Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017, for Friday, 26 May, starting at 3.30 p.m.


The National Assembly ascertained the following agenda:

  1. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the United Nations on Contributing Resources to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA),
  2. Bill on the Confirmation of the Agreement between the Council of Ministers of the Republic of Albania, Council of Ministers of Bosnia and Herzegovina, Government of the Republic of Macedonia, Government of Montenegro, Government of the Republic of Serbia and the Government of the Republic of Slovenia on the establishment of the Balkan Military Medical Forces,
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Military-Technical Cooperation,
  4. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Slovak Republic,
  5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic on Protection of War Graves and Military Memorials,
  6. Proposal of the Decision on 2017-2021 Public Rail Infrastructure National Programme,
  7. Bill on the Confirmation of the Agreement amending the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on International Road Transport concluded by exchange of notes,
  8. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Hong Kong Special Administrative Region of the People’s Republic of China,
  9. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia on Delegation of Responsibility for Provision of Air Traffic Services,
  10. Bill on the Confirmation of the Agreement on Status and Functions of the International Commission on Missing Persons,
  11. Bill on the Confirmation of the Agreement on the Establishment of the Regional Youth Cooperation Office, accompanied by the Regional Youth Cooperation Office Statute,
  12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Paid Employment of Family Members of Staff of Diplomatic or Consular Representative Offices,
  13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Paid Employment of Family Members of Staff of Official Representative Offices of the Two States,
  14. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Portugal on Employment of Family Members of Diplomatic or Consular Staff,
  15. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Indonesia on Visa Abolition for Diplomatic and Service Passport Holders,
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Iraq on Visa Abolition for Diplomatic and Service Passport Holders,
  17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kyrgyz Republic on Visa Abolition for Diplomatic and Service Passport Holders,
  18. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Thailand on Visa Abolition for Diplomatic and Service Passport Holders,
  19. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Guatemala on Visa Abolition for Diplomatic and Service Passport Holders,
  20. Bill on the Confirmation of the Paris Agreement,
  21. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Cooperation in the Field of Tourism.
The National Assembly accepted the proposal of MP Maja Gojkovic to complete a joint single debate on all items on the agenda.

The National Assembly proceeded to conduct the joint single debate on items 1 through 21 on the agenda. On the behalf of the submitter, the bills were presented by Minister of Defence Zoran Djordjevic, Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin, Minister of Agriculture and Environmental Protection Branislav Nedimovic, Minister of Foreign Affairs Ivica Dacic, and Minister of Youth and Sport Vanja Udovicic.

The MPs conducted the joint single debate on all items on the agenda for the remainder of the workday.

Having completed the joint single debate on items 1 through 21 on the agenda of the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017, the Chair, National Assembly Speaker Maja Gojkovic set Monday, 29 May 2017, as Voting Day on all the items on the agenda, starting at 11 am.

Voting Day

On Voting Day, 29 May, by majority vote, the National Assembly passed the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the United Nations on Contributing Resources to the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), Bill on the Confirmation of the Agreement between the Council of Ministers of the Republic of Albania, Council of Ministers of Bosnia and Herzegovina, Government of the Republic of Macedonia, Government of Montenegro, Government of the Republic of Serbia and the Government of the Republic of Slovenia on the establishment of the Balkan Military Medical Forces, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Belarus on Military-Technical Cooperation.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2017.
