Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

At the request of 206 MPs, National Assembly Speaker Maja Gojkovic convened the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Tuesday, 1 July 2014, starting at 2 pm.


The request to hold the Fifth Extraordinary Session specifies an agenda bearing 14 items:

1. Bill amending and modifying the Law on Tax Procedure and Tax Administration, submitted by the Government;
2. Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement (Upgrading of Judiciary Buildings) between the Republic of Serbia and the European Investment Bank, submitted by the Government;
3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia on Avoidance of Double Taxation with respect to Taxes on Income and Property, submitted by the Government;
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates on Visa Abolition for Diplomatic and Official/Special Passport Holders, submitted by the Government;
5. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, submitted by the Government;
6. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Poland, submitted by the Government;
7. Bill on the Confirmation of the Military Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, submitted by the Government;
8. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova, submitted by the Government;
9. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;
10. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the United Nations securing resources for the United Nations Interim Force in Lebanon (UNIFIL), submitted by the Government;
11. Proposal of the Decision on the Election of Members of the Commission for the Control of the Execution of Criminal Sanctions, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
12. Proposal of the Decision on the termination of office of public prosecutor at the Basic Public Prosecutor’s Office in Leskovac, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
13. Proposal of the Decision amending the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic (Delegation to the South East Europe Cooperation Process Parliamentary Assembly),
14. Proposal of the Decision amending the Decision on the Appointment of Heads of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic (Delegation to the South East Europe Cooperation Process Parliamentary Assembly).

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Zlata Djeric, Djordje Stojsic, Ljiljana Kosoric, Nedjo Jovanovic, Nevenka Milosevic and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Aleksandar Jugovic to complete a joint debate in principle and joint single debate on items 1, 2 and 3 on the agenda, a joint single debate on items 4, 5, 6, 7, 8, 9 and 10 on the agenda, and a joint single debate on items 11, 12, 13 and 14 on the agenda for the session.

The National Assembly commenced and for the remainder of the day conducted the joint debate in principle and joint single debate on items 1, 2 and 3 on the agenda.

On the behalf of the submitter, Minister of Finance Lazar Krstic provided the rationale for the bills.

On the second day of the proceedings, 2 July, the National Assembly continued and, before recess, concluded the joint debate in principle and joint single debate on items 1, 2 and 3 on the agenda for the session.

After recess, the National Assembly completed a joint single debate on items 4, 5, 6, 7, 8, 9 and 10 on the agenda. The bills were elaborated, on the behalf of the submitter, by Minister of Defence Bratislav Gasic.

By the end of the day, the National Assembly also had completed a joint single debate on items 11, 12, 13 and 14 on the agenda for the session.

On the third day of the proceedings, 3 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Ivan Karic, MA Aleksandra Jerkov and Vladica Dimitrov, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly completed a debate in detail on the Bill amending and modifying the Law on Tax Procedure and Tax Administration.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Thursday, 3 July 2014, as Voting Day on all the items on the agenda for the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 4 pm.

On Voting Day, 3July, by a majority vote, the National Assembly adopted the Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement (Upgrading of Judiciary Buildings) between the Republic of Serbia and the European Investment Bank, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Armenia on Avoidance of Double Taxation with respect to Taxes on Income and Property, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the United Arab Emirates on Visa Abolition for Diplomatic and Official/Special Passport Holders, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Italy, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Poland, Bill on the Confirmation of the Military Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Moldova, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan and the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the United Nations securing resources for the United Nations Interim Force in Lebanon (UNIFIL).

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
