36th Sitting of the Committee on the Economy, Regional Development, Trade, Tourism and Energy

At the sitting held on 26 February, the Committee on the Economy, Regional Development, Trade, Tourism and Energy reviewed the following:


  1. Ministry of Economy Activity Information for the period April-June 2018;
  2. Ministry of Economy Activity Information for the period July-September 2018;
  3. Ministry of Economy Activity Information for the period October-December 2018;
  4. Ministry of Economy Report on the privatisation process for July 2018;
  5. Ministry of Economy Report on the privatisation process for August 2018;
  6. Ministry of Economy Report on the privatisation process for September 2018;
  7. Ministry of Economy Report on the privatisation process for October 2018;
  8. Ministry of Economy Report on the privatisation process for November 2018;
  9. Ministry of Economy Report on the privatisation process for December 2018;
  10. Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 April – 30 June 2018;
  11. Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 July – 30 September 2018;
  12. Ministry of Trade, Tourism and Telecommunications Activity Report for the period 1 October – 31 December 2018.
The Ministry of Economy activity information was presented by State Secretary Dragan Grgurovic. He said that of the ten strategic enterprises, seven are undergoing planned reorganizations or have an adopted reorganization plan, one signed a strategic partnership plan, one a property sale contract and one is currently preparing a plan of reorganization and fiscal consolidation. Grgurovic briefed the Committee members on the infrastructure projects realized via four programmes: local and regional infrastructure improvement programme - building together, business infrastructure support programme, regional and local development incentives programme and standardized set of services implemented by accredited regional development agencies.

Speaking of other activities within the Ministry’s purview, Grgurovic said that the Ministry currently has 120 investment projects in its portfolio, its special group tasked with drafting a law on control of precious metal articles has prepared a new version of the law and the Ministry conducted a campaign with the Serbian Chamber of Commerce to raise awareness on the new rulebook on playground safety.
The Ministry of Trade, Tourism and Telecommunications activity reports were presented by state secretaries Stevan Nikcevic and Vesna Kovac.

Nikcevic said that foreign trade is on the rise, especially export, as well as tourism which is one of the fastest growing sectors on the territory of the state. The Ministry also adopted new standards i.e. licencing of real-estate agents and tourist guides and issuing permits for trade in arms and military equipment.

Nikcevic also spoke about the part of the reports concerning the advancement of trade with Bosnia and Herzegovina and Macedonia, stressing that many customs barriers had been eliminated, going down, in the case of Macedonia, from 12 to only two, and in the case of Bosnia and Herzegovina, from 19 to four. He also spoke of the problems stemming from Pristina’s recent imposition of the illegal 100% customs tax on goods from Serbia.

State Secretary Vesna Kovac informed the Committee members that the public debate on the Draft Law on Commodity Reserves has been completed, as have the first versions of the Draft Law on Trade and Draft Law on Protection of Competition, as well as the Draft Law amending the Law on Electronic Commerce.

The Committee members adopted all the proposed activity information and reports by majority vote.

The sitting was chaired by Committee Chairperson Snezana B. Petrovic and attended by the following Committee members and deputy members: Dr Aleksandra Tomic, Studenka Kovacevic, Stanislava Janosevic, Tomislav Ljubenovic, Natasa Mihailovic Vacic, Zoran Bojanic, Milimir Vujadinovic, Vojislav Vujic, Snezana Paunovic, Snezana R. Petrovic and Ana Carapic.
