Committee on Finance, State Budget and Control of Public Spending and GOPAC Serbia Executive Board Co-Organize Consultative Workshop

The Committee on Finance, State Budget and Control of Public Spending and GOPAC Serbia Executive Board co-organized a consultative workshop on 15 and 16 September 2017, with the topic: “Public Finance Supervision Portal: access modalities, domains and work on the second developmental stage”.


The workshop allowed the MPs to, with the help of the Ministry of Finance, Treasury Administration, National Assembly Support Service and Informatika a.d., assess what needs to be redefined in the framework and development of the second stage of the Portal. The Committee members had the opportunity to work directly on the Public Finance Supervision Portal and test the potential of the important software tool the National Assembly is developing with the support of the United Nations Development Programme (UNDP) and the Swiss Agency for Development and Cooperation (SDC).

The Public Finance Supervision Portal was launched by the Committee on Finance, State Budget and Control of Public Spending based on the Memorandum of Cooperation and Data Takeover Protocol it had signed with the Ministry of Finance to set the groundwork needed to strengthen the control function and transparency of the National Assembly, include the citizens in the legislative process and establish two-way communication between the MPs and the citizens and civil society so as to better monitor and control public spending. The initial idea behind the Public Finance Supervision Portal was to allow the MPs access to different data sources on public spending, collate, prepare and organize said data to get functional reports and cross-referenced overviews of budgetary spending since before the Portal they did not have direct access to data of this kind. By introducing the Public Finance Supervision Portal the National Assembly has become one of the few national parliaments which supervise public spending in this way.

The participants of the workshop decided that they would continue to work to develop the Portal first by redefining the Data Takeover Protocol with the Ministry of Finance to improve and update the software, and then, through its further development, follow the work of other countries on similar projects. Additional workshops and trainings for the MPs are in the works, as well as a regional presentation of the Portal by the GOPAC National Branch to share the good practice of the National Assembly of the Republic of Serbia.

This is an important step and tangible contribution to the realization of Sustainable Development Goals, viz. Goal 16.6 - promoting effective and open institutions.
