Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 23 November 2010, starting at 2 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010, for Tuesday, 23 November 2010, starting at 2 p.m.

The sitting started at 3:05 p.m.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Boris Aleksic and Nenad Popovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. The Bill amending and modifying the 2010 Republic of Serbia Budget Law, with its accompanying proposals of decisions granting consent to the amendments and modifications to the financial plans for 2010 of:

a. the Republic Fund for Pension and Disability Insurance of Employees,

b. the National Employment Service, submitted by the Government;

2. The Bill amending and modifying the Law on Banks, submitted by the Government;

3. The Bill amending and modifying the Law on Bankruptcy and Liquidation of Banks and Insurance Companies, submitted by the Government;

4. The Bill amending and modifying the Law on Deposit Insurance, submitted by the Government;

5. The Bill amending and modifying the Law on Deposit Insurance Agency, submitted by the Government;

6. The Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the Government;

7. The Bill Granting Guarantee by the Republic of Serbia in favour of Export Development Canada under the debt of RTB Bor - Mining-Smelter Basin Group Bor d.o.o. in restructuring, submitted by the Government;

8. The Bill on the Confirmation of the Loan Agreement for the Privileged Buyer of Zemun-Borca Bridge Project with accompanying roads between the Government of the Republic of Serbia as borrower and the Chinese Export-Import Bank as creditor, submitted by the Government;

9. The Bill on the Confirmation of the Guarantee Agreement (EPS Counters Project) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;

10. The Bill on the Confirmation of the Guarantee Agreement (Serbian Railroads: Corridor X) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;

11. The Bill on the Confirmation of the Guarantee Agreement (Belgrade Bypass/B) between the Republic of Serbia and the European Investment Bank, submitted by the Government;

12. The Bill on the Confirmation of the Free Trade Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan, submitted by the Government;

13. The Proposal of the Decision amending the Decision on the Election of Committee members of the National Assembly of the Republic of Serbia, submitted by the G17 PLUS Deputy Group.

By a majority of votes, the National Assembly decided to conduct a joint discussion in principle and unified discussion on the first seven items on the agenda and a joint unified discussion on items 8 through 12 on the agenda.

Elaborating the 2010 budget rebalance, Minister of Finance Dr Diana Dragutinovic stated that the budgetary revenue amounts to 660 billion RSD, which is 3.5 billion RSD more than originally planned. The rebalance envisages a 120 billion RSD republic budget deficit, as the expenditure is 780 billion RSD, and revenue 660 billion RSD. This year’s budget rebalance complies with the agreement reached with the International Monetary Fund that the consolidated state deficit be kept above 4.8% GDP, said Diana Dragutinovic.

For the remainder of the day, the National Assembly conducted a joint discussion in principle and unified discussion on the first seven items on the agenda.

In addition, at the proposal of the Administrative Committee, the National Assembly noted the termination of term of office of deputy Slobodan Maras, elected from the Liberal Democratic Party electoral list, before the expiration of the term he was elected to.


On the second day of work, 24 November, the National Assembly continued the session with a joint debate in principle and unified debate on the Bill amending and modifying the 2010 Republic of Serbia Budget Law, with its accompanying proposals of decisions granting consent to the amendments and modifications to the financial plans for 2010 of: 1) the Republic Fund for Pension and Disability Insurance of Employees, 2) the National Employment Service; Bill amending and modifying the Law on Banks; Bill amending and modifying the Law on Bankruptcy and Liquidation of Banks and Insurance Companies; Bill amending and modifying the Law on Deposit Insurance; Bill amending and modifying the Law on Deposit Insurance Agency; Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism and the Bill Granting Guarantee by the Republic of Serbia in favour of Export Development Canada under the debt of RTB Bor - Mining-Smelter Basin Group Bor d.o.o. in restructuring.

In the morning part of the proceedings the National Assembly completed the joint debate in principle and unified debate on items 1 through 7 on the agenda.

In the afternoon part of the proceedings the National Assembly commenced the joint unified discussion on the Bills on the Confirmation of the Loan Agreement for the Privileged Buyer of Zemun-Borca Bridge Project with accompanying roads between the Government of the Republic of Serbia as borrower and the Chinese Export-Import Bank as creditor; on the Confirmation of the Guarantee Agreement (EPS Counters Project) between the Republic of Serbia and the European Bank for Reconstruction and Development; on the Confirmation of the Guarantee Agreement (Serbian Railroads: Corridor X) between the Republic of Serbia and the European Bank for Reconstruction and Development; on the Confirmation of the Guarantee Agreement (Belgrade Bypass/B) between the Republic of Serbia and the European Investment Bank and on the Confirmation of the Free Trade Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan, presented to the deputies by Minister of Infrastructure Milutin Mrkonjic.

By the end of the day the National Assembly had completed the joint unified discussion on items 8 through 12 on the agenda.


On the third day of work, 25 November, the National Assembly conducted and concluded a unified discussion on the Proposal of the Decision amending the Decision on the Election of Committee members of the National Assembly of the Republic of Serbia.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups Riza Halimi, Nebojsa Randjelovic, Milica Vojic-Markovic and Vjerica Radeta requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

In the afternoon part of the proceedings the National Assembly conducted and concluded a discussion on the particulars on the Bill amending and modifying the 2010 Republic of Serbia Budget Law, with its accompanying proposals of decisions granting consent to the amendments and modifications to the financial plans for 2010 of: 1) the Republic Fund for Pension and Disability Insurance of Employees, 2) the National Employment Service, Bill amending and modifying the Law on Banks, Bill amending and modifying the Law on Bankruptcy and Liquidation of Banks and Insurance Companies, Bill amending and modifying the Law on Deposit Insurance, Bill amending and modifying the Law on Deposit Insurance Agency, Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism and the Bill Granting Guarantee by the Republic of Serbia in favour of Export Development Canada under the debt of RTB Bor - Mining-Smelter Basin Group Bor d.o.o. in restructuring.

Since the National Assembly had completed the discussion on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Tuesday, 30 November 2010, as Voting Day on the items on the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly in 2010, starting at 10 a.m.

Voting Day

On Voting Day, 30 November, the National Assembly adopted the Bill amending and modifying the 2010 Republic of Serbia Budget Law, in its entirety, the Proposal of the Decision Granting Consent to the Decision amending and modifying the 2010 Financial Plans of the Republic Fund for Pension and Disability Insurance of Employees and the Proposal of the Decision Granting Consent to the Decision amending and modifying the 2010 Financial Plans of the National Employment Service, by a majority of votes.

By a majority of votes, the National Assembly adopted the Bills amending and modifying the Law on Banks, the Law on Bankruptcy and Liquidation of Banks and Insurance Companies, the Law on Deposit Insurance, the Law on the Deposit Insurance Agency, the Law on Prevention of Money Laundering and Financing of Terrorism, as well as the Bill Granting Guarantee by the Republic of Serbia in favour of Export Development Canada under the debt of RTB Bor - Mining-Smelter Basin Group Bor d.o.o. in restructuring. The National Assembly also adopted the six Bills on the confirmation of international agreements and treaties. In addition, the National Assembly adopted the Proposal of the Decision amending the Decision on the Election of Committee members of the National Assembly of the Republic of Serbia, submitted by the G17 PLUS Deputy Group.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2010.
