Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, for Wednesday, 6 December, starting at 9 am.


The National Assembly adopted the following agenda:

  1. Bill amending the Republic of Serbia 2017 Budget Law, submitted by the Government;
  2. Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2017 Financial Plan, submitted by the Government;
  3. Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2017 Financial Plan, submitted by the Government;
  4. Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2017 Financial Plan, submitted by the Government;
  5. Bill amending and modifying the Budget System Law, submitted by the Government;
  6. Republic of Serbia 2018 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2018 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2018 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2018 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2018 Financial Plan, submitted by the Government;
  7. Bill amending and modifying the Value Added Tax Law, submitted by the Government;
  8. Bill amending and modifying the Corporate Income Tax Law, submitted by the Government;
  9. Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
  10. Bill amending and modifying the Law on Compulsory Social Insurance Contributions, submitted by the Government;
  11. Bill amending and modifying the Law on Republic Administrative Fees, submitted by the Government;
  12. Bill amending and modifying the Law on Public Property, submitted by the Government;
  13. Bill amending and modifying the Law on Payment Deadlines in Commercial Transactions, submitted by the Government;
  14. Bill on Preventing Money Laundering and Financing of Terrorism, submitted by the Government;
  15. Bill amending and modifying Law on Restrictions on Disposal of Property with the Aim of Preventing Terrorism, submitted by the Government;
  16. Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, submitted by the Government;
  17. Bill on the Confirmation of the Loan Agreement (Disaster Risk Management Development Policy Loan with a Catastrophe-Deferred Drawdown Option) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  18. Bill on the Confirmation of the Loan Agreement (Enhancing Infrastructure Efficiency and Sustainability Program) between the Republic of Serbia and the International Reconstruction and Development Bank, submitted by the Government;
  19. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the United Nations Office for Project Services on the opening of a United Nations Office for Project Services in Belgrade, Republic of Serbia, submitted by the Government;
  20. Bill amending and modifying the Law on Bankruptcy, submitted by the Government;
  21. Bill on Financial Support to Families with Children, submitted by the Government;
  22. Bill amending and modifying the Labour Law, submitted by the Government;
  23. Bill amending and modifying the Law on Employment and Unemployment Insurance, submitted by the Government;
  24. Bill amending and modifying the Law on Employment of Foreigners, submitted by the Government;
  25. Bill on Public Service Employees, submitted by the Government;
  26. Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government;
  27. Bill on Salaries of Civil Servants and Employees in Bodies of Autonomous Provinces and Local Self-Government Units, submitted by the Government;
  28. Bill amending and modifying the Law on Salary System in Public Sector, submitted by the Government;
  29. Bill amending the Law on Organization of Courts, submitted by the Government;
  30. Proposal of an Authentic Interpretation of the Provision of Article 48 of the Law on Enforcement and Security (“RS Official Gazette”, no. 106/15 and 106/16), submitted by the Committee on Constitutional and Legislative Issues, and
  31. Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2017 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on all the items on the agenda.

The Chair, National Assembly Deputy Speaker Veroljub Arsic informed the MPs that all the members of the Government of the Republic of Serbia were invited to attend the sitting.

The National Assembly commenced the joint debate in principle and single debate on all the items on the agenda.

Minister of Finance Dr Dusan Vujovic presented the bills.

On the second day of the proceedings, 7 December, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Marko Djurisic, Zoran Radojicic, Djordje Vukadinovic, Aleksandra Cabraja, Olena Papuga, Radoslav Milojicic, Marijan Risticevic, Djordje Milicevic, Sasa Radulovic and Zarko Micin requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct the joint debate in principle and single debate on all the items on the agenda.

