First Extraordinary Session of the National Assembly of the Republic of Serbia in 2016
At the request of 192 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, for Monday, 18 January, starting at 10 am.
The request to hold the session specified the following agenda:
Before commencing the proceedings, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Milan Korac, before the expiry of the term he was elected for, on the day of his death.
The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on items 1, 2 and 3 on the agenda, joint debate in principle on items 4 and 5 on the agenda and a joint debate in principle on items 6 and 7 on the agenda for the session.
The National Assembly then commenced the joint debate in principle on the Bill on Police, Bill on Public Peace and Order and the Public Assembly Bill.
On the behalf of the submitter, the bills were elaborated by Minister of Interior Dr Nebojsa Stefanovic.
The Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the representative of the Belgrade Centre for Security Policy who followed part of the sitting from the gallery of the National Assembly Grand Hall.
By the end of the day, the National Assembly had completed the joint debate in principle on items 1, 2 and 3 on the agenda for the session - Bill on Police, Bill on Public Peace and Order and Public Assembly Bill.

On the second day of the session, 19 January, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Elvira Kovacs, Blagoje Bradic, Riza Halimi, Dubravka Filipovski, Muamer Bacevac, Jovana Jovanovic, Miletic Mihajlovic and Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly then commenced a joint debate in principle on items 4 through 7 on the agenda for the session. On the behalf of the submitter, the bills were elaborated by Minister of Trade, Tourism and Telecommunications Rasim Ljajic.
By the end of the day, the National Assembly had completed the joint debate in principle on the Advertising Bill, Bill on Information Security, Proposal for an authentic interpretation of the provisions of Article 11, paragraphs 4, 5 and 6 of the Law on Electronic Media and the Proposal for an authentic interpretation of the provision of Article 2, paragraph 2 of the Law on Copyright and Related Rights.
The National Assembly then commenced a joint debate in principle on items 4 through 7 on the agenda for the session. On the behalf of the submitter, the bills were elaborated by Minister of Trade, Tourism and Telecommunications Rasim Ljajic.

On the third day of the session, 22 January 2016, the National Assembly completed a debate in detail on the Bill on Police.

In the continuation, the Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the students of Master studies of the Faculty of Political Sciences, University of Belgrade, who followed part of the sitting from the gallery of the Grand Hall.
On the fourth day of the session, 25 January, the National Assembly conducted and concluded a debate in detail on items 2 and 3 on the agenda - Bill on Public Peace and Order and Public Assembly Bill.
On the fifth day of the session, 26 January, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Sabina Dazdarevic, Olena Papuga, Aleksandar Cotric, Miroslav Marinkovic, Konstantin Arsenovic and Dusan Milisavljevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly then proceeded to conduct and conclude a debate in detail on the Advertising Bill and the Bill on Information Security, as well as a joint debate in principle on the Proposal for an authentic interpretation of the provisions of Article 11, paragraphs 4, 5 and 6 of the Law on Electronic Media and the Proposal for an authentic interpretation of the provision of Article 2, paragraph 2 of the Law on Copyright and Related Rights.
As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Tuesday, 26 January 2016, as Voting Day on all the items on the agenda for the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, starting at 1.30 pm.
The National Assembly then proceeded to conduct and conclude a debate in detail on the Advertising Bill and the Bill on Information Security, as well as a joint debate in principle on the Proposal for an authentic interpretation of the provisions of Article 11, paragraphs 4, 5 and 6 of the Law on Electronic Media and the Proposal for an authentic interpretation of the provision of Article 2, paragraph 2 of the Law on Copyright and Related Rights.
As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Tuesday, 26 January 2016, as Voting Day on all the items on the agenda for the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, starting at 1.30 pm.
Voting Day
On Voting Day, 26 January, by majority vote, the National Assembly passed the Bill on Police, Bill on Public Peace and Order, Public Assembly Bill, Advertising Bill and the Bill on Information Security.
The National Assembly did not adopt the Proposal for an authentic interpretation of the provisions of Article 11, paragraphs 4, 5 and 6 of the Law on Electronic Media or the Proposal for an authentic interpretation of the provision of Article 2, paragraph 2 of the Law on Copyright and Related Rights.
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2016.
On Voting Day, 26 January, by majority vote, the National Assembly passed the Bill on Police, Bill on Public Peace and Order, Public Assembly Bill, Advertising Bill and the Bill on Information Security.
