Fifth Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 28 April 2021, the members of the Committee on Education, Science, Technological Development and the Information Society considered the Bill amending and modifying the Law on Prevention of Doping in Sports, in principle, and the Bill on the Confirmation of the Protocol to amending and modifying the Agreement between the Government of the Republic of Serbia and the Government of the United States of America relating to Scientific and Technical Cooperation.


The Chairperson of the Subcommittee on the Information Society and Digitalisation Marina Ragus proposed to add another item, no. 5, of the agenda of today’s sitting: proposal to organise a public hearing on: State Data Centre: Information Security and Data Protection.

The Bill amending and modifying the Law on Prevention of Doping in Sports was presented by Minister of Youth and Sports Vanja Udovicic who pointed out the importance of this Law, emphasising that the existing Law was adopted in 2014. The reason for the amendment of this Law is harmonisation with the new World Anti-Doping Code. He went on to say that from 23 October 2014 to 1 November 2020, the Anti-Doping Agency had conducted a total of 5,129 doping tests. To improve the anti-doping system in the Republic of Serbia, it is important to define and specify the activity and measures undertaken by the Anti-Doping Agency of the Republic of Serbia to prevent doping in sports, Udovicic said.

The Bill on the Confirmation of the Protocol to amending and modifying the Agreement between the Government of the Republic of Serbia and the Government of the United States of America relating to Scientific and Technical Cooperation was presented by First Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic.

By a majority vote, the Committee members proposed that the National Assembly accept Bill amending and modifying the Law on Prevention of Doping in Sports, in principle, and the Bill on the Confirmation of the Protocol to amending and modifying the Agreement between the Government of the Republic of Serbia and the Government of the United States of America relating to Scientific and Technical Cooperation.

The Committee went on to consider the Ministry of Education, Science and Technological Development Activity Information for the period October-December 2020 and for the period January-March 2021. Activity Information was presented by First Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic.

Minister Ruzic informed the Committee members about the normative activities in the reporting period. He spoke about the online classes for primary and secondary school students, organised because of the coronavirus pandemic. He reminded the Committee that in the previous period, a number of initiatives were launched that should contribute to a broader and deeper understanding of digital education, with a focus on adequately introducing schools, teachers and students to the digital world and the world of teaching supported by digital technology. In the field of higher education, the Ministry focused on the reconstruction and building of infrastructure projects.

After Minister Ruzic’s extensive explanation, the Committee members proposed that the National Assembly accept the Ministry of Education, Science and Technological Development Activity Information for said periods.

In the continuation, the Committee members accepted the proposal of the Chairperson of the Subcommittee on the Information Society and Digitalisation Marina Ragus to hold a public hearing on 10 May 2021, starting at 11 am. The public hearing will be held at the State Data Centre in Kragujevac.

The sitting was chaired by Committee Chairman Dr Muamer Zukorlic and attended by the following Committee members and deputy members: Marina Ragus, Milica Dacic, Samira Cosovic, Natasa Jovanovic, Nandor Kiss, Goran Spasojevic, Milijana Sakic, Vladica Maricic, Prof. Dr Marko Atlagic, Bratislav Jugovic and Prof Dr Zarko Obradovic.
