Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016

At the request of the Serbian Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, for Wednesday, 17 February.


The request to hold the Fifth Extraordinary Session specified the following agenda, bearing six items:

1. Bill amending and modifying the Law on Environmental Protection, submitted by the Government;
2. Bill amending and modifying the Law on Nature Conservation, submitted by the Government;
3. Bill amending and modifying the Law on Waste Management, submitted by the Government;
4. Bill amending and modifying the Law on Livestock, submitted by the Government;
5. Bill on the Confirmation of the Amendments to the Convention on Environmental Impact Assessment in a Transboundary Context, submitted by the Government;
6. Bill on the Confirmation of the Amendments and Modifications to the Convention on the Physical Protection of Nuclear Material, submitted by the Government.

The National Assembly accepted the proposal of MP Igor Becic to complete a joint debate in principle and single debate on items 1 through 6 on the agenda for the session.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 through 6 on the agenda for the session.

Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic provided the rationale for the bills as representative of the submitter.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on all the items on the agenda for the session.

On the second day of the session, 19 February, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Environmental Protection, Bill amending and modifying the Law on Nature Conservation and the Bill amending and modifying the Law on Waste Management.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker Igor Becic set Friday, 19 February, as Voting Day on all the items on the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016, starting at 3.30 pm.

Voting Day

On Voting Day, 19 February, by majority vote, the National Assembly passed the Bill amending and modifying the Law on Environmental Protection, Bill amending and modifying the Law on Nature Conservation, Bill amending and modifying the Law on Waste Management, Bill amending and modifying the Law on Livestock, Bill on the Confirmation of the Amendments to the Convention on Environmental Impact Assessment in a Transboundary Context and the Bill on the Confirmation of the Amendments and Modifications to the Convention on the Physical Protection of Nuclear Material.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2016.
