Constitutional and Legislative Issues Committee Chairperson Meets with Head of EU Delegation to Serbia Political Section

The Chairperson of the Committee on Constitutional and Legislative Issues Jelena Zaric Kovacevic met today with the Head of the Political Section of the EU Delegation to Serbia Dirk Lorenz, in preparation of the European Commission's Annual Progress Report on Serbia for 2020.


First off, Jelena Zaric Kovacevic informed Mr. Lorenz that the Committee on Constitutional and Legislative Issues has scheduled a sitting for Friday, 16 April 2021, starting at 10:00 am, where the MPs are to consider the Proposal for the amendment of the Constitution of the Republic of Serbia, submitted by the Government, and took the opportunity to invite him to the sitting. National Assembly Speaker Ivica Dacic, Serbian Prime Minister Ana Brnabic, as well as Minister of Justice Maja Popovic, will speak at the sitting, and explain the goal of the Constitutional amendment in more detail. The Committee Chairperson stressed that her role is to involve all interested parties to participate in this process, not only the experts in the field, but the general public as well. That is why, she said, she has invited the heads of the parliamentary groups and chairs of the parliamentary committees to attend the Friday sitting.

She added that this process will be accompanied by public hearings, debates, broad political dialogue, and, first and foremost, meetings that will be held in Belgrade, Novi Sad, Nis and Kragujevac, where the Republic of Serbia’s appellate courts are located.

She went on to say that the Constitutional changes will be harmonised with the acquis communautaire, and are also defined in accordance with the European Commission’s recommendations contained in the Screening Report for Negotiation Chapter 23.

Dirk Lorenz expressed satisfaction with the initiation of this procedure and agreed with the Committee Chairperson and her decision to involve all interested parties in the process, which will not be an easy task.
