljevic and Minister of Trade and Services Slobodan Milosavljevic.

On the second day of work, 5 October, the National Assembly continued and concluded the joint debate in principle on the Bill on Accreditation and Bill on Consumer Protection.

Before commencing the debate on the agenda, deputies Ivan Andric, Slobodan Samardzic, Velimir Ilic, Vjerica Radeta and Srdjan Milivojevic exercised their right under article 286 of the Rules of Procedure and requested information and explanations from state institutions.

In the course of the day the National Assembly conducted and concluded a joint debate in principle on the Bill on Air Transportation and Bill on Inland Waterway Navigation and Ports. These Bills were elaborated by Minister of Infrastructure Milutin Mrkonjic.

On the third day of work, 6 October, the National Assembly continued the session with a joint unified debate on the Proposal of the Decision on the Election of President and members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, the Candidate List for President of the Commission for the Protection of Competition and the Candidate List for Council members of the Commission for the Protection of Competition.

In the morning part of the session, the National Assembly completed the joint unified discussion on items 6, 7 and 8 on the agenda.

In the afternoon the deputies also completed a debate on the particulars on the Bill amending and modifying the Budget System Law.

On the fourth day of the session, 7 October, the National Assembly commenced a debate on the on the particulars on the Bill on Accreditation.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Srdjan Spasojevic, Zoran Ostojic, Boris Aleksic and Nada Kolundzija requested information and explanations in line with article 286 of the Rules of Procedure.

In the morning part of the session, the deputies concluded the debate on the on the particulars on the Bill

In the afternoon and for the remainder of the day the National Assembly conducted and concluded a debate on the particulars on the Bill on Consumer Protection.

On the fifth day of the session, 8 October, the National Assembly conducted a debate on the particulars on the Bill on Air Transportation.


On the sixth day of work, 12 October, the National Assembly continued the session by a debate on the particulars on the Bill on Air Transportation.

Before commencing the debate on the agenda, deputies Zeljko Tomic, Zoran Ostojic and Dragan Todorovic exercised their right under article 286 of the Rules of Procedure and requested information and explanations from state institutions.

In the morning part of the proceedings, the Chair, Deputy Speaker Gordana Comic reprimanded numerous deputies of the Serbian Radical Party Deputy Group, as well as deputy Zoran Nikolic for disturbing the order at the sitting, while she reprimanded deputy Dragan Todorovic a second time and denied him the floor as well.

National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic informed the deputies that a Conference was being held today of assembly committees charged with poverty reduction issues in Western Balkan states and Turkey, in the Small Chamber of the National Assembly House.

The National Assembly Speaker also invited the deputies to attend the opening of the exhibition of portraits of National Assembly Speakers from 1920 to date, at 6 p.m. in the Central Hall of the National Assembly House.

By the end of the day the National Assembly had completed the debate on the particulars on the Bill on Air Transportation, as well as on the Bill on Inland Waterway Navigation and Ports.

Since the National Assembly had completed the discussion in principle and on the particulars on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Tuesday, 12 October 2010, as Voting Day on the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly in 2010, starting at 6:30 p.m.

Voting Day

On Voting Day, 12 October, the National Assembly adopted the Bill amending and modifying the Budget System Law, Bill on Accreditation, Bill on Consumer Protection, Bill on Air Transportation and Bill on Inland Waterway Navigation and Ports, by a majority of votes.

The National Assembly adopted the Proposal of the Decision on the Election of President and members of the Republic Commission for the Protection of Rights in Public Procurement Procedures by a majority of votes.

By a majority of votes, the National Assembly elected deputy Vesna Jankovic President of the Commission for the Protection of Competition, and Vesna Besarovic, Sanja Graic-Stepanovic, Gordana Lukic and Ivan Ugrin Commission Council members, and the Speaker congratulated them on the election on the behalf of the deputies and herself, and wished them success.

The National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the Rules of Procedure had not been violated in any of the cases.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the First Sitting of the Second Regular Session of the National Assembly in 2010.
