Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, for Friday, 30 January 2015, starting at 10 am.


The request to hold the Fifth Extraordinary Session set the following agenda:

1. Bill amending the Law on Ministries, submitted by the Government;
2. Bill on Deposit Insurance, submitted by the Government;
3. Bill on Bankruptcy and Liquidation of Banks and Insurance Companies, submitted by the Government;
4. Bill on Deposit Insurance Agency, submitted by the Government;
5. Bill amending and modifying the Public Procurement Law, submitted by the Government;
6. Bill amending and modifying the Law on the National Bank of Serbia, submitted by the National Bank of Serbia;
7. Bill amending and modifying the Law on Banks, submitted by the National Bank of Serbia.

The National Assembly accepted the proposal of MP Djordje Milicevic to complete a joint debate in principle on all the items on the agenda.

The National Assembly then commenced a debate in principle on items 1 through 7 on the agenda - Bill amending the Law on Ministries, Bill on Deposit Insurance, Bill on Bankruptcy and Liquidation of Banks and Insurance Companies, Bill on Deposit Insurance Agency, Bill amending and modifying the Public Procurement Law, Bill amending and modifying the Law on the National Bank of Serbia and the Bill amending and modifying the Law on Banks.

Representatives of the submitters, Governor of the National Bank of Serbia Dr Jorgovanka Tabakovic and Minister of Finance Dr Dusan Vujovic, provided the rationale for the bills.

Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Branimir Rancic, elected from the ALEKSANDAR VUCIC – FUTURE WE BELIEVE IN (Serbian Progressive Party, Social Democratic Party of Serbia, New Serbia, Serbian Renewal Movement, Socialist Movement) Electoral List, after which the newly-elected MP proceeded to take the oath of office.

The National Assembly conducted and, by the end of the day, concluded the joint debate in principle on items 1 through 7 on the agenda

On the second day of the proceedings, 2 February, the National Assembly commenced and, by the end of the day, concluded the debate in detail on all the items on the agenda - Bill amending the Law on Ministries, Bill on Deposit Insurance, Bill on Bankruptcy and Liquidation of Banks and Insurance Companies, Bill on Deposit Insurance Agency, Bill amending and modifying the Public Procurement Law, Bill amending and modifying the Law on the National Bank of Serbia and the Bill amending and modifying the Law on Banks.

On the behalf of the MPs and himself, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic, greeted the students who are to intern at the Bundestag as part of the International Parliamentary Scholarship programme, who followed part of the session from the gallery of the Grand Hall.

As the National Assembly had completed the debate on all the items on the agenda for the session, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic set Tuesday, 3 February, as Voting Day on all the items on the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at noon.

Voting Day

On Voting Day, 3 February, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Prof. Dr Marko Atlagic and Ivan Jovanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By a majority vote, the National Assembly then proceeded to pass the Bill amending the Law on Ministries, Bill on Deposit Insurance, Bill on Bankruptcy and Liquidation of Banks and Insurance Companies, Bill on Deposit Insurance Agency and the Bill amending and modifying the Public Procurement Law, submitted by the Government.

On Voting Day, the National Assembly also passed the Bill amending and modifying the Law on the National Bank of Serbia and the Bill amending and modifying the Law on Banks, submitted by the National Bank of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic, concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