The sitting was attended by Minister of Finance Dr Dusan Vujovic, Minister of Culture and the Media Vladan Vukosavljevic, Minister of Public Administration and Local Self-Government Branko Ruzic, Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic, Minister of Defence Aleksandar Vulin, Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, Minister of Education, Science and Technological Development Mladen Sarcevic, Minister of Agriculture, Forestry and Water Management Branislav Nedimovic, Minister of Mining and Energy Aleksandar Antic, Minister of Health Dr Zlatibor Loncar, Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister without portfolio responsible for demography and population policy Prof. Dr Slavica Djukic Dejanovic.

On the third day of the proceedings, 8 December, the National Assembly continued the joint debate in principle and single debate on all the items on the agenda.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on all the items on the agenda.

On the fourth day of the proceedings, 11 December, the National Assembly commenced and for the remainder of the workday conducted the debate in detail on the items on the agenda.

On the fifth day of the proceedings, 12 December, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Marinika Tepic, Dr Sanda Raskovic Ivic, Marija Janjusevic, Marija Jevdjic, Enis Imamovic, Miroslav Aleksic, Dejan Nikolic, Sasa Radulovic, Bojan Torbica, Dusica Stojkovic, Nemanja Sarovic and Radoslav Milojicic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

For the remainder of the day the National Assembly conducted a debate in detail on the Bill amending and modifying the Budget System Law.

On the sixth day of the proceedings, 13 December, the National Assembly continued the debate in detail on item 5 on the agenda.

By the end of the day the National Assembly had completed a debate in detail on all the items on the agenda.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 14 December 2017, as Voting Day on all the items on the agenda of the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, starting at 10 am.

On Voting Day, 14 December, by majority vote, the National Assembly passed the Bill amending the Republic of Serbia 2017 Budget Law, Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2017 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2017 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2017 Financial Plan, Bill amending and modifying the Budget System Law, Republic of Serbia 2018 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2018 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2018 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2018 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2018 Financial Plan, Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Corporate Income Tax Law, Bill amending and modifying the Personal Income Tax Law and the Bill amending and modifying the Law on Compulsory Social Insurance Contributions.

The National Assembly went on to pass the Bill amending and modifying the Law on Republic Administrative Fees, Bill amending and modifying the Law on Public Property, Bill amending and modifying the Law on Payment Deadlines in Commercial Transactions, Bill on Preventing Money Laundering and Financing of Terrorism, Bill amending and modifying Law on Restrictions on Disposal of Property with the Aim of Preventing Terrorism, Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics, Bill on the Confirmation of the Loan Agreement (Disaster Risk Management Development Policy Loan with a Catastrophe-Deferred Drawdown Option) between the Republic of Serbia and the International Reconstruction and Development Bank, Bill on the Confirmation of the Loan Agreement (Enhancing Infrastructure Efficiency and Sustainability Program) between the Republic of Serbia and the International Reconstruction and Development Bank, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the United Nations Office for Project Services on the opening of a United Nations Office for Project Services in Belgrade, Republic of Serbia, Bill amending and modifying the Law on Bankruptcy, Bill on Financial Support to Families with Children, Bill amending and modifying the Labour Law, Bill amending and modifying the Law on Employment and Unemployment Insurance, Bill amending and modifying the Law on Employment of Foreigners, Bill on Public Service Employees, Bill amending and modifying the Law on Employees in Autonomous Provinces and Local Self-Government Units, Bill on Salaries of Civil Servants and Employees in Bodies of Autonomous Provinces and Local Self-Government Units and the Bill amending and modifying the Law on Salary System in Public Sector.

The MPs also adopted the Bill amending the Law on Organization of Courts, Proposal of an Authentic Interpretation of the Provision of Article 48 of the Law on Enforcement and Security and the Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2017 Financial Plan.

National Assembly Deputy Speaker Djordje Milicevic greeted, on the behalf of the MPs and himself, the Russian State Duma delegation headed by the Deputy Chairman of the Committee on Economic Policy, Innovative Development, and Entrepreneurship Denis Kravchenko, who followed part of the National Assembly sitting from the gallery of the Grand Hall.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.
