60th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 30 November, the members of the Committee on Finance, State Budget and Control of Public Spending considered the bills on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018 in detail.


The Government and the Committee accepted none of the 521 amendments submitted to the Bill on Central Registry of Compulsory Social Insurance.

The Government and the Committee accepted four of the 45 amendments submitted to the submitted to the Customs Bill.

The Government and the Committee accepted one of the 177 amendments the MPs had submitted to the Republic of Serbia 2019 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2019 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2019 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2019 Financial Plan. The Government and the Committee did not accept the rest. The Government submitted an amendment to Article 8 on the Bill, which the Committee unanimously accepted. The Committee went on to submit two amendments of its own to articles 1 and 8 of the Bill which were accepted by Minister of Public Administration and Local Self-Government Branko Ruzic, representative of the submitter.

The Government and the Committee accepted none of the five of the amendments submitted to the Bill amending and modifying the Budget System Law.

The Government and the Committee accepted none of the12 amendments submitted to the Bill on Customs Service.

The Government and the Committee accepted none of the 14 amendments submitted to the Bill amending and modifying the Law on Public Property.

The Government and the Committee accepted neither of the two amendments submitted to the Bill amending the Law on Republic Administrative Fees.

The Government and the Committee accepted none of the 10 amendments submitted to the Bill amending and modifying the Law on Games of Chance.

The Government and the Committee accepted none of the 13 amendments submitted to the Bill amending and modifying the Law Tax Procedure and Tax Administration.

The Government and the Committee accepted none of the eight amendments submitted to the Bill amending and modifying the Public Debt Law.

The Government and the Committee accepted none of the 19 amendments submitted to the Bill amending the Law on Restitution of Confiscated Property and Compensation.

The Government and the Committee accepted none of the 88 amendments submitted to the Bill amending and modifying the Law on Tobacco.

The Government and the Committee accepted two of the four amendments submitted to the Bill amending and modifying the Personal Income Tax Law.

The Government and the Committee accepted none of the 29 of the amendments submitted to the Bill amending and modifying the Law on Compulsory Social Insurance Contributions.

The Government and the Committee accepted none of the 32 amendments submitted to the Bill amending and modifying the Corporate Income Tax Law.

The Government and the Committee accepted none of the 15 of the amendments submitted to the Bill amending and modifying the Property Tax Law.

The Government and the Committee accepted four of the14 amendments submitted to the Bill on Fees for the Use of Public Goods. The rest of the amendments the Government and the Committee did not accept.

The Government and the Committee accepted one of the nine amendments submitted to the Bill amending and modifying the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users, while the rest were not accepted.

The Government and the Committee accepted none of the six amendments submitted to the Bill Granting Guarantees by the Republic of Serbia in favour of Banca Intesa a.d. Beograd, for Payment of Liabilities of Public Enterprise “Srbijagas“ Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution Aleksandrovac-Brus-Kopaonik-Raska-Novi Pazar-Tutin (Phase II).

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and was attended by the following Committee members and deputy members: Goran Kovacevic, Zoran Bojanic, Momo Colakovic, Srbislav Filipovic, Djordje Kosanic, Dusan Bajatovic, Sonja Vlahovic, Olivera Pesic, Tanja Tomasevic Damnjanovic and Prof. Dr Vladimir Marinkovic.
