34th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 10 December, the Committee on Finance, State Budget and Control of Public Spending considered the amendments submitted to the bills on the agenda of the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.


The Committee members accepted the Committee Chairperson’s proposal to, for the sake of efficiency, complete a joint debate on the amendments and have a single vote on the accepted and rejected amendments for each item on the agenda.

The sitting was attended by Minister of Finance Dr Dusan Vujovic.

The Government and the Committee accepted none of the 35 amendments submitted to the Bill amending the Republic of Serbia 2017 Budget Law.

A total of 418 amendments were submitted to the Bill amending and modifying the Budget System Law. The Government and the Committee accepted the amendment to Article 5 submitted by MP Dr Aleksandar Martinovic, while the remaining 417 were rejected.

Out of the 918 amendments submitted to the Republic of Serbia 2018 Budget Bill, the Government and the Committee accepted the two submitted by MP Dr Aleksandar Martinovic to Article 8 with correction and Article 16, while the remaining 916 were not accepted. Committee member Milan Lapcevic abstained from voting on all the amendments he submitted to the Bill, as did Sasa Radulovic on all the amendments submitted to the Bill by the members of the Enough is Enough Parliamentary Group.

The Committee submitted two amendments of its own to articles 1 and 5 of the Bill which the representative of the submitter, Minister of Finance Dr Dusan Vujovic, accepted at the sitting.

The Government and the Committee accepted none of the 58 amendments submitted to the Bill amending and modifying the Value Added Tax Law.

The Government and the Committee also accepted none of the 71 amendments submitted to the Bill amending and modifying the Corporate Income Tax Law.

Out of the 16 amendments submitted to the Bill amending and modifying the Law on Payment Deadlines in Commercial Transactions the Government and the Committee accepted none.

Out of the 185 amendments submitted to the Bill amending and modifying the Personal Income Tax Law the Government and the Committee accepted the eight submitted by MP Dr Aleksandra Tomic to articles 10, 11, 12, 36, 38, 40, 42 and 51, while the rest were not accepted.

Of the 32 amendments submitted to the Bill amending and modifying the Law on Public Property the Government and the Committee accepted the amendment to Article 15 submitted jointly by MPs Jelena Zaric Kovacevic and Aleksandar Markovic, while the rest were not accepted.

Of the 47 amendments submitted to the Bill amending and modifying the Law on Compulsory Social Insurance Contributions the Government and the Committee accepted the three submitted by MP Dr Aleksandra Tomic to articles 8, 9 and 10, while the rest were not accepted.

Of the 85 amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees the Government and the Committee accepted the amendment to Article 1 submitted with an identical content by MPs Dr Aleksandra Tomic and Prof. Dr Vladimir Marinkovic, while the remaining 84 were not accepted.

The Government and the Committee accepted neither of the two amendments submitted to the Bill amending and modifying the Law on the Settlement of Public Debt of the Republic of Serbia arising from Unpaid Citizens’ Foreign Exchange Savings Deposited in Banks with Headquarters on the Territory of the Republic of Serbia and Branch Offices on the Territory of Former SFRY Republics.

Of the 24 amendments submitted to the Bill on Preventing Money Laundering and Financing of Terrorism the Government and the Committee accepted the five submitted by the National Bank of Serbia to articles 4, 18, 104, 109 and 116, as well as the amendment jointly submitted to Article 11 by MPs Vjerica Radeta, Zoran Krasic and Aleksandra Belacic and the amendment jointly submitted to Article 12 by MPs Vjerica Radeta, Zoran Krasic and Aleksandar Seselj. The Government and the Committee did not accept rest of the amendments.

Of the eight amendments submitted to the Bill amending and modifying Law on Restrictions on Disposal of Property with the Aim of Preventing Terrorism the Government and the Committee accepted one, jointly submitted to Article 16 by MPs Vjerica Radeta, Miljan Damjanovic and Zoran Krasic, while the remaining seven were not accepted.

The sitting was attended by the following Committee members and deputy members: Momo Colakovic, Veroljub Arsic, Sonja Vlahovic, Zoltan Pek, Srbislav Filipovic, Zoran Bojanic, Goran Kovacevic, Sasa Radulovic, Goran Ciric, Dusko Tarbuk, Djordje Kosanic, Prof. Dr Vladimir Marinkovic and Milan Lapcevic.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic.
