67th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 18 March, the Committee on Finance, State Budget and Control of Public Spending reviewed the Bill on the Financing of the Autonomous Province of Vojvodina, submitted by MPs Nenad Canak, Olena Papuga and Nada Lazic, in principle.


Committee Chairperson Dr Aleksandra Tomic said that the Serbian Government had reviewed the Bill and submitted an opinion on it to the National Assembly stating that it did not accept the Bill on the Financing of the Autonomous Province of Vojvodina in principle.

Presenting the Bill on the Financing of the Autonomous Province of Vojvodina, submitters Nada Lazic and Olena Papuga said that the Constitutions contains provisions on the financing of AP Vojvodina that need to be fully specified by law. They said that the deadline to pass this law as stipulated by the Constitutional Law for the implementation of the Constitution of the Republic of Serbia had expired on 31 December 2008 and resulted in an inadequate financing of AP Vojvodina and deepening disagreement on the issue between the national and provincial authorities.

The Budget System Law and the Budget Law, passed on a yearly basis, allocate funds for the provincial budget which makes it unpredictable and inadequate, said Lazic and Papuga, concluding that the financing of AP Vojvodina needs to be regulated in a systematic and consistent manner.

The Committee members went on to debate the Bill with the submitters and voice their opinions on it.

Concluding the debate, Committee Chairperson Dr Aleksandra Tomic said that it is important to discuss the financing of AP Vojvodina in the Parliament, but if the proposed Bill were adopted it would be inapplicable or would suspend all the other laws governing the Serbian finances and budget system.

Following the debate, the Committee members decided not to accept the Bill on the Financing of the Autonomous Province of Vojvodina, in principle.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and was attended by the following Committee members and deputy members: Sonja Vlahovic, Momo Colakovic, Milorad Mircic, Zoran Despotovic, Zoran Bojanic, Dr Milorad Mijatovic, Veroljub Arsic, Olivera Pesic, Goran Kovacevic, Zoltan Pek and Vojislav Vujic.
