First Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 123 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Monday, 21 February.


At the request of 123 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Monday, 21 February. The session started at 11 a.m.

The Request to hold the extraordinary session specified the following agenda:

1. The Bill Granting Guarantee by the Republic of Serbia in favour of Serbian Bank a.d. Belgrade under the debt of PE “Jugoimport-SDRP”, submitted by the Government;

2. The Bill on the indebtedness of the Republic of Serbia to Societe Generale with the guarantee of World Bank, submitted by the Government;

3. The Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defense forces in multinational operations in 2011, submitted by the Government;

4. The Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2011, submitted by the Government;

5. The Proposal of the Decision amending and modifying the National Assembly Rules of Procedure, submitted by 99 deputies.

At the beginning of the proceedings, the National Assembly noted that Mladjan Dinkic, Deputy Prime Minister and Minister of Economy and Regional Development, Verica Kalanovic, Minister of National Investment Plan and Prof. Dr Tomica Milosavljevic, Minister of Health, had tendered their resignations thus terminating their term of office as Deputy Prime Minister i.e. Government Minister on the day their resignations were noted.

The National Assembly went on to conduct and conclude a debate in principle on the Bill Granting Guarantee by the Republic of Serbia in favour of Serbian Bank a.d. Belgrade under the debt of PE “Jugoimport-SDRP”. Minister of Finance Diana Dragutinovic explained the Bill to the deputies.

At the Administrative Committee’s proposal, the National Assembly noted that the term of office of deputy Dr Vladan Batic, elected from the LDP-Cedomir Jovanovic electoral list, terminated before the expiration of the term he was elected to, on the day of his death.

For the remainder of the day the National Assembly conducted and concluded a debate in principle on the Bill on the indebtedness of the Republic of Serbia to Societe Generale with the guarantee of World Bank. Minister of Finance Diana Dragutinovic explained the Bill to the deputies.


On the second day of work, 22 February, the National Assembly conducted a joint debate on the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defense forces in multinational operations in 2011 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2011.

Minister of Defense Dragan Sutanovac elaborated the decision proposals.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, deputies Riza Halimi, Nikola Krpic, Nemanja Sarovic, Bojan Djuric, Miroslav Markicevic and Zoran Sami requested information and explanations in line with article 286 of the Rules of Procedure.

By the end of the day the National Assembly had concluded the joint debate on the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defense forces in multinational operations in 2011 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2011.

On the third day of work, 23 February, the National Assembly conducted and concluded a joint debate on the Proposal of the Decision amending and modifying the National Assembly Rules of Procedure. The amendments to the Rules of Procedure proposed in order to regulate the relation between the National Assembly and independent regulatory bodies i.e. the procedures for the consideration of the reports of bodies and authorities elected by the National Assembly in more detail were elaborated by the Head of the Parliamentary Group For European Serbia Nada Kolundzija. She stressed that the proposed amendments should remove any doubt and room for influence over the independence of the regulatory bodies by political pressure.

Тhe National Assembly went on to complete a debate on the particulars on the Bill Granting Guarantee by the Republic of Serbia in favour of Serbian Bank a.d. Belgrade under the debt of PE “Jugoimport-SDRP” and the Bill on the indebtedness of the Republic of Serbia to Societe Generale with the guarantee of World Bank.

As the National Assembly had completed the discussion on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Monday, 28 February, as Voting Day on the items on the agenda for the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, starting at 10 a.m. She also informed the deputies that they shall then vote on the request of Serbian President Boris Tadic that the National Assembly retake the vote on the Bill amending and modifying the Value Added Tax Law.

The National Assembly continues the session on Thursday 24 February, at 10 a.m., set as Day to respond to parliamentary questions on a current issue.


Voting Day

On Voting Day, 28 February, the National Assembly adopted the Bill Granting Guarantee by the Republic of Serbia in favour of Serbian Bank a.d. Belgrade under the debt of PE “Jugoimport-SDRP”, Bill on the indebtedness of the Republic of Serbia to Societe Generale with the guarantee of World Bank, Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defense forces in multinational operations in 2011, Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2011 and the Proposal of the Decision amending and modifying the National Assembly Rules of Procedure.

By a majority of votes, the National Assembly accepted the proposal of the President of the Republic of Serbia to retake the vote on the Law amending and modifying the Value Added Tax Law.

Having voted again, the National Assembly did not accept the Law in principle.

The National Assembly ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the provisions of the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
