Fifth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2005

The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Fifth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2005 for 14 November; the session actually commenced on 15 November, as the Fourth Session of the Second Regular Sitting had to be concluded first.


The Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Fifth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2005 for 14 November; the session actually commenced on 15 November, as the Fourth Session of the Second Regular Sitting had to be concluded first.

The following agenda was adopted by the National Assembly for this session:


    - Bill on the Budget of the Republic of Serbia for 2006, with its accompanying Memorandum on the Budget and Economic and Fiscal Policy for 2006, projections for 2007 and 2008, and proposals of decisions granting consent to financial plans for 2006 of the following agencies:

a) Republic Fund for Pension and Disability Insurance of Employees;

b) Republic Fund for Pension and Disability Insurance of Farmers;

c) Republic Fund for Pension and Disability Insurance of Private Entrepreneurs;

d) Republic Health Insurance Agency, and

e) National Employment Service.


    - Bill Amending and Modifying the Act on the Development Fund of the Republic of Serbia, proposed by the Government of the Republic of Serbia;


    - Bill Amending and Modifying the Act on Public Enterprises and Performance of Activities of General Interest, proposed by the Government of the Republic of Serbia;


    - Bill on the Prevention of Money Laundering, proposed by the Government of the Republic of Serbia;


    - Banks Bill, proposed by the Government of the Republic of Serbia;


    - Health Insurance Bill, proposed by the Government of the Republic of Serbia;


    - Serbian Red Cross Bill, proposed by the Government of the Republic of Serbia;


    - Bill on Health Practitioners’ Chambers, proposed by the Government of the Republic of Serbia;


    - Bill on Substances Used in Illegal Production of Narcotics and Psychotropic Drugs, proposed by the Government of the Republic of Serbia, and


    - Health Care Bill, proposed by the Government of the Republic of Serbia.

On the first day of the session, the National Assembly commenced discussion in principle on the Bill on the Budget of the Republic of Serbia for 2006, with its accompanying Memorandum on the Budget and Economic and Fiscal Policy for 2006, projections for 2007 and 2008, and proposals of decisions granting consent to financial plans for 2006 of the Republic Fund for Pension and Disability Insurance of Employees, the Republic Fund for Pension and Disability Insurance of Farmers, the Republic Fund for Pension and Disability Insurance of Private Entrepreneurs, the Republic Health Insurance Agency, and the National Employment Service.

Addressing the deputies as the representative of the proposer, the Minister of Finance in the Government of the Republic of Serbia, Mladjan Dinkic, set out key economic policy aims and priorities for 2006. Presenting the macroeconomic framework for the coming period, Mr Dinkic clarified certain provisions in the proposed budget and answered to questions posed by deputies.

On the second day of the session (16 November), the National Assembly concluded discussion in principle on the Budget Bill and joint discussion on proposals of its accompanying Decisions.

The Assembly then went on to hold joint discussion in principle on the Bill Amending and Modifying the Act on the Development Fund of the Republic of Serbia, the Bill Amending and Modifying the Act on Public Enterprises and Performance of Activities of General Interest, the Bill on the Prevention of Money Laundering, and the Banks Bill. The Minister of Finance, Mladjan Dinkic, speaking on behalf of the proposer, acquainted the deputies with reasons for changes to existing legislation and new solutions proposed for the field.

On the third day of the session (17 November), the National Assembly held joint discussion in principle on the Health Insurance Bill, the Serbian Red Cross Bill, the Bill on Health Practitioners’ Chambers, the Bill on Substances Used in Illegal Production of Narcotics and Psychotropic Drugs, and the Health Care Bill. The Minister of Health, Professor Dr Tomica Milosavljevic, addressed the deputies, stating reasons for adopting legislation regulating the field of health care.

When its session resumed, on 18 November, the Committee discussed particulars of the Health Practitioners Chambers Bill and the Health Care Bill. Seven amendments, of a total of 36 submitted to the Health Practitioners Chambers Bill, became integral parts of the Bill's text; while 20 amendments, of a total of 114 submitted to the Health Care Bill, became parts of the text of that Bill. The National Assembly is to vote on the remaining amendments.

