Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Tuesday, 18 November, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandra Jerkov, Dubravka Filipovski, Ivan Karic, Saip Kamberi and Dragan Sormaz, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. Bill on Protection of Whistleblowers, submitted by the Government;
2. Proposal of the Decision on the election of public prosecutors for appellate prosecutor’s offices, submitted by the Government;
3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
4. Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council;
5. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
6. Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and Bosnia and Herzegovina, submitted by the Government;
7. Bill on Protection and Sustainable Use of the Fish Stock, submitted by the Government;
8. Bill on Financing and Securing Funds for Agricultural Production, submitted by the Government;
9. Bill on the Confirmation of the Protocol on Flood Protection to the Framework Agreement on the Sava River Basin, submitted by the Government;
10. Bill on the Confirmation of the Second Amendment to the Cooperation Agreement between the Government of the Republic of Serbia and the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT), submitted by the Government;
11. Bill on Employment of Foreigners, submitted by the Government;
12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Status of Serbian Military Memorials on the Territory of the Russian Federation and Russian Military Memorials on the Territory of the Republic of Serbia, submitted by the Government.


The National Assembly accepted the proposal of MP Prof. Dr Vladimir Marinkovic to complete a joint debate in principle and single debate on items 1, 2, 3, 4, 5 and 6 on the agenda, joint debate in principle and single debate on items 7, 8, 9 and 10 on the agenda and a joint debate in principle and single debate on the items 11 and 12 on the agenda for the sitting.

Before recess, the National Assembly commenced the joint debate in principle and single on items 1, 2, 3, 4, 5 and 6 on the agenda - the Bill on Protection of Whistleblowers, Proposal of the Decision on the election of public prosecutors for appellate prosecutor’s offices, Proposal of the Decision on the election of judges to judicial office for the first time, Proposal of the Decision on the election of court presidents, submitted by the High Judicial Council, Proposal of the Decision on the election of judges to judicial office for the first time and the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and Bosnia and Herzegovina.

On the behalf of the submitter, the bills were elaborated by Minister of Justice Nikola Selakovic.

The National Assembly conducted and, by the end of the day, completed the joint debate in principle and single on items 1, 2, 3, 4, 5 and 6 on the agenda.
On the second day of the proceedings, 19 November, the National Assembly commenced the joint debate in principle and single debate on items 7, 8, 9 and 10 on the agenda – the Bill on Protection and Sustainable Use of the Fish Stock, Bill on Financing and Securing Funds for Agricultural Production, Bill on the Confirmation of the Protocol on Flood Protection to the Framework Agreement on the Sava River Basin and the Bill on the Confirmation of the Second Amendment to the Cooperation Agreement between the Government of the Republic of Serbia and the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT).

On the behalf of the submitter, the sitting was attended by Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic who provided the rationale for the bills.

The Chair, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the students of Dusan Vasiljev Grammar School from Kikinda who watched part of the sitting from the gallery of the Grand Hall.

In the course of the sitting, the Chair, National Assembly Deputy Speaker MA Igor Becic informed the MPs that students of the First Belgrade Grammar School were watching the proceedings from the gallery of the Grand Hall.

The National Assembly conducted and, by the end of the day, completed the joint debate in principle and single debate on items 7, 8, 9 and 10 on the agenda.

On the third day of the proceedings, 20 November, the National Assembly commenced a debate in detail on item 1 on the agenda – the Bill on Protection of Whistleblowers.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Janko Veselinovic, Riza Halimi, Borislav Stefanovic and Milovan Drecun, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had concluded the debate in detail on the Bill on Protection of Whistleblowers.

On the fourth day of the proceedings, 24 November, the National Assembly commenced the joint debate in principle and single debate on the items 11 and 12 on the agenda – the Bill on Employment of Foreigners and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Status of Serbian Military Memorials on the Territory of the Russian Federation and Russian Military Memorials on the Territory of the Republic of Serbia.

On the behalf of the submitter, the bills were elaborated by Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin.

The National Assembly conducted and, by the end of the day, completed the joint debate in principle and single on items 11 and 12 on the agenda.


On the fifth day of the proceedings, 25 November, the National Assembly commenced a debate in detail on items 7, 8, 9 and 10 on the agenda – the Bill on Protection and Sustainable Use of the Fish Stock, Bill on Financing and Securing Funds for Agricultural Production, Bill on the Confirmation of the Protocol on Flood Protection to the Framework Agreement on the Sava River Basin and the Bill on the Confirmation of the Second Amendment to the Cooperation Agreement between the Government of the Republic of Serbia and the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT).

The National Assembly went on to conduct and conclude the joint debate in detail on items 7, 8, 9 and 10 on the agenda, as well as a joint debate in detail on item 11 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Konstantin Arsenovic set Tuesday, 25 November 2014, as Voting Day on all the items on the agenda for the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 4.20 pm.

Voting Day

On Voting Day, 25 November, by a majority vote, the National Assembly passed the Bill on Protection of Whistleblowers.

The National Assembly adopted the Proposal of the Decision on the election of public prosecutors for appellate prosecutor’s offices, Proposal of the Decision on the election of judges to judicial office for the first time, Proposal of the Decision on the election of court presidents, as well as the Proposal of the Decision on the election of judges to judicial office for the first time.

By a majority of MPs’ votes, the National Assembly passed the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and Bosnia and Herzegovina, Bill on Protection and Sustainable Use of the Fish Stock and the Bill on Financing and Securing Funds for Agricultural Production.

The National Assembly went on to adopt the Bill on the Confirmation of the Protocol on Flood Protection to the Framework Agreement on the Sava River Basin, Bill on the Confirmation of the Second Amendment to the Cooperation Agreement between the Government of the Republic of Serbia and the European Organisation for the Exploitation of Meteorological Satellites (EUMETSAT), Bill on Employment of Foreigners, as well as the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Status of Serbian Military Memorials on the Territory of the Russian Federation and Russian Military Memorials on the Territory of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Maja Gojkovic, concluded the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
