33rd Sitting of the Committee on the Economy, Regional Development, Trade, Tourism and Energy

At the sitting held on 26 November, the Committee on the Economy, Regional Development, Trade, Tourism and Energy reviewed the Republic of Serbia 2019 Budget Bill, Section 21 - Ministry of Economy, Section 28 - Ministry of Mining and Energy and Section 32 - Ministry of Trade, Tourism and Telecommunications, submitted by the Government of the Republic of Serbia, as well as five more bills in its purview proposed to be put on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018.


State Secretary at the Ministry of Finance Slavica Savicic presented the Republic of Serbia 2019 Budget Bill saying that unburdening the economy through growth and employment incentives is the central part of next year’s budget and fiscal policy. 35 billion 866 million RSD had been allocated to the Ministry of Economy which is 9.9% less than in 2018, 12 billion 125 million RSD to the Ministry of Mining and Energy i.e. 3% more than last year, and 5 billion 621 million RSD to the Ministry of Trade, Tourism and Telecommunications viz. 24.8% more than in 2018, said Savicic.

Presenting Section 21 of the 2019 Budget Bill, Assistant Minister of Economy Dragan Ugrcic said that it has been adjusted to the current economic trends viz. the assistance for enterprises in the process of privatization has gone down while the allocations for the development of small and medium-sized enterprises have been increased.

State Secretary at the Ministry of Mining and Energy MA Mirjana Filipovic who presented the allocations for Section 28 said that subsidies for vulnerable customers are to be increased pursuant to the Energy Law. In addition to the procurement of energy-generating products, funds are also allocated for the construction of storage capacities.

Speaking of the budget allocations for Section 32, representative of the Ministry of Trade, Tourism and Telecommunications Milan Dobrijevic said that, in the telecommunication sector, funds have been secured for the development of IT and electronic communication, primarily the development of IT infrastructure in education to enable the introduction of digital classrooms in all schools by 2021. Assistant Minister Renata Pindzo spoke about the allocations for tourism which she said are an investment, not an expense.

Following a brief debate the Committee members adopted the Republic of Serbia 2019 Budget Bill, Section 21 - Ministry of Economy, Section 28 - Ministry of Mining and Energy and Section 32 - Ministry of Trade, Tourism and Telecommunications.

The Committee members went on to adopt, in principle, the Bill amending and modifying the Company Law, Bill amending and modifying the Bankruptcy Law, Bill amending and modifying the Investment Law, Bill on Gaining Property Rights over the Land, Facilities and Power Lines of RTB Bor d.o.o. Mining-Smelting Combine, Bor, and the Bill amending and modifying the Law on Determining Public Interest and Special Expropriation Procedures and Acquisition of Documentation for the Realisation of Construction of the South Stream Natural Gas Transport System, submitted by the Government.

The sitting was chaired by Committee Chairperson Snezana B. Petrovic and attended by the following Committee members and deputy members: Dr Aleksandra Tomic, Studenka Kovacevic, Stanislava Janosevic, Tomislav Ljubenovic, Gorica Gajic, Zoran Bojanic, Snezana R. Petrovic, Vojislav Vujic, Milimir Vujadinovic and Ana Carapic.