On the fourth day of the session (18 November), the National Assembly commenced discussing the particulars of the Bill on the Budget of the Republic of Serbia for 2006, with its accompanying Memorandum on the Budget and Economic and Fiscal Policy for 2006, projections for 2007 and 2008, and proposals of decisions granting consent to financial plans for 2006 of the Republic Fund for Pension and Disability Insurance of Employees, the Republic Fund for Pension and Disability Insurance of Farmers, the Republic Fund for Pension and Disability Insurance of Private Entrepreneurs, the Republic Health Insurance Agency, and the National Employment Service.

The Assembly is to continue this session after the conclusion of the Sixth Session of of the Second Regular Sitting of the National Assembly, convened for Monday 21 November, at which the Assembly is to discuss the Proposal of the Resolution of the National Assembly of the Republic of Serbia on the Mandate for Political Negotiations on the Future Status of Kosovo and Metohia.

On the fifth day of the session (22 November), the National Assembly concluded discussing the Bill on the Budget of the Republic of Serbia for 2006 in principle.

On the sixth day of the session (23 November), the National Assembly concluded discussing the particulars of the Bill Amending and Modifying the Act on the Development Fund of the Republic of Serbia, the Bill on Public Enterprises and Performance of Activities of General Interest, and the Bill on the Prevention of Money Laundering.

On the seventh day of the session (24 November), the National Assembly extended its working hours to complete discussion of the particulars of the Banks Bill.

On the eighth day of the session (25 November), the National Assembly discussed the particulars of the Health Insurance Bill.

At the request of the Administrative Committee, the National Assembly included the motion to adopt the Decision Authorising the Remand in Custody of Goran Kostic, judge of the Paracin Municipal Court in the agenda of the session under urgent procedure.

As soon as discussion on the Proposal of the Decision had ended, the Chairman of the National Assembly, Predrag Markovic, convened a Voting Day session, without waiting for discussion of other items of the agenda to finish.

The National Assembly adopted the Proposal of the Decision Authorising the Remand in Custody of Goran Kostic, judge of the Paracin Municipal Court.

On the ninth day of the session (26 November), the deputies discussed the particulars on the Serbian Red Cross Bill and the Health Practitioners’ Chambers Bill.

On the tenth day of the session (27 November), the National Assembly discussed the particulars of the Bill on Substances Used in Illegal Production of Narcotics and Psychotropic Drugs and the Health Care Bill.

At the suggestion of the Administrative Committee, the National Assembly noted that the mandates of deputies Vesna Lalic Dragovic and Sovranije Conjagic, elected from the G17 Plus – Miroljub Labus Electoral List, had terminated before the expiry of the term to which they had been elected.

On the basis of a report submitted by the Republic Electoral Commission, and the report and proposal of the Administrative Committee, the National Assembly noted the confirmation of mandates of deputies Miroslava Gusic and Marko Kronja, elected from the G17 Plus – Miroljub Labus Electoral List.

As the National Assembly had discussed all items from the agenda, the Chairman of the National Assembly, Predrag Markovic, convened a Voting Day session for 10 a.m. on Monday 28 November.

On Voting Day (28 November), the National Assembly adopted, in its entirety, the Bill on the Budget of the Republic of Serbia for 2006, with its accompanying Memorandum on the Budget and Economic and Fiscal Policy for 2006, projections for 2007 and 2008, and proposals of decisions granting consent to financial plans for 2006 of the Republic Fund for Pension and Disability Insurance of Employees, the Republic Fund for Pension and Disability Insurance of Farmers, the Republic Fund for Pension and Disability Insurance of Private Entrepreneurs, the Republic Health Insurance Agency, and the National Employment Service

The National Assembly also adopted, in their entirety, the Bill Amending and Modifying the Act on the Development Fund of the Republic of Serbia, the Bill on Public Enterprises and Performance of Activities of General Interest, the Bill on the Prevention of Money Laundering, and the Banks Bill.

The National Assembly went on to adopt, in their entirety, the Health Insurance Bill, the Serbian Red Cross Bill, the Health Practitioners’ Chambers Bill, the Bill on Substances Used in Illegal Production of Narcotics and Psychotropic Drugs, and the Health Care Bill.

As the National Assembly had finished discussing and voting on all items from the agenda of the session, the acting chairman, the Vice-chairman of the National Assembly, Vojislav Mihailovic, concluded the Fifth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2005.
